The story of businesses facing difficulties was raised by many National Assembly delegates at the group discussion session on the socio-economic situation on May 25.

Delegate Le Thanh Van (Ca Mau) said that the gloomy economic situation from 2023 must be viewed objectively, not negatively assuming that the gloomy economy is due to some limitations in macroeconomic management.
This needs to be viewed from external impacts, due to the Covid-19 pandemic, war, conflict, and competition between major countries.
The delegate from Ca Mau province also noted that there are still some internal problems, but the root cause is still the cadres: "The quality of the institution is poor, the quality of the cadres is even poorer, not due to the operation of economic and business institutions."
He said the number of registered businesses has decreased significantly, the number of unemployed workers has increased. On May 23, the Dong Nai Employment Service Center received 22,000 unemployment applications.
A trader at Ben Thanh market said that there was a period of 2 consecutive weeks when he could not sell any goods. This shows that demand has decreased due to difficulties, people are tightening their belts, there is no salary because businesses owe money...
Delegate Le Thanh Van also pointed out the paradox, however, the welcome gate projects are still being implemented, while the people are facing difficulties, especially in remote and famine areas, so what is the point of building a monument to praise!
“The institutional quality is low, the law is unstable, the quality of officials is weak, so it is inconsistent. This term's chairman supports the project, but in the next term, another chairman revokes the project. Meanwhile, businesses invest hundreds of billions in the project and have to pay bank interest,” the delegate noted. If such officials are not dealt with, businesses will find it difficult to survive and develop.
Stronger solutions needed
Deputy Head of the People's Petition Committee Hoang Anh Cong also pointed out the fact that some sectors have been greatly affected, including real estate. Many large real estate enterprises are currently on the brink of bankruptcy.
The delegate said that recently, many businesses have sent letters to the National Assembly, National Assembly leaders, the Government, and ministries, earnestly requesting policies to remove difficulties and pressures.
“There are businesses that have to pay 50 billion VND in bank interest every day, while there are projects that have not been implemented for 2 years. Obviously, businesses cannot bear such interest rates, every day they open their eyes they lose 50 billion VND,” delegate Hoang Cong Anh stated the reality.
Therefore, he suggested that the National Assembly have policies and solutions to quickly remove difficulties for businesses. Because this is not a story of one business dying and dragging down other businesses, affecting the whole economy.
According to Delegate Pham Trong Nghia (Lang Son), enterprises are the living soul of the economy, contributing a lot to the development of the country and society, especially in the post-Covid-19 pandemic period. However, enterprises are currently facing many difficulties.
Therefore, the Government needs to have stronger solutions to protect businesses, and society needs to share and join hands with businesses in this extremely difficult time.
Delegate Pham Trong Nghia suggested quickly promoting the tourism sector to offset the decline in trade in goods; Accelerating administrative procedure reform, creating maximum convenience for businesses. At the same time, reducing financial obligations for businesses and people.
He appreciated the Government's proposal to reduce VAT by 2% to stimulate consumption; support businesses in promoting trade and expanding markets.
Discussing the practice of thrift and anti-waste, Deputy Head of the National Assembly Delegation of Lam Dong Province Nguyen Tao recounted the story of waste in the maintenance of National Highway 27.
This is a very strategic road connecting the Central Highlands region and has been mentioned by the province since the 13th, 14th and many sessions of the 15th term, asking for many different financial mechanisms to build it but so far it has not been approved. The national highway is worse than the village road. It is impassable during the rainy season, the mountain pass is extremely bad.
“Many leaders also said that national highways are like village roads. People said it very harshly, sometimes National Assembly delegates did not dare to meet voters in this area. But I don’t understand why, we talk a lot but the Ministry of Transport does not do anything, every year they pour in 60 billion - 70 billion VND for maintenance. But after the maintenance, when the rainy season comes, it is gone. For the past 16 years, it has been like this, nearly a thousand billion VND is just for maintenance. This year, 60 billion is spent on maintenance, then it rains and it is gone, next year another 60 billion is spent forever. I don’t understand,” the delegate expressed.
Lam Dong province delegates said that this is extremely wasteful but "people like to live on waste".
Deputy Head of the People's Petition Committee Hoang Anh Cong also said that the story of "building a road and then it was washed away" that delegate Nguyen Tao mentioned was discussed many times by the People's Petition Committee with the Ministry of Transport and directly supervised but has not been thoroughly handled.
The situation of not daring to do it spreads to the business sector.
Many National Assembly deputies said that the situation of avoiding responsibility and shirking responsibility is common and widespread, not only in the public sector but also in the private sector and in businesses.
Many workers pay insurance for 30 years but pension is only 2.5-3 million VND
There are workers and laborers who have worked for 30 years in a company, paid full social insurance, but when they retire, they only receive a salary of 2.5 to 3 million VND/month.
Female National Assembly delegate raises voters' concerns about electricity price increase
Delegate Ta Thi Yen stated that from 2010 to now, Vietnam Electricity Group has increased electricity prices 8 times and up to now continues to report losses. Voters are concerned that the "parent" company reports losses while the "subsidiary" companies still report profits.
