At the seminar "Hanoi's Economy - 70 years for the goal of circular and sustainable development", Associate Professor, Dr. Nguyen Thanh Loi, Editor-in-Chief of Economic and Urban Newspaper affirmed: "Hanoi is constantly striving to perfect its economic structure in a modern direction. New economic models such as digital economy, green economy, and circular economy are gradually forming and developing, playing an increasingly important role in the sustainable development of the capital".
According to him, the capital of the country is continuously improving the business investment environment, especially reducing complicated administrative procedures. This creates favorable conditions for businesses to develop and attract many large domestic and foreign projects.
Meanwhile, Dr. Le Quoc Phuong, former Deputy Director of the Center for Industrial and Trade Information (Ministry of Industry and Trade), realized that Hanoi today has become the country's leading force in the fields of economy, culture, education...
Mr. Phuong said that Hanoi's economic model in recent years has had positive changes, with trade, services, and tourism being spearheads and developing according to new economic models in the world.
“The commercial and service sector accounts for nearly two-thirds of the Gross Regional Domestic Product (GRDP) and is a fairly correct direction for Hanoi. Tourism has brought Hanoi into the group of 10 cities with the fastest tourism growth in the world,” Dr. Le Quoc Phuong assessed.
Speaking more about the potential of the capital, Mr. Phuong cited that in 2023, Hanoi's import and export accounted for nearly 9% of the total import and export turnover of the whole country, bringing Hanoi to 8th place out of 63 provinces and cities.

The industrial and construction sectors account for about 16% of Hanoi’s total output by attracting about 4,500 foreign direct investment (FDI) projects, with a total registered investment capital of over 33 billion USD. In addition, Hanoi also has 1,350 craft villages, of which 313 are recognized as traditional craft villages.
Associate Professor, Dr. Bui Thi An, former member of the 13th National Assembly, Director of the Institute of Natural Resources, Environment and Community Development happily said that if in the past, when mentioning Hanoi's economy, people often mentioned Com Vong, Dao Nhat Tan... now they immediately think of the economic zones of the capital.

Associate Professor, Dr. Dinh Trong Thinh, former Head of the Faculty of International Finance (Academy of Finance), said that Hanoi's income scale has increased very strongly in the period from 2010 to 2023 with GRDP often leading the country with a growth rate of about 7%.
"It is very important that in 2023, Hanoi's per capita income will surpass Ho Chi Minh City's per capita income for the first time," Associate Professor, Dr. Dinh Trong Thinh emphasized.
This expert also highly appreciated the fact that Hanoi is gradually "transforming" into a locality with a faster rate of economic restructuring towards services, as well as towards a green economy, a cleaner economy, faster and stronger than other provinces and cities in the country.

Transforming to a new model, towards sustainable growth
With the determination to promote rapid and sustainable growth; improve the efficiency of resources, in line with the wave of innovation as well as the fourth industrial revolution, Hanoi focuses on developing the digital economy and green production to increase the added value of products, combined with environmental protection; and identify targets for industries and fields.
According to the Hanoi City Digital Transformation Program to 2025, with a vision to 2030, Hanoi strives to become the country's creative startup center by 2030 and be among the top 3 localities in the country in digital transformation, information technology, competitiveness index, innovation, and network safety and security.

Resolution No. 15/NQ-TW of the Politburo has determined the development goals for the capital's economy and the Capital Law passed by the National Assembly is a very favorable condition for Hanoi to develop.
During this process, experts realized that the Capital really needs strategies and synchronous solutions to speed up and ensure sustainability.
Discussing the new economic model that Hanoi is aiming for, according to Mr. Nguyen Ngoc Son, Vice Principal of the School of Economics and Public Management (National Economics University), the issue facing Hanoi is to transform into a new growth model, supported by skills, technology, with a breakthrough in productivity and sustainability.
"Hanoi needs to transform its growth model towards increasing efficiency in resource use, green development, environmental friendliness and moving to phase 3 of the development process, which is an economy based on innovation, creativity and digital economy; high growth but must improve the quality of growth and competitiveness of the economy.
Next, the capital needs to shift to an industrialization model that promotes dynamic comparative advantages and high-level competitive advantages," Mr. Son suggested.
Associate Professor, Dr. Bui Thi An acknowledged that the capital has made steady progress. However, it cannot be satisfied with what it has, the capital must continue to strive. Hanoi will need strategies and synchronous solutions to accelerate the pace and ensure sustainability.
According to Ms. An, in the immediate future, Hanoi needs to come up with very specific policy mechanisms. Then, it is necessary to organize and supervise each stage in the implementation of the circular economy of businesses, organizations and individuals.
In each stage or any period, there needs to be an assessment to adjust the policy mechanism for the circular economy to bring Hanoi to a breakthrough, sustainable development with the green economy and all green fields. To achieve that, the capital needs to implement the circular economy well; need to create a more favorable environment in terms of tax, land and especially the very important credit mechanism to make it easier for businesses to implement the circular economy.
To develop Hanoi's economy in a circular and sustainable manner, Chairman of N&G Holding Group Nguyen Hoang affirmed that Hanoi needs to carefully study the 17 sustainable development goals of the United Nations and the models of some capitals in Asia, Northern Europe... from which to come up with a suitable program and model.
The capital should allocate funds for research and implementation in all fields; provide a roadmap for each industry, and send a clear message to each citizen for implementation. At the same time, it is necessary to establish a Council for Sustainable Socio-Economic Development, inviting experts in various fields, businesses, etc. to participate in the implementation, Mr. Hoang proposed.
