Difficulties piled up.
Entering the 2021-2025 five-year economic development plan, Dak Nong faced numerous difficulties and challenges. Firstly, in 2021, the Covid-19 pandemic severely impacted the economic stability and growth of the entire country in general, and Dak Nong in particular. At many points during outbreaks, economic activities were almost completely paralyzed.

In late 2022 and early 2023, Dak Nong faced obstacles related to mineral resource planning, specifically bauxite planning. All five out of eight districts in the province were affected by this planning.
According to statistics, at one point, Dak Nong had 1,062 projects and works of all sizes that were hampered by planning issues and could not be implemented. Investment disbursement was stalled, economic growth was slow, budget revenue had no room for growth, and investment attraction did not meet expectations…

In the province, there are many construction projects and works that require earth fill materials. However, due to planning restrictions, there is a shortage of fill materials. As a result, many projects and components have been stalled for a long time.
The implementation of national target programs still faces many obstacles related to mechanisms and policies. Compensation, land clearance, and resettlement support still encounter numerous challenges.

“At one point, Dak Nong faced a situation where there was no room for development. Disbursement of public investment capital and investment promotion and attraction were virtually impossible. Every project was hampered by bauxite issues. Investors who came to survey and explore the area were immediately faced with bauxite planning or the planning of three types of forests,” shared Tran Dinh Ninh, Director of the Department of Planning and Investment.
Furthermore, most recently, in 2023 and early 2024, Dak Nong faced both heavy rains and droughts. In 2023, prolonged heavy rains and floods caused damage to many vital roads in Dak Nong. The province suffered losses exceeding 1,000 billion VND.

Next, in early 2024, a prolonged drought occurred. Many crop areas in Dak Nong suffered total crop failure. According to data from the Department of Agriculture and Rural Development, in 2024, nearly 10,000 hectares of crops in the province were affected by drought due to water shortages. The total estimated damage was over 430 billion VND.
With a low starting point, limited resources, and disadvantages in all aspects, Dak Nong's economic development has been significantly affected for many years. However, this did not lead to helplessness. On the contrary, through determination and effort, Dak Nong has achieved many proud results.
Significant achievements
During the period 2021-2025, Dak Nong's economy remained stable. Many targets were met or exceeded compared to the set plan. Notable examples include retail sales and service revenue.

Annually, the supply and demand of goods in Dak Nong remain stable. The business network has expanded in both urban and rural areas, especially in remote regions, effectively meeting the needs of the people.
The total value of goods circulation and service revenue for the period 2021-2025 is estimated at 105,000 billion VND. The average growth rate for the period 2021-2025 is 13.6%. Investment in commercial infrastructure has been prioritized, contributing positively to the supply of goods for production and consumption needs.
In the export sector, Dak Nong has consistently maintained stability. Export markets continue to expand based on the development of key products that are the province's strengths, such as coffee, pepper, cashew nuts, rubber, and alumina. The export value of goods for the period 2021-2025 is expected to reach nearly 5,000 million USD.

One of the outstanding achievements of the 2021-2025 period is the improvement of the investment and business environment. Every year, the Provincial Party Committee and the Provincial People's Committee consistently pay attention to and issue numerous action programs on improving the investment and business environment and enhancing provincial competitiveness.
Thanks to the efforts of the entire political system, the strong determination of all levels and sectors, and the concerted efforts of the business community and people of all ethnic groups in the province, the investment and business environment has improved significantly.

This is reflected in the PCI index over the past years. Most impressively, in 2023, Dak Nong made a strong breakthrough when its provincial PCI index rose to 21st place, an increase of 17 positions compared to 2022. This is the highest result Dak Nong has achieved since the province was established.
Previously, in 2022, Dak Nong's PCI index increased by 14 ranks, from 52nd out of 63 provinces and cities in 2021 to 38th out of 63 provinces and cities. Several component indicators achieved high rankings, including: Time Cost (ranked 6th); Transparency (ranked 17th); and Dynamism of the Provincial Government (ranked 23rd).
In 2021, Dak Nong's PCI index increased by 8 ranks compared to 2020. With this result, Dak Nong ranked 52nd out of 63 provinces and cities nationwide.
In 2020, Dak Nong province's PCI (Provincial Competitiveness Index) achieved and exceeded the set targets for 5 indicators (market entry costs, time costs, informal costs, fair competition, and legal institutions).
Dak Nong has four indicators that are higher than the national average (cost of market entry, access to land, transparency, and fair competition).

With an improved investment and business environment, Dak Nong province has seen a significant shift in attracting investment. From the beginning of 2021 to the present, the province has attracted and approved investment policies for 50 projects, with a total investment of over 5,000 billion VND.
Investment projects in Dak Nong province have gradually shifted towards a more in-depth approach, aligning with the socio-economic development orientation and the province's potential and advantages.
The transportation infrastructure sector has received significant investment. During the 2021-2025 period, Dak Nong paved over 400 km of roads, raising the province's road paving rate to 74%, exceeding the resolution's target by 1%. Investment and construction work has yielded positive results. Essential transportation routes and major projects have been invested in and constructed.

Another positive achievement for Dak Nong is the approval of the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway project by the National Assembly . Currently, the Prime Minister has directed the two provinces of Binh Phuoc and Dak Nong to closely coordinate in implementing the project.
In 2025, the two provinces aim to begin construction on this expressway. A swift start will accelerate the disbursement of funds and boost progress in many other sectors.
Evaluating the results of the term, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Ho Van Muoi, emphasized that Dak Nong faced many difficulties during this term, especially those beyond the province's authority to resolve. There were times when Dak Nong seemed to have no way out, particularly regarding issues like capital disbursement and economic growth.

However, guided by the principle of tackling challenges wherever they arise, Dak Nong persevered and was determined to succeed. The results achieved were thanks to the correct leadership and timely, thorough guidance of the Provincial Party Standing Committee.
This is coupled with the support, companionship, and supervision of the Provincial People's Council; and the decisive involvement and close coordination of the entire political system, from the province to the people.
“The unity, consensus, and support in leadership, management, and implementation have helped Dak Nong overcome difficulties and achieve many economic successes. Although some areas have not met expectations, this will be the driving force for Dak Nong to strive for even higher results in the next phase,” affirmed Chairman of the Provincial People's Committee Ho Van Muoi.

Determined to achieve new victories
The period 2021-2025 is considered a prelude to the 2026-2030 period. In this new phase, Dak Nong will primarily focus on attracting key investment projects to create a foundation for completion in the 2026-2030 period.
For the period 2026-2030, Dak Nong plans to achieve a GRDP growth rate of 9.05%. Total state budget revenue is projected at approximately 18,000 billion VND. The proportion of agricultural, forestry, and aquatic products produced using high technology will reach 20% or more.

By 2030, the province will focus on constructing several urban roads. The entire province will continue to complete and put into operation the Gia Nghia - Chon Thanh and Gia Nghia - Buon Ma Thuot expressways. Construction of the dedicated Gia Nghia - Chon Thanh railway line will begin at the same time.
Provincial Party Secretary and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that Dak Nong still has great potential for development, especially in the fields of agriculture, tourism, and bauxite ore processing industry.

Dak Nong will focus on developing its strengths in areas where it has advantages. The province will also concentrate on issues related to environmental protection, green energy, and ethnic culture.
With strong political determination, the Party Committee, government, and people of all ethnic groups in Dak Nong province strive to achieve the highest possible results in the targets set for 2025. This will contribute to achieving high results in the overall targets for the entire period.

The province will continue to focus on developing the three pillars of its economy, including: bauxite, alumina, and aluminum industries; processing industries; high-tech, sustainable agriculture along the value chain; and developing tourism potential.
Dak Nong is persistently implementing three strategic breakthroughs: significantly improving the investment and business environment, building infrastructure, and developing human resources.

"Dak Nong's goal is to quickly catch up with other provinces and cities nationwide in terms of socio-economic development," affirmed Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.
In 2025, Dak Nong set 13 development targets including: GRDP growth of 10.19%; GRDP per capita reaching 83.59 million VND; total social investment reaching 26,800 billion VND; Budget revenue reached 3,533 billion VND. Road paving reached 74%, urbanization reached 27%, irrigation was met at 85%, and electricity usage reached 99%. Created jobs for 18,400 workers, provided vocational training for 4,000 people, and 16% of workers participated in social insurance. ; achieving 21 hospital beds per 10,000 people, 8.9 doctors per 10,000 people, 95% of the population participating in health insurance; 10 more schools meeting national standards; Protect existing forests, plant 1,600 hectares of new forest, and achieve a forest cover rate of 40%. Reduce the number of poor households by 1% or more, and reduce the number of ethnic minority households by 2% or more; 63.38% of communes meet cultural standards; Two more communes have achieved the new rural standard, and two communes have achieved the advanced standard. Maintain stability and build people's security strongholds; Over 90% of organizations and party members successfully completed their tasks, while the recruitment of new party members reached 3%.
