Difficulties piled up
Entering the implementation of the 5-year economic development task 2021-2025, Dak Nong faces many difficulties and challenges. First, in 2021, the Covid-19 pandemic has severely affected the stability and economic growth of the country in general and Dak Nong in particular. At many times when the pandemic broke out, all economic activities were almost paralyzed.
In late 2022 and early 2023, Dak Nong will face problems with mineral planning and bauxite planning. All 5/8 districts of the province are stuck with this planning.
According to statistics, at one point, Dak Nong had 1,062 large and small projects and works stuck in planning and unable to be implemented. Investment capital disbursement was stagnant, economic growth was slow. Budget revenue no longer had room, investment attraction did not meet expectations...
In the province, there are many projects and construction works that need to use landfill materials. However, due to planning problems, there is a shortage of landfill materials. Many projects and items have been at a standstill for a long time.
The progress of implementing national target programs still has many problems in terms of mechanisms and policies. Compensation, site clearance, resettlement support, etc. still have many problems.
“There was a time when Dak Nong was in a situation where there was no space for development. The work of disbursing public investment capital, promoting and attracting investment was almost impossible. Every project was stuck with bauxite. Investors who came to survey and learn were stuck with bauxite planning or planning for three types of forests,” said Director of the Department of Planning and Investment Tran Dinh Ninh.
Not only that, most recently, in 2023 and early 2024, Dak Nong faced floods and droughts. In 2023, the floods lasted for a long time, causing damage to many key roads in Dak Nong. The whole province suffered damages of over 1,000 billion VND.
Next, in early 2024, the drought continued. Many crop areas in Dak Nong were completely lost. According to data from the Department of Agriculture and Rural Development, in 2024, nearly 10,000 hectares of crops in the province suffered from water shortages due to drought. The total damage was estimated at over 430 billion VND.
With a low starting point, limited resources, and disadvantages in all aspects, Dak Nong has greatly affected its economic development for many years. However, it is not because of difficulties that it becomes helpless. On the contrary, with much determination and effort, Dak Nong has achieved many proud results.
Meaningful achievements
In the period of 2021-2025, Dak Nong's economic situation has always remained stable. Many targets have been achieved and exceeded the set plan. Typical of these are the retail sales of goods and service revenue.
Every year, the supply and demand of goods in Dak Nong is stable. The business network is expanded in both urban and rural areas, especially remote areas, meeting the needs of the people well.
Total turnover of goods and service revenue in the period of 2021 - 2025 is estimated at 105,000 billion VND. The average growth rate in the period of 2021 - 2025 is 13.6%. Investment in commercial infrastructure has been focused, contributing positively to the supply of goods for production and consumption needs.
In the export sector, Dak Nong has always maintained stability. The export market continues to expand on the basis of promoting key products of the province's strengths such as: coffee, pepper, cashew nuts, rubber, aluminum... The export turnover of goods in the period of 2021 - 2025 is expected to reach nearly 5,000 million USD.
One of the outstanding achievements of the entire 2021-2025 period is the improvement of the investment and business environment. Every year, the Provincial Party Committee and the Provincial People's Committee regularly pay attention to directing and issuing many action programs to improve the investment and business environment and enhance provincial competitiveness.
With the efforts of the entire political system, the high determination of all levels and sectors, the joint efforts and consensus of the business community and the people of all ethnic groups in the province, improving the investment and business environment has achieved high results.
This is reflected in the PCI index over the past years. Most impressively, in 2023, Dak Nong had a strong breakthrough when the provincial PCI index rose to 21st place, up 17 places compared to 2022. This is the highest result that Dak Nong has achieved since the province was established.
Previously, in 2022, Dak Nong's PCI index increased 14 places in ranking, from 52/63 in 2021 to 38/63 provinces and cities. In particular, some component indexes have high rankings such as: Time cost (ranked 6); Transparency (ranked 17); Dynamism of provincial government (ranked 23).
In 2021, Dak Nong's PCI index increased by 8 places compared to 2020. With this result, Dak Nong ranked 52/63 provinces and cities nationwide.
In 2020, Dak Nong province's PCI achieved and exceeded 5 targets (market entry costs, time costs, informal costs, fair competition, legal institutions).
Dak Nong has 4 indicators higher than the national average (market entry costs, land access, transparency and fair competition).
The business investment environment has improved, attracting investment in Dak Nong has changed dramatically. Since the beginning of 2021, the province has attracted investment and granted investment policies to 50 projects, with a total investment of more than 5,000 billion VND.
Investment attraction projects in Dak Nong province have gradually shifted in depth, in line with the socio-economic development orientation, potential and advantages of the locality.
Investment in the transport infrastructure sector is focused. In the period of 2021-2025, Dak Nong has asphalted over 400 km of roads, raising the asphalt rate of the whole province to 74%, exceeding the resolution by 1%. Construction investment has achieved good results. Essential traffic routes and major projects have been invested in construction.
Another happy achievement for Dak Nong is that the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) Expressway Project has been approved by the National Assembly. Currently, the Prime Minister has directed the two provinces of Binh Phuoc - Dak Nong to closely coordinate in implementing the project.
In 2025, the two provinces are striving to start construction on this expressway. If construction starts quickly, it will speed up capital disbursement and promote many other sectors to accelerate.
Assessing the results of the term, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi emphasized that during the term, Dak Nong faced many difficulties, especially those beyond the province's authority. There were times when Dak Nong had no way out. Especially the issues of capital disbursement, economic growth...
However, with the spirit of overcoming difficulties wherever they are, Dak Nong has persevered and determinedly pursued. The results achieved are thanks to the correct leadership, close and timely direction of the Provincial Party Committee Standing Committee.
Along with that is the support, companionship and supervision of the Provincial People's Council; the drastic participation and close coordination of the entire political system from the province to the people.
“The solidarity, unity, and support in direction, management, and implementation have helped Dak Nong overcome difficulties and achieve many economic achievements. Although there are areas that have not met expectations, this will be the driving force for Dak Nong to reach higher results in the next stage,” affirmed Chairman of the Provincial People’s Committee Ho Van Muoi.
Determined to win new victories
The 2021-2025 period is considered a premise for the 2026-2030 period. In the new period, Dak Nong mainly calls for key investment projects to create a foundation for completion in the 2026-2030 period.
In the period of 2026-2030, Dak Nong builds a plan for economic growth GRDP of 9.05%. Total state budget revenue is about 18,000 billion VND. The proportion of value of agricultural, forestry and fishery products produced and applied with high technology reaches 20% or more.
By 2030, the province will focus on building a number of urban routes. The entire province will continue to complete and put into operation the Gia Nghia - Chon Thanh and Gia Nghia - Buon Ma Thuot expressways. The Gia Nghia - Chon Thanh dedicated railway will begin construction at the same time.
Provincial Party Secretary and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that Dak Nong still has a lot of room for development, especially in the fields of agriculture, tourism, and bauxite processing industry.
Dak Nong will focus on developing its strengths in advantageous fields. The province will focus more on issues of environmental protection, green energy, and ethnic culture.
With high political determination, the Party Committee, government and people of all ethnic groups in Dak Nong province strive to achieve the highest targets set for 2025. Thereby, contributing to achieving high results for the targets of the whole period.
The province will continue to focus on developing three pillars of the economy, including: bauxite, alumina, aluminum industry; processing industry; high-tech, sustainable agriculture according to the value chain; and developing tourism potential.
Dak Nong persistently implements 3 strategic breakthroughs in strongly improving the business investment environment, building infrastructure, and developing human resources.
"Dak Nong's goal is to soon catch up with other provinces and cities nationwide in terms of socio-economic development," affirmed Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi.
In 2025, Dak Nong sets 13 development targets including: GRDP increases by 10.19%; GRDP per capita reaches 83.59 million VND; Total social investment capital reaches 26,800 billion VND; Budget revenue 3,533 billion VND; Asphalt roads reached 74%, urbanization reached 27%, irrigation met 85%, electricity used 99%; Creating jobs for 18,400 workers, vocational training for 4,000 people, 16% of workers participating in social insurance ; achieve 21 hospital beds/10,000 people, 8.9 doctors/10,000 people, 95% of the population participates in health insurance; 10 more schools meet national standards; Protect existing forests, plant 1,600 hectares of new forests, forest cover reaches 40%; Reduce poor households by 1% or more, ethnic minorities by 2% or more; 63.38% of communes meet cultural standards; Two more communes meet new rural standards, two communes meet advanced standards; Maintain stability, build people's security positions; More than 90% of organizations and party members completed their tasks well, and the rate of new party members admitted reached 3%.
