Kim Thanh overcomes difficulties in the 'one-stop' service department at the commune level.

Before the merger of Lien Hoa and Binh Dan communes, both communes utilized the offices of the Party Committee, People's Council, and People's Committee headquarters as a "one-stop" service center to handle administrative procedures for organizations and citizens. From December 1st, 2024, the two communes merged to form the new Hoa Binh commune, and the "one-stop" service center is now located in the former Binh Dan commune People's Committee building, resulting in significant overcrowding.

Mr. Hoang Le Phong, Chairman of the Hoa Binh Commune People's Committee, said that the office building was constructed in 2007 with two floors, and the rooms are quite small, only about 12 square meters each . Previously, before the commune merger, the "one-stop" service center was already cramped, but now it's even more so. Currently, the commune receives and processes an average of 300-400 administrative procedures per month, double the number before the merger. Due to the small area, the "one-stop" service center can only accommodate three civil servants, while other civil servants still work in separate offices. Administrative procedures related to the police and military are still processed at the former Lien Hoa Commune office, significantly impacting the process of receiving and resolving administrative procedures for the people.

The "one-stop" service center in Kim Lien commune was also allocated by the commune People's Committee from two offices at the commune People's Committee headquarters, with an area of ​​just over 20 square meters. Mr. Vu Ngoc Uong, Chairman of the commune People's Committee, said that Kim Lien is a large commune, and the volume of administrative procedures received and processed is always the highest in the district, while the facilities are cramped and dilapidated, significantly affecting the work and quality of service.

Similarly, the "one-stop" service centers in many other communes such as Dai Duc, Kim Anh, Kim Dinh, etc., have to utilize the offices of the commune People's Committee headquarters as places to receive and process administrative procedures. These "one-stop" service centers are cramped, and some facilities are even dilapidated, with peeling paint on the ceilings and leaks... therefore, many communes have not yet implemented administrative procedures belonging to vertical sectors (police, military, culture and social affairs ) at their "one-stop" service centers.

Investment in new construction and renovation

Kim Thanh District currently has 14 communes and towns. Of these, 6 communes have already set up a separate "one-stop" service center, distinct from the working area of ​​the People's Council and People's Committee: Vu Dung, Lai Khe, Tam Ky, Ngu Phuc, Tuan Viet, and Dong Cam; the remaining 8 localities, including Kim Anh, Kim Lien, Kim Xuyen, Dai Duc, Kim Tan, Kim Dinh, Hoa Binh, and Phu Thai town, have not yet set up a separate working area.

In recent times, localities in Kim Thanh district have proactively overcome difficulties and invested in renovating, repairing, and upgrading the "one-stop" service centers at the commune level, aiming for cleanliness, beauty, and spaciousness to satisfy the people. Immediately after the merger of Phuc Thanh commune (formerly) with Phu Thai town, Phu Thai town invested funds in renovating and expanding the "one-stop" service center. The town renovated an adjacent office to provide more workspace; and invested in additional machinery and equipment to better serve the people in handling administrative procedures.

“Phu Thai town is the economic and cultural center of the district, so a large number of people come to conduct transactions and handle administrative procedures every day. The current one-stop service center of the town is the former one-stop service center of the old town, so the space and area are very cramped. However, because a separate working area could not be arranged, the local authorities have renovated and expanded the area to ensure adequate working conditions,” said Tran Van Huy, Chairman of the People's Committee of Phu Thai town.

Mr. Hoang Le Phong, Chairman of the Hoa Binh Commune People's Committee, added that the commune has a plan to build a separate "one-stop" service center. The total investment is expected to be around 4 billion VND. Construction will begin in 2025 to meet the growing demand for services and better serve the people.

In early January 2025, Ngu Phuc commune inaugurated and put into operation its new "one-stop" service center. Before having a spacious, modern office separate from the commune's People's Committee headquarters, the "one-stop" service center in Ngu Phuc commune was also cramped. In 2024, the commune invested nearly 4 billion VND from the local budget to build a two-story "one-stop" service center with a total area of ​​nearly 200 . The offices are spacious, each department has desks, chairs, filing cabinets, and there are chairs for people waiting to conduct business…

Mr. Dao Quy Duong, Vice Chairman of the People's Committee of Ngu Phuc commune, said that previously the commune had a reception and results delivery room, but it was located within the People's Committee headquarters and was less than 35 square meters , making it difficult to arrange seating and filing cabinets for document storage. The commune mobilized all resources, saved budget, and invested in building a new "one-stop" service center. "With a spacious and well-equipped workspace, the efficiency of the staff and civil servants will certainly increase," Mr. Duong said.

According to the Kim Thanh District Department of Internal Affairs, although many localities still lack facilities and have cramped offices, in recent times, units have overcome difficulties and invested funds in renovating, repairing, and upgrading the "one-stop" service centers to better serve the people. Localities have also focused on investing in machinery and equipment, upgrading internet connections, and promoting the online handling of administrative procedures to citizens and businesses. Currently, 100% of civil servants working at the "one-stop" service centers in communes and towns are equipped with personal computers, scanners, and photocopiers to ensure the smooth handling of administrative procedures.

These efforts have contributed to the fact that in the last two years, Kim Thanh district has consistently ranked among the top districts in Hai Duong province in terms of administrative reform index. In 2024, based on the assessment of the administrative reform index on the National Service Portal System, Kim Thanh district achieved 93.8 points (on a 100-point scale), ranking first in the entire province. In the online competition on promoting administrative reform in the province, Kim Thanh district won second prize for the team; one individual won a consolation prize; and one individual received a commendation from the Provincial People's Committee.
