Kim Son is a district with a large number of Catholics (accounting for over 47% of the population), many hamlets are all Catholic. In recent years, the work of developing party members in Kim Son district as well as many other localities in the province has encountered many difficulties because the source of Party members in agencies and units is no longer large.
Developing party members in rural areas is increasingly difficult because most students after graduating from high school continue to study at intermediate schools, colleges, and universities; others go to work far away or work as workers in industrial parks and industrial clusters; a part of the youth is not eager to join the Party.
The development of party members in non-state enterprises where there are party organizations depends mainly on the attention and facilitation of business owners. In addition, there are still some party committees that do not have a correct understanding of the meaning and importance of building and consolidating party organizations; there are no specific measures to carry out the work of recruiting party members from the stages of creating sources, training, to assigning party members to help the elite masses...
Faced with the above reality, identifying the work of developing party members as one of the important and regular tasks of Party building, Kim Son District Party Committee has proposed many measures and focused on leadership, direction, overcoming weaknesses, and removing difficulties in the work of developing party members.
Accordingly, the Standing Committee of the District Party Committee and the Standing Committee of the District Party Committee regularly lead and closely direct, assigning admission targets to grassroots party organizations (GPOs) from the beginning of 2023, requiring GPOs to regularly review and create sources for training and recruiting party members to focus on recruiting party members in the first 6 months of the year and strive to complete the assigned admission targets by September 2023 at the latest.
In particular, the focus is on recruiting outstanding masses who are religious people, students in high schools, workers, etc., ensuring the correct principles and regulations; not lowering the quality because of quantity and targets. Along with that, the district directs the opening of Party awareness classes on Sundays for outstanding masses who are students and workers in enterprises. Every month, the Standing Committee of the District Party Committee, the District Party Committee members in charge of sub-regions, communes and towns go to the grassroots, urging the Party cell organizations to regularly review, detect and create training sources.
In particular, to promptly remove "bottlenecks" for the grassroots in the work of developing party members, the Standing Committee of the District Party Committee has directly worked with party committees at the grassroots level to grasp the situation and direct solutions. At the meetings between the Standing Committee of the District Party Committee, the Standing Committee of the District Party Committee and the Secretaries of the Party Committees and Party cells, a lot of time is spent listening to the units reporting on the implementation of the task of developing party members; promptly praising the units that have done well; urging and reminding the units that have not done well.
The determination in the direction of the District Party Committee and the Standing Committee of the Kim Son District Party Committee has created positive movements from the grassroots. The Party Committees of communes and towns have focused on directing the review of the recruitment sources of affiliated Party cells, assigning tasks to socio-political organizations, especially the Youth Union, to pay attention to and consider introducing union members and association members to the Party cells for training and admission to the Party; Party cells with difficulties in recruiting new Party members will organize specialized activities on Party member development, and Party cells will assign specific tasks to each Party member in the work of training and admission to the Party.
Comrade Tran Van The, Secretary of the Kim Dinh Commune Party Committee, said: Carrying out the task of developing party members, every year, the Standing Committee of the Commune Party Committee focuses on directing party committees at all levels to uphold the sense of responsibility, clearly identifying the development of new party members as one of the key and regular political tasks.
With the characteristic of a locality with a large number of Catholics (accounting for over 30% of the total population), most of whom work far away, the Kim Dinh Commune Party Committee directed organizations to review eligible subjects to develop a plan to create a source for Party development with a stable and inherited nature. In selecting outstanding masses, the Party Committees at all levels have paid special attention to the standards of enlightenment of ideals, ethics, lifestyle, and ability to complete tasks. In recent years, the commune has paid attention to outstanding masses who are high school graduates who have been trained by the Party Committees of high schools in the area, but because they do not meet the age requirement (18 years old) to join the Party at school, the Commune Party Committee continues to care, train, and help them to soon join the Party. From the above solutions, the work of developing Party members in the Kim Dinh Commune Party Committee has had many positive changes.
Since the beginning of the year, the Commune Party Committee has admitted 8 Party members, including 2 religious Party members, completing 100% of the Party membership admission target in 2023. The Standing Committee of the Commune Party Committee is completing the review process of 2 profiles of outstanding people who are high school graduates introduced by the school's Party Committee to the locality for consideration and admission. Thus, by the end of 2023, the Commune Party Committee will have 2 more people considered for Party membership, exceeding the Party membership admission target for the year, creating momentum for the following years.
"In the work of developing party members, it is important that the Party Committee really takes part actively, resolutely, closely, and conducts it methodically, cautiously, in accordance with procedures and regulations, openly, transparently, and resolutely not to lower the number of members because of the quota" - the Secretary of the Party Committee of Kim Dinh commune shared his experience.
Implementing the direction of the Standing Committee of the District Party Committee, the Standing Committee of the Kim Son District Party Committee, socio-political organizations in the district have paid attention to organizing political activities, educating the ideology and glorious traditions of the Party for members and union members, thereby arousing pride and the will to strive. With the attention of Party committees and mass organizations, many people have raised their awareness and responsibility for their homeland, constantly striving to excel in studying, working, and producing, and have been recognized and highly appreciated by Party committees, authorities and people. These are positive factors for Party committees at all levels to consider and select Party members. Synchronously implementing solutions, many Party cells and Party committees in Kim Son district have gradually removed "bottlenecks" in Party development work. The quality and quantity of newly admitted Party members have been ensured and expanded in composition.
Of the 253 newly admitted party members, 59 are Catholics, the rest are high school students and workers, most of whom are young (136 party members are between 18 and 30 years old, accounting for 53.7% of the total number of newly admitted party members); many party members have professional qualifications from college and university (accounting for 39%). Many units have completed and exceeded the set targets for admitting party members, such as the Party Committees of the communes of Chat Binh, An Hoa, Nhu Hoa, Kim Hai, Kim Dinh, etc.
The results of party membership admission create an important premise and motivation for the Kim Son District Party Committee to complete and exceed the party membership admission targets for the 2020-2025 term, thereby contributing to supplementing the Party's vitality and building an increasingly clean and strong district Party Committee.
