Nguyen Thai Binh Ward has established 9 grassroots security protection teams, corresponding to 9 neighborhoods and has 27 personnel. Major Trinh Nhat Thanh, Deputy Chief of Nguyen Thai Binh Ward Police, District 1, commented that this is an extension of the Ward Police. The force has supported the Ward Police in protecting security and order and building a movement for the whole people to protect national security. Since its establishment, this force has coordinated with the Ward Police to participate in solving 3 criminal cases, arresting 9 subjects; providing first aid to 1 traffic accident victim, taking him to the hospital; patrolling, discovering and arresting 2 foreigners who sprayed paint and drew graffiti on the wall for the authorities to handle the violations...
Along with regular coordination with the ward police to patrol and control to ensure security and order, the grassroots security force in Ward 2, District 3 regularly meets, learns about people's lives, listens to their opinions and feedback. While distributing leaflets to disseminate the law and answering people's questions, Mr. Lam Van Hung, Head of the People's Security Team in Ward 2, District 3, said he was very happy to join the grassroots security force. Because the Law on Forces Participating in Security and Order Protection at the Grassroots Level has specifically stipulated tasks, regimes and policies, the grassroots security force is guaranteed operating conditions. The income of those participating in the grassroots security force has increased, creating conditions for them to work with peace of mind. Like Mr. Hung, he used to receive a salary of 2.2 million VND per month, from July 1 his salary increased to 6.5 million VND. "I am very satisfied with my current salary and try to do my job well to further improve the security and order situation in the area," Mr. Hung said.
Equipped with solid skills and knowledge
Having been consolidated from 3 forces (including semi-professional communal police; Civil defense; Captain and Deputy Captain of civil defense team) into a unified, streamlined force, the grassroots security force is expected to make an important contribution to building and consolidating the movement of the entire people to protect national security, maintain social order and safety at the grassroots level. In the plan to implement the resolutions of the Ho Chi Minh City People's Council on enforcing the Law on Forces Participating in Security and Order Protection at the Grassroots Level in Ho Chi Minh City, the Ho Chi Minh City People's Committee requires the district-level police to preside over and advise the People's Committees at the same level to develop plans and organize training and fostering forces participating in security and order protection at the grassroots level in the area; ensuring that the forces participating in security and order protection at the grassroots level in the area are trained and fostered in politics, law and professional skills.
Ms. Nguyen Thi Thu Dung, Chairwoman of Ward 2 People's Committee, District 3, informed that in order to implement the policy of building a model Ward Police, the Ward Party Committee has directed and the Ward People's Committee has issued a specific plan based on the advice of the Ward Police to mobilize the entire political system to participate. Major Trinh Nhat Thanh, Deputy Head of Nguyen Thai Binh Ward Police, District 1, said that the Ward Police have proactively coordinated with the professional teams of District 1 Police to organize training to disseminate legal knowledge and professional skills during the performance of tasks to raise awareness and skills in handling situations arising at the grassroots level, such as the harmful effects and ways to recognize drugs, use of support tools, explosives, first aid, fire prevention, fire fighting and rescue, etc. Acting Chairwoman of Tan Phu District People's Committee Trinh Thi Mai Trinh also shared that currently, 11 wards in the district are strengthening the personnel of the grassroots security force; at the same time, strengthening training and fostering in politics, law and professional skills for the force participating in protecting security and order at the grassroots level to make this force strong enough.
Ho Chi Minh City has the largest force participating in protecting security and order at the grassroots level in the country, with 4,861 security and order protection teams and 15,031 members. Chairman of the Ho Chi Minh City People's Committee Phan Van Mai commented that this is a force that closely follows the situation and targets, so it can be a source of information, an extended arm, and the eyes and ears at the grassroots level. In order for this force to operate effectively and efficiently, the Chairman of the Ho Chi Minh City People's Committee requested that the Party Committees of the wards pay attention to and organize work assignments for this force; train, practice, guide, monitor, and shape this force to operate well, because the situations arising in security and order in Ho Chi Minh City are very diverse and complicated.
