Creating a favorable and equal business environment for businesses and entrepreneurs

The Government Office has just issued Notice No. 496/TB-VPCP dated October 29, 2024, concluding the Government Standing Committee at the Meeting of the Government Standing Committee with business representatives, on the occasion of Vietnamese Entrepreneurs Day.

Creating an open, favorable and equal business environment for enterprises and entrepreneurs, especially building a socialist-oriented market economy institution, with fair and healthy competition among economic sectors.

The conclusion announcement stated: The Government always closely follows and promptly institutionalizes the Party's policies, contributes to building State policies and laws, builds an equal and healthy business environment for businesses and entrepreneurs to develop; together brings the country to a new stage of development, achieving the goal set by the 13th National Congress of the Communist Party of Vietnam, which is to build a rich and strong Vietnam, by 2030 it will be an industrialized country with an upper middle income, and by 2045 it will be a high-income country.

With the spirit of "harmonized benefits and shared risks", let's: "Listen and understand together", "share vision and awareness together", "work together, enjoy together, win together and develop together", "share joy, happiness and pride".

The Government is very pleased, confident and proud of Vietnamese entrepreneurs and businesses that have overcome countless difficulties and challenges to grow and mature, making important contributions to the cause of building and defending the socialist Vietnamese Fatherland.

Enterprises and entrepreneurs increasingly demonstrate their role, position and importance in national development, in the cause of innovation, especially in the process of transforming the country's economy.

Solidarity and unity in businesses and entrepreneurs, developing together, progressing together, contributing together to the country and the people.

Some results achieved

After 20 years since the establishment of Vietnam Entrepreneurs' Day, the Vietnamese business community has developed strongly; the number of newly established businesses has continuously increased, a bright spot in the economy, reflecting the need and effort for development in the context of the country still facing many difficulties and challenges.

The number of newly established enterprises in the past 20 years (2004 - 2023) has reached more than 1.88 million, the number of newly established enterprises in 2023 increased by about 4.3 times compared to 2004. The number of newly established enterprises in the first 9 months of 2024 was over 121,000, an increase of 3.42% over the same period in 2023. It is estimated that the number of newly established enterprises in 2024 will exceed the figure of 159,000 in 2023, the third consecutive year of setting a record. In the period 2000 - 2024, the number of newly established enterprises is forecast to exceed 2.1 million. The density of operating enterprises increased by about 8.4 times, from 1.1 enterprises/1000 people in 2004 to 9.2 enterprises/1000 people in 2023.

Enterprises and entrepreneurs are present in almost all industries and fields of production and business, not only domestically but many enterprises and entrepreneurs have built and affirmed their brand value reaching out to the region and the world, contributing to bringing Vietnamese brands to the world and enhancing our country's position in the international arena.

There are large-scale national enterprises and economic groups that play an important role, are the core and pioneers leading the development of industries, fields and the economy, contributing to the strong growth of the National Brand, such as Viettel, PVN, Vingroup, FPT, THACO, Hoa Phat, TH, Vinamilk, Masan...

Many businesses have risen to master technology, take the lead in innovation, have brands, create ecosystems for small and medium enterprises to develop together, pioneer in green transformation, digital transformation, and participate in solving major challenges and problems of the country.

In the context of the COVID-19 pandemic or the situation of climate change, natural disasters, storms and floods occurring frequently, causing serious impacts on production and business activities, life as well as economic and social development of our country, the business community and entrepreneurs have always upheld the spirit of sharing and accompanying the country and people to overcome difficulties and challenges, self-reliance, self-reliance, and efforts to adapt to circumstances to maintain operations, maintain jobs, and create livelihoods for people.

5 groups of tasks and solutions

In the coming time, in the context of difficulties, challenges and opportunities, advantages intertwined but with more difficulties and challenges, the Government requires ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities, with the spirit of open institutions, smooth infrastructure, smart governance, creating favorable conditions for business development; talk less but do more, say it and do it, commit to do it, do not say no, do not say difficult, do not say yes but do not do, do it and implement it must produce specific products, achieve quantifiable results; ministries, branches and localities focus on implementing the following 5 groups of tasks and solutions:

The first, Creating an open, favorable and equal business environment for businesses and entrepreneurs, especially building a socialist-oriented market economy, with fair and healthy competition among economic sectors.

Second , develop a synchronous, modern, comprehensive strategic infrastructure, including transportation, energy, telecommunications, healthcare, education, culture, etc. infrastructure to contribute to reducing logistics costs, creating new development space, new urban areas, and new service areas.

Tuesday, Training high quality human resources for the country in general and businesses in particular.

Wednesday, Perfecting the modern corporate governance model, mobilizing all social resources for national development.

Thursday, Protect the legitimate rights and interests of businesses and entrepreneurs, and do not criminalize economic and civil relations.

Implement 5 pioneers

For businesses and entrepreneurs: Building a team of entrepreneurs and enterprises worthy of the historical and cultural traditions, national heroism, heroes in the struggle for national liberation, national unification and rapid, sustainable development in times of peace.

Tuesday, Pioneer in contributing to stabilizing the macro economy, controlling inflation, prioritizing growth promotion, ensuring major balances of the economy. Revenue is enough for expenditure, export is enough for import, making enough to eat, ensuring enough energy for production, business, consumption, and labor to meet the development requirements of industries and enterprises.

Wednesday, Pioneer in building modern corporate governance to contribute to building smart national governance, building a clean, honest government, serving the people.

Thursday, Pioneer in consolidating and strengthening the strength of national solidarity, doing well in social security work, not sacrificing progress, fairness, social security, and the environment to pursue mere economic growth, contributing to the country's rapid and sustainable development.
