In addition to storing, preserving, disseminating and promoting cultural values and products, the commune also focuses on building a cultural environment and civilized tourism to preserve and promote heritage values. In particular, the commune has promoted the dissemination of the Code of Civilized Conduct in Tourism; effectively implement the movement "All people unite to build cultural life in residential areas", Plan 39/KH-UBND dated July 5, 2021 on tourism development associated with promoting historical and cultural values in Truong Yen commune in the period of 2021-2025 and the following years.

Trang An Scenic Landscape Complex is a "living" heritage with more than 44,000 people living there, of which the core area has more than 14,000 people. Hoa Lu district alone has 5 communes located in the core area of the heritage including Ninh Xuan, Ninh Hai, Truong Yen, Ninh Hoa and Ninh Thang. Promoting the role of the core area residents in building culture and tourism civilization will contribute to creating a humane environment with a progressive and healthy spiritual foundation; as a premise to promote socio-economic development, creating a heritage city rich in landscape, culture and history in the future.
