Proposal to handle more than 64,300 billion VND through financial inspection and examination

ANTD.VN - The Ministry of Finance Inspectorate, Tax and Customs agencies have proposed handling over 64,300 billion VND in financial matters through inspection and examination in the first 9 months of the year.

According to information from the Ministry of Finance, in the first 9 months of 2024, the Ministry of Finance Inspectorate and specialized inspection units under the Ministry conducted 50,344 inspections and checks; examined 501,482 tax declarations at tax authorities and arrested 11,555 cases through anti-smuggling investigations.

Proposal to handle financial matters of more than 64,300 billion VND through inspection and examination of the Finance sector

Of which, the Ministry of Finance inspectorate conducted 14 planned inspections, discovered and recommended financial handling of VND 16,106.2 billion.

The entire tax system has conducted 50,055 inspections and audits and examined 501,482 tax declarations at tax authorities. The amount of money proposed for handling through inspections and audits is nearly VND 48,050.4 billion.

The Customs sector has conducted 33 specialized inspections as planned, issued 25 inspection conclusions. Through inspections, it discovered and recommended the collection of nearly 139 billion VND; issued 25 decisions on administrative sanctions with a total fine of more than 2.1 billion VND; the amount collected and paid to the State budget is nearly 73 billion VND (including administrative sanctions).

In total, the whole industry has proposed financial settlement of 64,300.8 billion VND. Of which: Proposed to recover and pay to the State budget 12,833 billion VND; other financial proposals of nearly 51,477 billion VND (including budget deductions, settlement deductions, loss reductions and deduction reductions). At the same time, administrative sanctions of nearly 2,471.7 billion VND were imposed. The inspected and audited units have implemented recommendations of more than 9,662 billion VND.

Regarding budget revenue and expenditure, according to the report of the Ministry of Finance, in the first 9 months of the year, the state budget revenue is estimated at 1,448.2 trillion VND, equal to 85.1% of the estimate, up 17.9% over the same period in 2023. Excluding the policy of tax exemption, reduction, and extension, land rent, the budget revenue increased by 15.1% over the same period.

Of which, domestic revenue is estimated at VND 1,203.1 trillion, equal to 83.3% of the estimate, up 18.9% over the same period in 2023. Excluding land use fees, lottery revenue, capital recovery, dividends, profits, after-tax profits and the difference between revenues and expenditures of the State Bank, domestic tax and fee revenue is estimated at 84.8% of the estimate, up 13.7% over the same period.

Revenue from crude oil is estimated at about VND 44.4 trillion, equal to 96.6% of the estimate, down 2.9% over the same period in 2023.

Balanced revenue from import-export activities is estimated at VND 200.2 trillion, equal to 98.1% of the estimate, up 17.6% over the same period in 2023. This revenue is based on total tax revenue estimated at VND 305.2 trillion, equal to 81.4% of the estimate, up 13.1% over the same period; VAT refunds according to the regime are about VND 105 trillion, equal to 61.4% of the estimate.

Meanwhile, the total balanced state budget expenditure for the first 9 months is estimated at VND 1,256.3 trillion, equal to 59.3% of the estimate, up 1.4% over the same period in 2023.

Of which, development investment expenditure is estimated at 320.6 trillion VND, equal to 47.3% of the estimate decided by the National Assembly, the disbursement rate is estimated at 47.29% of the plan assigned by the Prime Minister, decreasing both in value (about 42.7 trillion VND) and rate compared to the same period (in the same period of 2023, disbursement reached 363.3 trillion VND, equal to 51.05% of the plan assigned by the Prime Minister).

Interest payment is estimated at 77.3 trillion VND, equal to 69.2% of the estimate; regular expenditure is estimated at 856.5 trillion VND, equal to 68% of the estimate; reserve expenditure is estimated at 81.1% of the estimate.
