This morning, April 17, the National Assembly's National Defense and Security Committee (NDS-AN) delegation led by Deputy Chairman, Lieutenant General Nguyen Minh Duc, had a working session with Quang Tri province on a survey to serve the reception and revision of the draft Road Law and the Law on Road Traffic Order and Safety. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung; Permanent Vice Chairman of the Provincial People's Council Nguyen Chien Thang; Vice Chairman of the Provincial People's Committee Le Duc Tien; and provincial National Assembly deputies worked with the delegation.

Accidents decreased sharply after the highway was built.
Reporting at the working session, Chairman of the Provincial People's Committee Vo Van Hung said that, with the drastic and synchronous direction of the Government, the Ministry of Transport (MOT), the Ministry of Public Security, the Provincial People's Committee has directed all levels and sectors in the province to implement legal regulations on ensuring traffic order and safety (TTATGT) in Quang Tri.
In particular, focusing on implementing policies and regulations on planning, investment in developing transport infrastructure and traffic safety, maintaining routes to ensure technical factors; propagating, disseminating, educating the law and inspecting and handling violations according to regulations within authority.

As a result, the transport infrastructure network in the province is increasingly synchronized, including 8,776 km of roads, 76 km of North-South railway, and 133.2 km of waterways under management; regarding sea routes, wharves are currently being exploited at Cua Viet Port Area, and My Thuy Port Area is being built; airways are completing procedures to deploy the construction of Quang Tri Airport under the PPP method with the scale of a level 4C airport and a level II military airport.
Regarding the traffic accident situation from 2019 - 2023, there were 890 cases, killing 505 people and injuring 671 people. Traffic accidents have tended to decrease over the years, with no particularly serious traffic accidents occurring.
In particular, in 2023, when the Cam Lo - La Son expressway is put into operation, the number of accidents will decrease sharply, down 24 cases (-10.3%), 15 deaths (-14.6%), 13 injuries (-7.1%) compared to 2022. However, the Ministry of Transport's current regulations on traffic diversion for passenger vehicles with more than 30 seats and heavy trucks are required to go to National Highway 1, causing the risk of traffic accidents to increase, and people in the province have expressed their concerns.
Many problems in implementing road laws
The Provincial People's Committee believes that currently, site clearance for traffic works and projects is facing many difficulties and problems that need to be resolved.
According to the provisions of the Land Law, before land acquisition, the construction of housing or infrastructure of the resettlement area must be completed before implementing the land acquisition. This is not consistent with reality, because in reality, land acquisition and resettlement area construction carried out at the same time will shorten the time for site clearance, so it needs to be adjusted accordingly.

When reclaiming land from organizations and enterprises that are leased by the State and pay annual land rent, they are not compensated for the land (only compensated for the investment costs in the remaining land). Therefore, the propaganda and mobilization when the State reclaims land, compensates and supports organizations and enterprises encounter many difficulties, affecting the progress of the project.
Land acquisition within the GPMB boundary, after the road is completed and put into use, households with houses within the traffic safety corridor are not allowed to rebuild new houses, affecting people's lives. However, there are currently no regulations on land acquisition, compensation, and support for households using land to build houses within the traffic safety corridor.
In addition, there are difficulties and shortcomings in the organization of investment and construction of the road system under local management; coordination with ministries, branches and central agencies in investment, construction and management of the road system under central management needs to be resolved.
In the process of handling black spots that are not safe for traffic, there are locations that need compensation and site clearance, but the budget for this work is still limited, leading to many difficulties in ensuring traffic safety and order. The agreement to supplement the planning of connection points with National Highway 1 through the province still faces many obstacles due to connection procedures.
Traffic infrastructure still has many shortcomings in organization, quality, scale and the rapid increase in means of transport, mainly personal vehicles, has significantly affected the work of ensuring traffic safety.
National Highway 1 through the province does not have a bypass to Dong Ha City, avoiding urban areas and towns with high density of internal vehicles, which has increased traffic conflicts between vehicles within the province and vehicles passing through the area, causing traffic safety problems and many traffic accidents. Meanwhile, the patrol and handling forces and the means and equipment for monitoring and handling are not commensurate with the area.
The Law on Inspection has changed and there is a lack of detailed regulations and implementation instructions on specialized inspection work, which has affected the functions and tasks of the road traffic inspection force, leading to many difficulties in handling violations.
The propaganda and education on traffic safety sometimes and in some places have not reached all the people. There is still a subjective situation in complying with the Traffic Law, and a lack of seriousness when participating in traffic on rural roads.
Proposal to improve the legal system to ensure traffic safety
From the above shortcomings, the Provincial People's Committee recommends continuing to improve the legal system on road traffic safety to ensure completeness, timeliness, synchronization, unity, stability, and ease of access.
Promote propaganda and thoroughly disseminate regulations on ensuring road traffic safety to all people so that people understand and raise their responsibility to protect road traffic infrastructure and road safety corridors. Increase investment in synchronous infrastructure and respond to the development of transport.

Allocate resources to manage and maintain the transport system to meet demand. Build National Highway 1 with a route to avoid urban areas with high internal vehicle density in the province. Increase investment in resources, vehicles, equipment, and application of science and technology in conjunction with the goal of national digital transformation in the management, supervision, and operation of the road transport system.
Early implementation of the Cam Lo - Lao Bao Expressway Project; allocate funds to build National Highway 9 from Cua Viet to National Highway 1. Solving the problem of traffic works passing through special-use forests, special regulations are needed. Dividing large vehicles from the Cam Lo - La Son Expressway to National Highway 1 creates a high risk of traffic accidents for Quang Tri people. Propose that the National Assembly's Committee on National Defense and Security supervise and direct to ensure traffic safety in the area.
Regarding comments on the draft law, it is necessary to clarify the scope of the Road Law, avoiding duplication and overlap with the draft Law on Road Traffic Order and Safety. It is recommended to add regulations that bus stations are arranged stably, in places convenient for connecting automobile transport with other modes of transport.
Increase investment in traffic monitoring systems. Arrange traffic signs reasonably because the current sign system is too numerous and too dense; there needs to be a management agency with clear responsibilities to arrange signs scientifically and clearly for people to comply...

Deputy Chairman of the National Assembly's Committee for National Defense and Security, Lieutenant General Nguyen Minh Duc shared with the province the shortcomings in the process of implementing the task of investing in and developing traffic infrastructure, ensuring traffic safety in recent times.
At the same time, record local recommendations to submit to the National Assembly for consideration and decision during the law-making process, especially recommend amending a number of laws such as public investment, PPP investment, natural resources and environment to create consistency in the implementation process, facilitate localities in implementing and deploying traffic projects and ensuring traffic safety.
