Proposing the Central Government to support capital to implement a series of projects

To create momentum for socio-economic development of the province, as well as the Southeast region, Dong Nai proposed that the National Assembly and the Government support capital for key national and inter-regional infrastructure projects.

According to the Provincial People's Committee, investment resources for social infrastructure and transport infrastructure of the province are currently limited, while the province is simultaneously implementing many inter-regional projects with large total investment.

Large capital is needed to invest in a synchronous infrastructure system.

In 2025, Dong Nai was assigned by the Central Government a growth target of 10%. To achieve the double-digit growth target, one of the key tasks that the province has identified is to synchronously invest in infrastructure systems, especially transport infrastructure systems to create momentum to promote the province's socio -economic development.

Long Thanh International Airport is a key national project being implemented in the province. According to the plan, by the end of 2025, Phase 1 of Long Thanh Airport will be basically completed and put into commercial operation in the first half of 2026. The Long Thanh Airport project is expected to create a major "boost" in development for Dong Nai province in particular, the key economic region of the South and the whole country in general. However, to promote the development potential of this "super" project, it requires a synchronous investment in the connecting traffic infrastructure system.

According to the Provincial People's Committee, to serve the connection to Long Thanh Airport, in addition to the projects being implemented by the Central Government, the province has also planned to invest in many traffic routes connecting to the airport.

In addition to transport infrastructure projects, regional connectivity projects are also prioritized by the province to enhance connectivity among localities in the Southeast region, thereby expanding development space.

The number of projects requiring investment is very large and requires a large amount of investment resources. However, at present, the resources to implement the province's projects are still limited. On the other hand, there are currently many inter-regional projects being implemented in the province, in which the province also contributes capital to these projects. Therefore, balancing the provincial budget to match new projects is very difficult.

Chairman of the Provincial People's Committee Vo Tan Duc said that the province has contributed local budget to participate in 2 highway and belt road projects with a total capital of more than 5.2 trillion VND. Specifically, for the Bien Hoa - Vung Tau Expressway Project Phase 1, the locality contributed more than 3.3 trillion VND, equivalent to 50% of the total project site clearance cost. At the Ring Road 3 Project - Ho Chi Minh City, the province contributed 50% of the project investment cost for the section passing through the province, equivalent to about 1.9 trillion VND.

Recently, the Provincial People's Committee has requested the Provincial Traffic Construction Investment Project Management Board, the Provincial Land Fund Development Center, the People's Committees of Long Thanh, Dinh Quan, Cam My, Xuan Loc, Thong Nhat districts and Long Khanh city to urgently update and adjust the planning and speed up the progress of site clearance and handover to the construction unit of provincial roads 769, 773, 770B to be put into use on schedule when Long Thanh Airport comes into operation.

Proposal to support more than 12 trillion VND for projects

At the end of March, at a working session with the Government delegation led by Minister of Construction Tran Hong Minh, the Provincial People's Committee proposed that the National Assembly and the Government provide capital support to implement a series of key national and inter-regional projects in the province.

Specifically, Dong Nai proposed that the Central Government consider investing in the drainage project outside Long Thanh Airport phase 1 and inter-regional projects connecting Long Thanh Airport including: upgrading and expanding provincial roads 769, 773; constructing provincial roads 770B, 769E. The total capital that the province proposed that the Central Government support for these projects is about 8.8 trillion VND.

Director of the Provincial Traffic Construction Investment Project Management Board Ngo The An said that the unit is implementing investment procedures for the projects to upgrade, expand and build 4 new routes connecting Long Thanh Airport. Localities are also coordinating with the Provincial Land Fund Development Center to carry out site clearance.

In addition to the above projects, Dong Nai also proposed that the Central Government provide targeted support to the province of about 3.5 trillion VND to implement projects including provincial roads 25B, 25C, 774B, Bien Hoa city belt road, road to Ong Keo Industrial Park, Ho Chi Minh City belt road 3 extension and Cat Lai ferry replacement bridge.
