Ms. Nguyen Thu Thuy proposed prioritizing visa exemption for strategic markets with outstanding potential. First of all, it is necessary to prioritize and plan visa exemption for strategic market groups with potential and real growth potential. It is possible to plan for some key groups, which are market groups with high spending, long stay and rapidly changing travel behavior such as Australia and New Zealand. Vietnam can completely "take a shortcut" to capture this market share.

Next is the market group with the trend of tourists who love nature, local culture, tend to take long vacations and are not afraid to pay for high-end experiences. Typically, these are Nordic countries such as Norway, Sweden, Finland and Denmark. As well as the group of emerging markets with the characteristics of tourists who like long vacations, are willing to spend and look for warm and sunny destinations to avoid winter, such as Kazakhstan, Uzbekistan, Kyrgyzstan, Azerbaijan and Mongolia. Vietnam with its rich island resort ecosystem can completely compete if the visa policy is flexible enough.

At the same time, the market group has many long-term tours, especially in winter, notably Eastern European countries such as Slovakia, Slovenia, Hungary, Bulgaria and the Czech Republic. Ms. Nguyen Thu Thuy commented: "If there is a suitable preferential visa policy, this market group will be an abundant source of customers for the low-season resort segment". Finally, there are particularly potential markets from Gulf countries such as the UAE, Qatar and Saudi Arabia. Although the number of customers is not large, this is a group with very high spending ability and requires extremely high service standards.

In addition to prioritizing visa exemption for strategic markets, to improve the quality of visitors, Ms. Nguyen Thu Thuy recommended implementing a conditional visa exemption model - linked to specific tourism products according to the "Visa linked to products" model. Specifically, visa exemption should only be applied to tourists who register for package tours, stay at licensed establishments, have a clear schedule and travel with reputable international travel partners. This model helps to ensure safety control, improve the quality of experience, and promote spending. In the world , Thailand and Saudi Arabia have both applied this model and achieved very good results.

Easing visas for specific tourism products is a proposal by a representative of Vinpearl, Vietnam's leading resort system, to attract international visitors.

In addition, Ms. Nguyen Thu Thuy also proposed a flexible testing policy - by season or campaign. "To verify the effectiveness, we also propose that the Government allow the pilot implementation of the Visa Sandbox model at some destinations with good management infrastructure such as Phu Quoc, Nha Trang or Ha Long. Testing by season or by media campaign will help us measure the actual effectiveness of the policy before expanding it nationwide. Vinpearl is ready to act as a testing partner - from welcoming guests, measuring spending behavior, to evaluating practical effectiveness".
