The Ministry of National Defense recently received a petition from voters in Tien Giang province stating that according to the Law on Military Service, the regime for discharged soldiers is still lower than that of the militia. Voters proposed to increase the level of benefits for discharged soldiers returning to their localities.

The Ministry of National Defense said that the one-time demobilization allowance and job creation allowance for non-commissioned officers and soldiers serving in the army and being discharged are stipulated in the Law on Military Service and Decree No. 27/2016 of the Government stipulating a number of policies for non-commissioned officers and soldiers serving in the army and being discharged, and relatives of non-commissioned officers and soldiers serving in the army.

Specifically, in addition to the one-time social insurance regime as prescribed, non-commissioned officers and soldiers upon discharge from the army will receive a one-time discharge allowance, for each year of service in the Army, they will receive a subsidy equal to 2 months of basic salary as prescribed at the time of discharge.

In case of odd months, it is calculated as follows: Less than 1 month is not entitled to demobilization allowance; from 1 month to 6 months, the allowance is equal to 1 month of basic salary; from 6 months or more to 12 months, the allowance is equal to 2 months of basic salary.

For non-commissioned officers and soldiers who have served in the army for a full 30 months, upon discharge, they will receive an additional 2 months of current military rank allowance. In case of discharge before the 30-month period, the service period from the 25th month to less than 30 months will receive an additional 1 month of current military rank allowance.

Non-commissioned officers and soldiers who have completed their military service as prescribed by the Law on Military Service upon discharge will receive a job creation allowance equal to 6 months of the basic salary as prescribed by the Government at the time of discharge.

For non-commissioned officers and soldiers, when they are discharged from the army, the unit directly managing them will organize a farewell meeting before discharge, with a cost of 50,000 VND/person; the unit will see them off and take them back to their place of residence according to regulations or provide train or car fare (common type) and travel allowance from the unit to their place of residence.

According to the Ministry of National Defense, the above regulations demonstrate the concern of the Party, State, and Ministry of National Defense for non-commissioned officers, soldiers serving in the army and their relatives; ensuring consistency and synchronization with current regulations.

Over the years, the Ministry of National Defense has guided and directed local coordinating agencies and units to pay attention to and ensure full, timely, and proper regimes and policies for themselves and their relatives of non-commissioned officers and soldiers serving in the army, discharged from the army... to ensure fairness and legitimate rights.

With all-round development, especially the income of ordinary workers and the general level of social life has been significantly raised. The Ministry of National Defense recognizes that the level of demobilization allowance and job creation allowance for demobilized non-commissioned officers and soldiers is still low.

This is one of the reasons why it has not created attraction and encouragement for young people to participate in military service, so it needs to be further researched to suit reality.

In response to voters' opinions, the Ministry of National Defense continues to research and make overall assessments to report and propose to the Government to amend and supplement Decree No. 27/2016 at an appropriate time.

By 2030, 80% of official housing needs will be met.

The Ministry of National Defense recently received a petition from voters in Khanh Hoa province requesting attention to housing for officers and soldiers residing at their military bases so that officers and soldiers can work with peace of mind and complete all assigned tasks.

On February 25, the Ministry of National Defense announced that it had assigned the General Department of Logistics and Engineering to synthesize the demand for public housing and social housing for eligible subjects under the management of the Ministry of National Defense in each province and centrally-run city, including Khanh Hoa province, to ensure housing needs for officers and soldiers.

Based on the social housing needs of units stationed in Khanh Hoa province, the Ministry of National Defense will send a document to the Khanh Hoa Provincial People's Committee to synthesize in the local housing development plan (expected in the first quarter of 2025).

On the other hand, the Ministry of National Defense is implementing investment in the construction of public housing projects for the 2021-2025 period and planning for public housing development for the 2026-2030 period. The Ministry strives to meet about 80% of the demand for public housing for eligible subjects under its management by the end of 2030.

Meanwhile, voters in Thai Nguyen province proposed a policy to support funding or arrange housing and land allowances in monthly salaries or provide one-time support according to rank and military rank before retirement (for soldiers who have not yet enjoyed the policy).

The Ministry of National Defense said that housing allowances are stipulated in the Law on Officers of the Vietnam People's Army; the Law on Professional Soldiers, Workers and Civil Servants of National Defense; and the Law on Cryptography.

However, according to the provisions of the Law on Government Organization, deciding on specific policies on finance, national currency, salaries, allowances, etc. is under the authority of the Government.

According to the provisions of the Budget Law, the decision on unified regimes, standards, norms, and implementation targets nationwide... is under the authority of the Government. The decision on promulgating regimes, standards, and budget expenditure norms for sectors and fields... is under the authority of the Ministry of Finance (not under the authority of the Ministry of National Defense).

The Ministry of National Defense receives voters' opinions, studies reports, and proposes to the Government to develop detailed regulations.
