The Vietnam Association of Motorcycle Manufacturers (VAMM) proposed to test motorcycle emissions in Hanoi and Ho Chi Minh City from 2027 to familiarize people, then expand nationwide.
VAMM has just proposed to the Ministry of Transport and the Ministry of Natural Resources and Environment on a roadmap for controlling emissions and implementing the Law on Road Traffic Order and Safety.
The association believes that motorbikes manufactured before 2010 will be subject to level 1 emission testing (CO 4.5% and HC 1,500 ppm).
Notably, motorbikes manufactured before 2010 are not required to comply with technical standards, so VAMM proposed applying level 1 emission inspection standards (lower than level 2), making it easier for people to comply, especially those with low incomes.
Vehicles manufactured after 2010 to June 30, 2017 have applied Euro 2 TCKT and vehicles manufactured after July 1, 2017 apply Euro 3 TCKT. These vehicles are tested equivalent to level 2.
Compared with the standards of motorcycle inspection facilities, VAMM said that there are about 1,768 maintenance stations from the association's enterprises that meet the inspection capacity with a capacity of 19,600 vehicles per station per year (equivalent to 34.6 million vehicles/nationwide).
Meanwhile, it is estimated that by 2027, Vietnam will have 45.3 million motorbikes, of which 31.4 million will need inspection if they are manufactured 5 years or older.
“If emission standards are applied nationwide, about 0.7% of vehicles in circulation will need to be replaced. This will affect people’s lives, especially the poor, as motorbikes are still the main means of daily livelihood.
Therefore, VAMM proposes to implement it first in big cities with air pollution, so that people can get used to emission testing, and then expand it nationwide. Accordingly, motorbike emission testing will be carried out in Hanoi and Ho Chi Minh City from 2027, industrial cities from 2030 and nationwide in 2032," said a VAMM representative.
Citing Taiwan as an example, VAMM said that emission testing was applied in Taipei City since 1993, then expanded to Kaohsiung and Taichung since 1994 and applied nationwide since 2008.
According to VAMM, big cities have a high density of motorbike maintenance facilities, so people can easily bring their vehicles for inspection and facilities can easily invest in equipment. Motorbike inspection to reduce emissions in big cities that are polluting the environment is a more urgent issue than in other provinces.
