Proposal to speed up site clearance for Dong Dang – Tra Linh Expressway
The Dong Dang - Tra Linh expressway construction investment project has a length of 93.35 km, of which the section through Lang Son province is 51.8 km long, located in Van Lang district and Trang Dinh district.

On July 3, a delegation of Lang Son Provincial Party Committee led by Mr. Nguyen Quoc Doan, Secretary of the Provincial Party Committee, inspected the implementation of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Investment Project, in Van Lang and Trang Dinh districts, Lang Son province.
In the recent past, Dong Dang - Tra Linh Expressway Joint Stock Company, in its role as the project enterprise, has coordinated with the People's Committee of Lang Son province and the two districts of Van Lang and Trang Dinh to promote propaganda and mobilize people to hand over the site while waiting for the completion of project site clearance procedures.
Up to now, the two districts have handed over more than 7.05/51.8 km to Dong Dang - Tra Linh Expressway Joint Stock Company and the construction unit has arranged human resources, equipment, and deployed 8 construction sites in Lang Son province.
However, the Project is still lacking about 110 hectares of unallocated traffic land in Lang Son province. At the same time, local authorities need to promptly complete the procedures for transferring site clearance funds from Cao Bang province to Lang Son province in July 2024 to disburse site clearance funds in Lang Son province in August 2024.
Regarding the material quarry, the Project is still short of about 1 million m3 of fill soil in Lang Son province. Currently, procedures are being completed for a quarry expected to be completed in August 2024 to meet the project's fill material needs in the province. Regarding the excess material storage site, there is currently a shortage of storage sites with a reserve capacity of about 3.96/4.8 million m3.
According to Mr. Nguyen Quang Vinh, General Director of Dong Dang - Tra Linh Expressway Joint Stock Company, as of early July 2024, the Dong Dang - Tra Linh Expressway Construction Investment Project has mobilized 23 construction teams with 528 personnel and 213 machines and equipment for the entire project, initially meeting the set schedule.
To ensure the set progress, the representative of Dong Dang - Tra Linh Expressway Joint Stock Company proposed that the Secretary of Lang Son Provincial Party Committee direct the People's Committees of the districts to review the projects using traffic land that are not qualified for implementation, and prioritize the allocation of sufficient traffic land for the expressway project. At the same time, propose that the Standing Committee of the Provincial Party Committee direct the People's Council of Lang Son province to coordinate with the People's Council of Cao Bang province to arrange and approve the allocation of capital for site clearance for the two sub-projects of Van Lang and Trang Dinh districts in July 2024, ensuring the completion of site clearance in October 2024.
The representative of Dong Dang - Tra Linh Expressway Joint Stock Company also requested the People's Committee of Lang Son province to promptly organize site clearance for fill material mines according to the specific mechanism of Resolution 106/2023/QH15 regulating the piloting of a number of specific policies on investment in road construction; work with sand and stone mine owners to create conditions for them to increase exploitation capacity, stabilize material prices; and approve the addition of 4 locations for excess material storage sites for the project.
Acknowledging the recommendations of the project enterprise, Mr. Nguyen Quoc Doan requested all levels and sectors of Lang Son province, investors of the Dong Dang - Tra Linh Expressway Construction Investment Project to continue to thoroughly grasp and seriously implement the viewpoints, goals, tasks, and solutions of the Party, the State, and the province on site clearance, compensation, and resettlement support to the people and related entities to raise awareness, sense of responsibility with higher political determination, and make more efforts to speed up the site clearance progress.
Relevant agencies and units must fight against manifestations and behaviors of shirking, avoiding, and fearing responsibility; clearly assign tasks to people, jobs, and time; strengthen inspection, urging, and guiding implementation; promptly reward and encourage organizations and individuals who complete their tasks well.
The Secretary of Lang Son Provincial Party Committee assigned the Provincial People's Committee to continue directing departments, branches and sectors to closely follow the locality, grasp the situation, promptly detect limitations and difficulties to focus on accelerating the progress of site clearance; strengthen coordination in inspection, guidance and urging Van Lang and Trang Dinh districts and project-implementing enterprises to deploy work contents.
“In addition, Van Lang and Trang Dinh districts coordinate with departments, branches, sectors and enterprises to strengthen forecasting work, actively and proactively deploy work early and remotely... to speed up the progress of handing over the site for the Dong Dang - Tra Linh Expressway Construction Investment Project,” Mr. Nguyen Quoc Doan directed.
