On the morning of May 23, at the 5th Session of the 15th National Assembly, presenting the Report on the review of thrift practice and waste prevention in 2022, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said: The Finance and Budget Committee basically agrees with the Government's Report and highly appreciates the initiative and determination of the Government, ministries, and local branches to achieve positive results in thrift practice and waste prevention in 2022.
The Government and the Prime Minister have paid more attention to the work of building and perfecting institutions; the quality of draft laws, ordinances, and draft resolutions submitted to the National Assembly and the National Assembly Standing Committee has been improved; tasks and solutions to practice thrift and combat waste, especially in the management and use of the State budget, have been resolutely implemented; State budget expenditures have been thoroughly saved, and expenditures that are not really necessary have been cut to supplement resources for the work of preventing and fighting the COVID-19 pandemic and implementing the Program for economic and social recovery and development, etc.
However, the auditing agency also said that the Government's report has not yet assessed, analyzed, and clarified the relationship and changes in the organization of implementing thrift and combating waste with the promulgation of legal documents, standards, regimes, and norms; it has not fully assessed the existing problems, limitations, causes of the existing problems, limitations, and responsibilities.
“Along with the fact that ministries, branches and localities report late, incompletely and lacking in quantity; have not overcome the shortcomings and limitations pointed out by the National Assembly and National Assembly Deputies in the reporting periods... causing great difficulties in synthesizing and reporting the results of the Government's practice of thrift and anti-wastefulness”, Chairman of the Finance and Budget Committee Le Quang Manh stated.
The situation of ministries, branches, localities and enterprises being slow to issue programs to practice thrift and combat waste has not been resolved and has been going on for many years, showing that the heads of agencies and organizations have not taken seriously and have not directed the strict implementation of legal regulations.
Resolution No. 43/2022/QH15 of the National Assembly promulgates many policies and solutions with implementation time mainly in 2022 and 2023 with the aim of improving the capacity to prevent and control the COVID-19 pandemic, restore production and business activities, and create momentum to promote economic growth. However, the Government and ministries and branches are slow to issue detailed regulations; forecasts and calculations of the needs of some policies are not close to reality; implementation of some policies is slow, and the results are not as expected.
Chairman of the Finance and Budget Committee Le Quang Manh also said that the implementation of the 3 National Target Programs is very slow and has many limitations, reducing the efficiency of investment capital use, greatly affecting the goals of the programs, causing waste of State resources...
The work of planning State budget investment capital is not close to the implementation capacity, leading to ministries, central agencies and localities not allocating all assigned capital plans; the implementation and disbursement of investment capital for important national projects is slow, with many problems, difficulties and obstacles, affecting the implementation of growth targets, reducing the efficiency of investment capital use, wasting resources...
To address the above situation, the auditing agency proposed many groups of tasks and solutions. Accordingly, in the coming time, the Finance and Budget Committee proposed that the Government and the Prime Minister direct ministries, branches and localities to urgently review, amend and supplement regulations on norms, standards and unit prices that are still lacking and not suitable to reality; urgently deploy plans to complete the tasks and solutions prescribed in Resolution No. 74/2022/QH15 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste; report to the National Assembly on the implementation results at the 6th and 10th Sessions of the 15th National Assembly.
At the same time, there must be immediate solutions to overcome the situation of slow allocation, allocation and disbursement of public investment capital; research and have strong solutions in equitization, divestment and restructuring of state-owned enterprises to improve the efficiency of production and business activities, preserve and develop state capital invested in production and business activities at enterprises...
In particular, the Finance and Budget Committee recommends: "Publicize on the media the list of ministries, branches, and localities that are slow to issue the Program on practicing thrift and combating waste in 2022 and 2023, and organizations and individuals who commit wasteful acts and violate regulations on practicing thrift and combating waste."
