Kien Giang proposes piloting some special mechanisms to speed up APEC 2027 projects

On April 21, Deputy Prime Minister Nguyen Chi Dung and his delegation worked with leaders of Kien Giang Provincial People's Committee and surveyed and listened to reports on proposals for a number of necessary mechanisms and policies to quickly deploy projects and works serving APEC 2027 in Phu Quoc.

Accordingly, Deputy Prime Minister Nguyen Chi Dung surveyed the project to upgrade Phu Quoc International Airport, Duong Dong 2 Lake, Provincial Road DT.975 project, An Thoi resettlement area, APEC Boulevard project and APEC Conference Center in An Thoi ward.

Request to convert and reduce 1,000 hectares of protective forest, poor forest... to make a project to welcome APEC 2027

Mr. Nguyen Thanh Nhan - Chairman of Kien Giang Provincial People's Committee - said that the locality proposed 30 strategic projects and works with a total investment of about 220,352 billion VND to welcome APEC 2027. Of these, there are 18 public investment projects with an investment capital of about 52,300 billion VND and 12 private investment projects (outside the budget, calling for investment), with a total capital of about 168,052 billion VND.

In addition, the locality also proposed to adjust and reduce 1,000 hectares of protective forests, poor forests, grasslands, and shrubs in Phu Quoc (equivalent to 19 locations) to implement technical infrastructure, traffic, wastewater and waste treatment, lakes, cultural, sports, and tourism services for APEC 2027.

Due to the urgent time (about 18 to 22 months), Kien Giang proposed that the Government consider piloting a number of specific mechanisms and policies on mineral exploitation and implementing investment projects in transport infrastructure in the aviation sector, serving APEC 2027 and sustainable development of Phu Quoc.

In addition, some necessary mechanisms and policies are applied to accelerate the progress of project and construction implementation and unify the capital mechanism for public investment projects, in which the Central Government supports 70% and Kien Giang 30%.

Regarding the upgrading and expansion of Phu Quoc International Airport, the locality proposes direct investment in accordance with the provisions of the Investment Law, the Civil Aviation Law and other relevant laws.

If the proposed projects are fully implemented, they will create a new look for Phu Quoc, promoting the reception of about 15 million visitors by 2030 and 25 million visitors by 2035, with tourism revenue forecast to reach about 20 billion USD.

After APEC 2027, Phu Quoc will develop sustainably.

Which projects and works must be done, and should the locality do them quickly and immediately?

Speaking at the meeting, Deputy Prime Minister Nguyen Chi Dung said Phu Quoc is developing strongly.

With a new role and mission, in addition to overcoming limitations, Kien Giang and Phu Quoc need to seize and make full use of opportunities, support from the Central Government and participation from businesses to develop sustainably.

Kien Giang needs to review and propose upgrading and expanding Phu Quoc International Airport, APEC Conference Center, connecting roads, building water reservoirs, wastewater and waste treatment plants...

These projects and works need to be done, the locality needs to do it quickly and ensure quality, longevity and worth.

"Regarding the issue of requesting to adjust and reduce 1,000 hectares of protective forest and poor forest for projects, the locality needs to review which projects need to use forest area. At the same time, Phu Quoc needs to review planning projects and boldly propose to remove difficulties, as well as revoke unfeasible and long-term projects.

Phu Quoc's most valuable assets are its forests and nature, and this is the island's greatest asset in attracting international visitors and developing resort tourism. Localities must be very careful in adjusting forest areas," the deputy prime minister said.

Deputy Prime Minister Nguyen Chi Dung requested relevant ministries and branches to study and review the legal basis and provide guidance to Kien Giang so that investors can immediately implement the project when conditions are met.

Through today's working session, the Government Office will synthesize and report to the Prime Minister to consider related issues and find appropriate solutions to carry out projects to successfully serve APEC 2027.

30 strategic projects and works proposed to serve APEC 2027 in Phu Quoc

Kien Giang proposed 30 projects to welcome APEC 2027, including: investing in 2 reservoirs (Duong Dong reservoir, Cua Can reservoir), with a total capacity of 9.2 million ^m3 of water to provide fresh water for people and tourists;

Investing in 4 wastewater and waste treatment plants in Phu Quoc; investing in upgrading and expanding Phu Quoc International Airport and Rach Gia Airport; investing in building a conference center to serve APEC 2027.

In addition, investing in 7 connecting routes from the airport, seaport, urban centers, and resort areas of the leaders to the event center, including: Provincial Road DT.975 project; coastal road east of Phu Quoc island; coastal road connecting An Thoi port; coastal road west of Phu Quoc island; East-West Avenue of Phu Quoc island; Duong Dong River landscape route; urban train route from Phu Quoc International Airport to the Convention Center and to DT.973 road.

Urban beautification projects, including: undergrounding technical infrastructure in An Thoi area and undergrounding technical infrastructure in Duong Dong area; data center, monitoring system, surveillance camera, monitoring equipment system...; resettlement projects in Cua Can, Suoi Lon lake, An Thoi, Ham Ninh...
