Kien Giang promotes the issuance of criminal records via VNeID

Talking about the results of this implementation after more than 4 months of implementation, Colonel Nguyen Nhat Truong said: In August 2024, the Prime Minister directed to expand the issuance of criminal records on VNeID after a pilot period, applying nationwide. Kien Giang officially organized the connection and implementation from November 13, 2024. Initially, the issuance of criminal records via VNeID was undertaken by the Department of Justice and implemented very well. Propaganda work was promoted, helping people to access quickly and effectively. From November 13, 2024 to the end of February 2025, more than 1,200 criminal records were issued via VNeID.

From March 1, 2025, the function of issuing criminal records was officially transferred from the Department of Justice to the police force. In the first month after receiving, the police force issued more than 7,000 criminal records to people. Receiving records is carried out in 3 main forms: People go directly to the reception place; come directly to the Provincial Public Administration Service Center; submit documents online on the VNeID application, in which the form of submitting documents online on the VNeID application is being encouraged because of its convenience and speed. The rate of people using VNeID to request criminal records is increasing, reaching more than 70% to date. This is a very positive signal, showing people's adaptation to digital transformation in handling administrative procedures.

- Reporter: What are the difficulties and challenges that need to be resolved?

- Colonel Nguyen Nhat Truong: In the process of transferring the task of issuing criminal records from the Department of Justice to the Provincial Police, especially issuing them via the VNeID application, there are still certain difficulties.

Although more than 1,000 criminal records have been issued in the first phase, there are still many cases where people come directly to the Provincial Public Administration Service Center to carry out procedures. The unit continues to promote propaganda and encourage people to use online forms, striving to reach at least 80%.

Currently, most people have a level 2 electronic identification account on VNeID. Registering for a criminal record certificate here is very convenient and easy, taking only about 2 - 3 minutes to complete. The process has been significantly improved, previously it had to be done 10 steps on paper documents, now it is shortened to about 7 steps, all done completely online, ensuring safety and security with personal accounts. People can do it for themselves, do it for relatives or do it on behalf of others.

In addition, the fee exemption and reduction regimes are also clearly applied, with simple procedures. Processing time is significantly shortened, if it used to take 10-15 days, now it only takes 3 days for simple cases; for files that need to verify criminal records or execution of sentences, the time is about 7-9 days. Although the unit has organized many propaganda and guidance sessions for people, there are still some people who have not accessed and participated in this online form.

- Reporter: What is the solution to promote the issuance of criminal records online on the VNeID application?

- Colonel Nguyen Nhat Truong: The unit continues to mobilize, guide and encourage people to carry out this procedure online, using their own electronic identification accounts. At the same time, continue to improve the process, simplify the steps so that people can carry out the procedure more quickly and conveniently. Currently, when issuing a criminal record certificate online via VNeID, people are issued both a paper copy and an electronic copy. The electronic copy has the same legal value as the paper copy and can be used to submit to agencies and organizations upon request. In the coming time, the Provincial Police will promote the dissemination of the benefits of the online criminal record certificate issuance form so that people who have used this service can introduce and share it with relatives and friends.

- Reporter: From March 1, 2025, the Provincial Police officially took over the task of testing and issuing driving licenses from the Department of Transport. How is this work currently being carried out?

- Colonel Nguyen Nhat Truong: According to the Prime Minister 's direction, the task of testing and issuing driving licenses has been transferred from the transport sector to the public security sector. The provincial public security sector has received and implemented this task according to the roadmap, ensuring strictness in both administrative procedures and organizational structure. The reception has been carefully prepared before March 1, 2025, including human resources, material resources, equipment, service vehicles, especially the management software system, thanks to which the transfer process is carried out synchronously and without interruption.

From March 1 to 20, the Provincial Police received and organized the issuance and renewal of more than 1,200 driver's licenses for people. All were carried out transparently, in accordance with regulations, and received active support from departments and branches, especially the Department of Transport.

In the coming time, the Provincial Police will directly organize driving license examinations for all types of cars and motorbikes according to their authority. The Examination Council will be established and operate in accordance with legal regulations and Circular 12/2025/TT-BCA, dated February 28, 2025 of the Ministry of Public Security regulating the examination and issuance of driving licenses; issuance and use of international driving licenses.

We recommend that people should carefully study the regulations of the State, follow information from the authorities and the traffic police force to understand clearly. All official information is announced at the Traffic Police Department of the Provincial Police. This is to avoid receiving incorrect information, minimize the risk of being exploited, harassed or negative in the process of organizing the driving test and issuing driving licenses.
