Checking the progress of the National Target Program on Sustainable Poverty Reduction in Da Bac District

Comrade Nguyen Van Toan, Permanent Vice Chairman of the Provincial People's Committee, and the working delegation inspected the road repair project from Truc Son hamlet to Phu hamlet, Toan Son commune, Da Bac district.

The total capital plan of the program assigned to Da Bac district from 2022 to 2024 is 402,183 million VND. Of which, development investment capital is 268,656 million VND, and public service capital is 133,257 million VND. Up to now, 373,031 million VND has been disbursed, reaching 92.75%. The local budget has matched the program implementation with over 23,085 million VND, of which 4,007 million VND has been disbursed, reaching about 17%.

According to the report, Da Bac district basically completed the disbursement of program capital in 2022 and 2023. In 2024 alone, the district disbursed 75,647/82,981 million VND of investment capital from the central budget, reaching 91% of the plan and 31,114/67,021 million VND of career capital from the central budget, reaching 46% of the plan.

Implementing the 2025 program, the district has deployed sub-project 1 on supporting infrastructure investment in poor districts; project 2 on diversifying livelihoods and developing poverty reduction models; project 3 on supporting production development in the agricultural sector; project 4 on developing vocational education and sustainable employment; project 5 on supporting housing for poor and near-poor households; project 6 on communication and poverty reduction in information; project 7 on capacity building and program monitoring and evaluation.

At the inspection, the People's Committee of Da Bac district said that the current problem is that the allocation of 10% of the total central budget is facing many difficulties; the mobilization of local resources to reduce poverty for the locality has not met the support needs of the poor. Therefore, the People's Committee of the district proposed that the People's Committee of the province and the Department of Finance consider supporting the locality with capital from the central budget, provincial budget and other legal capital sources to support the district budget to implement the investment projects implementing the National Target Program on Sustainable Poverty Reduction.

Speaking at the inspection session, the Standing Vice Chairman of the Provincial People's Committee requested: Da Bac District continues to study and thoroughly implement the directive documents of the Provincial People's Committee, review, urge and remove difficulties for the locality. The Department of Finance focuses on capital sources to support localities in responding to investment projects in the area. Mobilize resources to eliminate temporary houses for households with housing difficulties, with special attention to the disadvantaged in society and pay attention to arranging residential land for households without land to build houses. The district strengthens the inspection of the program's implementation progress, especially closely inspecting and monitoring beneficiaries, implementation processes and program procedures.
