WILL STRICTLY HANDLE CASES OF ILLEGAL COLLECTION
Since the beginning of the school year, the leaders of the Department of Education and Training of Ho Chi Minh City have given strong instructions in meetings with the heads of the Department of Education and Training of Thu Duc City, districts, and principals of high schools and affiliated educational institutions, requiring strict implementation of revenue and expenditure work and clearly stating the responsibilities of school leaders.
The Ho Chi Minh City Department of Education and Training is conducting random inspections of schools and education and training departments regarding revenue and expenditure.

At the same time, in the 2023-2024 school year, for the first time, the Ho Chi Minh City Department of Education and Training will deploy a separate topic on inspecting the management of revenue, expenditure, and fundraising in schools... Along with that is a commitment to strictly handle cases of illegal collection. The inspection topic will last for 1 month (October 16 - November 16) chaired by the Department's Financial Planning Department.
Mr. Tran Khac Huy, Head of Financial Planning Department of Ho Chi Minh City Department of Education and Training, head of the inspection team, had specific discussions with Thanh Nien Newspaper reporters about this inspection plan.
Accordingly, the inspection is based on legal bases such as Decree 81 of the Government on the mechanism of collecting and managing tuition fees; Resolution 04 of the Ho Chi Minh City People's Council stipulating the collection items, collection levels, the mechanism for managing the collection and expenditure of support services and official dispatches to rectify the collection, expenditure, fundraising, and operating expenses of the parent-teacher association. On this basis, the Department of Education and Training strengthens the inspection, examination, and supervision of the management of collection and expenditure at the beginning of the school year, inspects the fundraising for education, and the operating expenses of the parent-teacher association. Thereby promptly correcting the situation of implementing collections that are not in accordance with regulations. In case there are signs of violations, transfer to the Department Inspectorate for handling according to authority.
UNANNOUNCED INSPECTION
Regarding the method of inspecting school revenues and supervising the management of revenues and expenditures, Mr. Huy said that the Financial Planning Department is in charge of developing the outline, advising on personnel for the inspection team and coordinating with specialized departments to inspect the collection and expenditures at the beginning of the school year, the mobilization of funding for education and the operating costs of the Parents' Association.
Preschool, primary, secondary and continuing education departments coordinate to inspect the professional activities of the education sector regarding the implementation of 2-session/day teaching programs, extracurricular programs, etc. In addition, they also inspect other educational activities related to fundraising and develop revenue and expenditure estimates for service revenues to serve and support educational activities.
Also during this inspection, the Department Inspectorate advised strict disciplinary action against unit heads who did not comply with regulations.
With this inspection plan, according to Mr. Tran Khac Huy, Department of Education and Training of Thu Duc City, districts, towns and high schools will prepare documents and reports on the organization and implementation of revenue, expenditure, and fundraising activities of the unit and the department will conduct unannounced, random inspections.
Thanh Nien reporter raised the question that if we only check according to the reports of the units, how can we ensure accuracy and detect violations of regulations? In response to this concern, Mr. Huy said that when districts and towns report, they have already reviewed one step ahead and corrected educational institutions from preschool to junior high school under their management. When the Department inspects, they will review reports, data, ask, query, verify information through supporting documents... Mr. Huy emphasized: "The viewpoint of the Ho Chi Minh City Department of Education and Training is that any mistakes will be handled immediately, there is no such thing as learning from experience. This shows the determination of the Department of Education and Training in correcting illegal revenue and expenditure so as not to negatively affect the education sector."

In the plan, the Department of Education and Training will randomly inspect about 1/3 of the education and training departments and 1/5 of the total of about 110 public high schools.

According to Mr. Tran Khac Huy, parents need to carefully study the regulations on collection and expenditure in schools, the regulations of the law, the Ministry of Education and Training, and the city. This will help parents determine which collection is correct and which collection is illegal. Parents need to provide full relevant information that they are reporting: School name; type, collection; collection level; collection time; reason for collection and proof of official collection notice from the school or individuals responsible for collection. The Department commits to receiving and strictly handling information reflecting correct information about illegal collections of schools.
