Go first and pave the way
Implementing the motto "People know, people discuss, people do, people inspect", in recent times, Son La province has always paid attention to building, perfecting and enhancing the capacity of the "Community Investment Supervision" model. The activities of the Community Investment Supervision Boards have made an important contribution to Son La province's effective implementation of investment programs and projects in the area, especially projects under the 3 National Target Programs.
Before starting to implement the National Target Program 1719, the People's Committee of Son La province issued Plan No. 215/KH-UBND dated August 31, 2022 on organizing monitoring and evaluating implementation. The Provincial People's Committee assigned the Ethnic Minorities Committee as the standing agency, responsible for advising, monitoring, and synthesizing the implementation status of the Plan to organize monitoring and evaluating the implementation of the National Target Program 1719 in the province.
The monitoring work was carried out with the motto "going first to pave the way" which contributed to policies being implemented in the right areas and meeting the needs of beneficiaries.
Like in Bo Mon village, Tu Nang commune, Yen Chau district; the whole village has 142 households, 720 people, including 2 ethnic groups Mong and Kinh living together.
Although the village has over 100 hectares of spring-summer corn, upland rice and 170 hectares of fruit trees; people also raise livestock and poultry, Bo Mon is still a particularly difficult village.
According to Mr. Mua A Chinh, Party cell secretary - Head of Bo Mon village, the reason is that the 3km long road from Provincial Road 13 to Bo Mon village, Tu Nang commune, Yen Chau district was previously a rough dirt road, difficult to travel, and difficult to sell agricultural products.
Therefore, when there was a policy to invest in infrastructure projects, through surveys and polls of people's opinions, although there was still a lack of village cultural houses, the Bo Mon people unanimously agreed to invest in the road.
In response to that expectation, from the capital source of the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period (National Target Program 1719), Yen Chau district allocated 7.6 billion VND to build a concrete road to Bo Mon village. The completed road helps people travel conveniently, especially during the agricultural harvest season.
Similarly, the investment in the Song village school project belongs to the Chieng La Kindergarten, Thuan Chau district. Through a survey of local needs, the unit assigned as the investor, the Thuan Chau District Construction Investment Project Management Board, identified the urgent needs of teachers and students here; from there, it advised the competent authority to approve the investment project for the Song village school project.
This project started in August 2024, with a total cost of more than 1.4 billion VND from the National Target Program 1719. After completion and put into use, Song village school will help 26 children and teachers have a spacious school and no longer have to study at the village's cultural house.
Go with the monitor
During the implementation of projects and works funded by the National Target Program 1719 in the area, supervision work has been given special attention by departments, branches and localities of Son La province; in which, thanks to promoting the "extended arm" of the Community Investment Supervision Board, the investment efficiency of the National Target Program 1719 has been maximized.
During the monitoring process, the Community Investment Monitoring Boards promptly detected violations in the construction, design, materials, environment and progress. For example, in 2023, Nam Gion commune (Muong La district) invested in a domestic water supply project for Den Din village, with a total amount of more than 2.2 billion VND from the capital of the National Target Program 1719.
During the supervision process, it was discovered that the construction unit did not comply with the technical economic report and design; was lax in directing and supervising workers, resulting in poor quality of the project; construction work at the site was interrupted...
According to Mr. Quang Van Bien, Vice Chairman of the Vietnam Fatherland Front Committee of Nam Gion Commune, Head of the Investment Supervision Board of Nam Gion Commune Community, the Board has recommended that the Commune People's Committee report to the District People's Committee, the investor and relevant agencies to direct the repair and put into use according to plan.
“From 2023 to now, the Commune Community Investment Supervision Board has conducted 10 supervisions of 8/9 investment projects in the commune. During the supervision process, 2 projects were discovered to have not been constructed in accordance with the design documents. The Community Investment Supervision Board has drawn up a record and requested the construction unit to take corrective actions,” Mr. Bien shared.
Along with discovering shortcomings and negative aspects, through supervision work, with the motto of "going together to implement", the Community Investment Supervision Boards in Son La province have promoted the people's ownership; thereby mobilizing resources from the people to increase investment efficiency.
In April 2024, Hung Nhan Village Cultural House, Chieng Pha Commune (Thuan Chau District) was completed and put into use. The project was invested by the District Construction Investment Project Management Board, with a total investment of 1.8 billion VND.
According to Ms. Hoang Thi Lan, Party Cell Secretary and Head of Hung Nhan Village, during the construction process, the Investment Supervision Board of the village community assigned 5 members to regularly supervise. All processes were publicly and transparently announced by the investor and contractor, so there were no violations. In addition to the funding supported by the State, the villagers contributed working days, worth nearly 40 million VND.

According to the report of the Ethnic Minorities Committee of Son La province, in the period of 2021 - 2025, the province was assigned 6,154.924 billion VND to implement 10/10 component projects of the National Target Program 1719. With a large capital source and many policy contents, the province pays special attention to inspection and supervision during the implementation process.
With the efforts of the entire political system and the proactive participation of the people, the implementation of component projects of the National Target Program 1719 in the province has achieved many positive results. By the end of 2023, the whole province has invested in the construction of 158 centralized domestic water works; solving the problem of scattered domestic water for 6,162 households. Strengthening facilities, equipment, and teaching aids for 179 ethnic boarding and semi-boarding schools...
2024 is the year the province is determined to make a breakthrough in implementing the National Target Program 1719. As of November, the whole province has supported residential land for 55 households; supported housing for 585 households; supported decentralized domestic water for 6,282 households; invested in 85 centralized domestic water works for 8,233 households; and arranged stable residential land for 715 households.
In addition, the province invested in 163 essential infrastructure projects to serve production and life in ethnic minority areas; 191 community activity houses; 2 standard commune health stations; 66 classroom buildings; 132 irrigation works and maintained 291 works in communes in ethnic minority areas. In addition, 57 vocational training models were implemented with 3,419 workers participating; job counseling and referrals were provided to 3,600 workers...
According to Mr. Nguyen Van Thu, Head of the Provincial Ethnic Minorities Committee, in 2025, Son La province will continue to decentralize and empower localities and people to implement the program to enhance the initiative and flexibility of all levels in management and implementation. In addition to synchronously implementing management measures, strengthening the integration of capital sources to focus on investment and support for disadvantaged communes and villages, the province will continue to promote and effectively implement the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", "The State and people work together" in implementing specific projects and models.
According to the preliminary report on the results of the review of poor and near-poor households in 2024, the poverty rate of Son La province decreased from 14.17% in 2023 to 11.1% in 2024, achieving the set target. The goal for 2025 is to reduce the poverty rate of the whole province to 8.17%.
