Checking the urban project of filling the mountain with soil to create a 'rockery' in Ha Long Bay

Residents in Quang Hanh Ward, Cam Pha City, Quang Ninh Province said that recently, many trucks carrying soil and rocks have been running one after another on the Ha Long - Cam Pha coastal road, carrying out leveling work for the urban area project in area 10B.

Currently, this project has filled in soil to create a road more than 1km long from the Ha Long - Cam Pha coastal road to the sea. It is worth mentioning that many rocky mountains are surrounded like "rockery", the filled soil and rocks make the sea water cloudy and change the color.

Today (November 5), the leader of Ha Long Bay Management Board said that he has sent a document to the Department of Natural Resources and Environment of Quang Ninh, the Department of Culture and Sports of Quang Ninh and the People's Committee of Cam Pha City to coordinate in inspecting the urban area project at area 10B in Quang Hanh ward, Cam Pha City.

Accordingly, through environmental monitoring work along the coast of Ha Long Bay (September 19), it was found that the urban area project in area 10B by Do Gia Capital Company Limited is dumping soil directly, without embankment, into the sea area belonging to the buffer zone of the world natural heritage of Ha Long Bay, protection zone 2 of the special national monument of Ha Long Bay.

Dumping soil directly into the waters of Ha Long Bay without environmental protection solutions will pollute the water environment, affecting the ecosystems of the natural heritage site and special national monument of Ha Long Bay.

This violates regulations on environmental protection and heritage protection according to the Law on Environmental Protection, the Law on Cultural Heritage, and the project's environmental impact assessment report approved by the People's Committee of Quang Ninh province.

The Ha Long Bay Management Board requested the Department of Natural Resources and Environment of Quang Ninh, the Department of Culture and Sports of Quang Ninh, and the People's Committee of Cam Pha City to inspect and require construction units to comply with the law on environmental protection and heritage protection. At the same time, there are solutions to prevent substances that pollute the environment and ecology of Ha Long Bay.

At the same time, the Department of Construction of Quang Ninh requested Do Gia Capital Company Limited to comply with the design documents and construction permits that have been assessed and granted. Take appropriate construction measures to ensure water circulation in the mangrove and coral reef areas on both sides of Highway 1. Minimize the impact on the overall landscape and environment of the world natural heritage of Ha Long Bay.

Propose that the People's Committee of Cam Pha City perform the function of state management of construction order management for the 10B urban area project. Inspect and supervise during the construction implementation process to ensure compliance with the design documents, construction permits that have been appraised, licensed, and environmental impact assessment reports approved by the People's Committee of Quang Ninh province. Take timely measures to prevent and promptly handle violations of construction order, acts that affect the environment and landscape of the world natural heritage of Ha Long Bay.
