* Drug crimes continue to become more complicated

Opening the questioning session, delegate Phung Van Thanh, Director of the Provincial Traditional Medicine Hospital, and the delegation of Trang Bom District raised the issue of management and control of illegal use of stimulants and addictive substances in the province.

Responding to this issue, Mr. Tran Anh Son, Deputy Director of the Provincial Police, said that the drug crime situation in the province in the first 6 months of 2023 continued to be complicated.

The provincial police have discovered 421 cases with 822 drug-related criminals, 123 more cases and 151 more subjects than the same period in 2022. Many drug trafficking rings with large quantities operating across countries and provinces have been discovered and dismantled by the police force. Typically, 6 cases with 11 subjects were arrested and prosecuted for illegally buying, selling, and transporting 45,000 ecstasy pills from Germany, France, and the Czech Republic to Vietnam via Tan Son Nhat airport and Noi Bai airport; then, through express delivery services, they were transferred to subjects in Dong Nai for distribution to the southern provinces for consumption.

“Young people think that using synthetic drugs, laughing gas, and e-cigarettes is not dangerous, not addictive, is stylish, classy, ​​and is often the final destination of fun. Therefore, the illegal use of drugs, laughing gas, and e-cigarettes is becoming more and more popular and younger, especially among teenagers, students, and pupils, leading to serious consequences,” said Deputy Director of the Provincial Police Tran Anh Son.

Although the illegal use of drugs and the number of drug addicts in the province have decreased, they are still at a high level. As of June 14, 2023, the total number of addicts in the province was 3,401 addicts and 677 illegal drug users. Many people use synthetic drugs for a long time, leading to mental disorders, loss of behavioral control, "stoned", causing social disorder and insecurity, causing anxiety and frustration among the people.

The situation of buying and selling electronic cigarettes is increasingly common in living areas, residences, stores in the province (especially stores near schools) and through social networking sites and e-commerce websites.

In fact, laughing gas is N2O gas pumped into a balloon, used by direct inhalation. N2O gas is not a drug but has a mechanism of abuse and addiction similar to opium. People who use N2O may experience mental disorders such as: memory loss, depression, suicidal behavior, psychosis (paranoia, hallucinations, agitation...), delirium.

For e-cigarettes, the law currently has no regulations or definitions, so there is no mechanism to control them. However, e-cigarettes contain many times more toxic nicotine than traditional cigarettes. Many people take advantage of mixing addictive substances or drugs into e-cigarettes. Long-term e-cigarette use leads to psychosis, paranoia, hallucinations, and the use of large amounts of e-cigarettes causes severe poisoning that can lead to death. Many cases require hospitalization due to e-cigarette use, affecting the behavior, lifestyle, physical and mental health of adolescents, students, and pupils, causing immediate and long-term consequences for economic and social life.

* Strengthen inspection, testing and handling

Faced with the above situation, the Provincial People's Committee has issued many directive documents to prevent and combat crimes and drug abuse, "laughing gas"; drugs "disguised" as food, drinks, electronic cigarettes, herbs; and manage electronic cigarettes in the province.

In the first 6 months of the year, the police discovered and destroyed 3 illegal N2O gas trading and storage points; including: destroying a drug trading, storage and illegal use point at Kosho bar (Bien Hoa city), seizing 21 N2O gas cylinders, 66 laughing gas balloon shells, 30 shisha cigarette boxes; destroying a illegal N2O gas trading and storage point in Binh Son commune, Long Thanh district, seizing 126 N2O gas cylinders, 210 shells used to store this type of gas; destroying a illegal N2O gas trading and storage point in Ho Nai ward, Bien Hoa city, seizing 35 gas cylinders containing N2O gas, 310 laughing gas balloon shells, 10 electronic cigarette boxes.

The Department of Industry and Trade has established a team to monitor the management and trading of new generation cigarettes in the province. As a result, 14 violations in trading of electronic cigarettes of unknown origin were inspected and handled, administrative fines of more than VND95 million were imposed, and 2,478 electronic cigarette machines were seized...

Delegates Phung Van Thanh, Ho Si Tien, and Le Ngoc Minh requested that the authorities clearly define the responsibilities in licensing 3 e-cigarette businesses in Bien Hoa City; the management of drug addicts who have not been sent to rehabilitation facilities; and recommend that the competent authorities clearly regulate the management and punishment of related violations.

Mr. Tran Anh Son, Deputy Director of the Provincial Police Department, explained that the licensing of electronic cigarette business for 3 business establishments in Bien Hoa City is the responsibility of the Bien Hoa City People's Committee. Regarding N2O gas business, the Ministry of Industry and Trade has only licensed 1 establishment in Nhon Trach District.

The provincial police are continuing to count the number of drug addicts in the community for management. Currently, there are 28 drug addicts without a clear place of residence, so the drug rehabilitation center does not accept them. 1,952 drug addicts are being treated at home and in the community, but the results are still modest because it is very difficult to treat drugs. The addicts' families are also busy with economic activities, so managing drug addicts is very difficult.

In the coming time, the Public Security sector will synchronously deploy many solutions. In particular, it will tighten the supply, especially from other provinces and cities to Dong Nai for consumption. At the same time, it will closely coordinate with functional sectors to manage addicts; solve jobs for drug addicts. For cases of drug addiction, the Public Security sector is continuing to prepare documents to send to the court to send them to compulsory drug rehabilitation, minimizing violations of the law...
