
Strengthen inspection
Road traffic accidents always dominate the total number of cases, deaths and injuries in the province. Alarmingly, in the first two months of 2023, there were 4 consecutive road traffic accidents with particularly serious consequences, killing 19 people and injuring 25 people.
Of these, 3 cases involved passenger and cargo transport vehicles. In fact, accidents involving commercial vehicles always leave catastrophic consequences.
It was not until the three particularly serious accidents mentioned above occurred that the authorities increased propaganda and control of these types of vehicles to ensure traffic safety.
Director of the Department of Transport Van Anh Tuan said that, closely following the directions of the Prime Minister, the Ministry of Transport, the Provincial People's Committee and the Provincial Traffic Safety Committee, in recent years, the sector has strengthened inspection and examination of compliance with legal regulations in automobile transport business activities, especially passenger transport business units.
Direct the inspection force to proactively and promptly review, develop and organize inspections and checks, focusing on groups of subjects at risk of causing traffic safety violations; large-scale passenger transport business units with a large number of vehicles, especially contract passenger transport.
The inspection content is mainly related to compliance with operating conditions of vehicles, vehicle drivers, transport operators; building and implementing traffic safety assurance procedures.
Chief Inspector of the Department of Transport - Mr. Truong Van Son said that in 2023, the unit conducted 2 inspections on compliance with legal regulations on business and conditions for passenger transport business for 28 units and 12 inspections (10 surprise inspections) related to passenger and cargo transport business by car. In the first 6 months of 2024 alone, the Department of Transport Inspectorate conducted 2 inspections at 32 operating units.
Thereby, the authorities have drawn up administrative violation records for dozens of cases; revoked many badges and temporarily revoked business licenses.
The Department of Transport Inspectorate requires units to immediately overcome limitations, especially ensuring conditions and standards for transport operators; ensuring traffic safety of vehicles participating in traffic; maintaining, servicing, installing and maintaining the operation of journey monitoring devices; journey cameras on vehicles...

Strictly handle violations
One of the key tasks that functional sectors have focused on implementing in recent times is to seriously and effectively implement Directive No. 10, dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring road traffic safety and order in the new situation.
The authorities have inspected and controlled passenger transport vehicles right at the departure point, preventing the situation of carrying more people than the prescribed number. Strengthening the inspection and handling of cargo vehicles, especially at the departure point, ports, stations and at sand, soil and stone mines; oversized, overloaded, and vehicles with extended walls and containers circulating on the road.
Statistics from April 19, 2023 to April 19, 2024, the functional forces of the Provincial Police discovered and handled 1,798 cases of violations related to load, fined more than 9.7 billion VND; revoked 448 driving licenses; revoked 69 inspection cases; revoked badges in 233 cases; and temporarily detained 65 violating vehicles.

Regarding the control of the operation of freight transport vehicles, the provincial interdisciplinary working group inspects and handles vehicles violating overload, oversized walls and containers and is currently performing official duties on key roads.
During 10 consecutive days on National Highway 14D (Nam Giang) in May, the joint force including the provincial traffic police and the Department of Transport Inspectorate stopped and inspected 86 semi-trailer trucks transporting goods.
Mr. Truong Van Son said that in addition to patrolling, controlling and handling violations, in 2023, the Department of Transport Inspectorate organized 3 conferences to disseminate legal regulations in passenger and cargo transport business to more than 150 units.
On June 17, the Department of Transport Inspectorate continued to organize a conference to disseminate laws on automobile transport business (phase 1 in 2024) for nearly 200 units of freight and passenger transport business by automobile and electric vehicle.
Through this, representatives of the transport business units are disseminated, thoroughly understood and guided on the latest legal regulations on business and conditions for transport business by car to know and comply with the regulations.
