On the afternoon of June 25, continuing the 7th Session, the National Assembly discussed in groups the contents of salary reform; adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.
Consider applying to public service units
Discussing at Group 1 (National Assembly Delegation of Hanoi), delegate Le Quan said that the nature of salary reform must go hand in hand with job position, work capacity and work results. Resolution 27 aims to pay salary according to job position, reforming the assignment and arrangement of work. Creative professional capacity and good skills require higher salaries. Currently, we are using degrees to rank salaries.
According to the delegate, the 30% increase in basic salary is important and he supports this policy. At the same time, he assessed that the implementation of 4/6 salary reform contents has made many progress points, including compensating income for those earning salaries below 3.2 - 3.5 million VND/month.
Citing some difficulties at Hanoi National University, delegate Le Quan suggested that any unit that builds job positions should be allowed to do so immediately and that consideration should be given to public service units, especially those that have implemented autonomy, and those in the education and health sectors.
Appreciating the efforts of the Government and the Ministry of Home Affairs, delegate Tran Thi Nhi Ha said that in the current situation, the plan submitted by the Government is the most feasible, ensuring stability during implementation.
Agreeing with the difficulties reported by the Government in building new salary tables and approving job positions, delegate Tran Thi Nhi Ha said that building job positions still has many difficulties, many positions have not been built because ministries, departments and branches have not yet provided guidance on those job positions.
Regarding the 5 funding sources for salary reform, according to delegates, the total funding demand for increasing the basic salary is about 913,000 billion VND, balanced in 3 years 2024-2026, however, the Government has not clarified whether it will increase the total state budget expenditure or reduce other expenditure sources.
In addition, delegate Tran Thi Nhi Ha also wondered about the application to public service units, specifically in the health sector, where service prices are structured with salaries and direct costs, so increasing salaries will increase health service prices.
At the same time, it is recommended to assess the impact of increasing consumer prices when increasing wages, recalculating personal income tax, considering family deductions...
There are measures to control consumer prices.
Agreeing with the Government's Report, delegate Truong Xuan Cu also said that the plan to increase the basic salary by 30% is very reasonable. According to the delegate, the Government has seen the shortcomings and difficulties and has frankly stated them in the report.
Therefore, it is necessary to further evaluate salary reform according to job position, actively streamline the payroll; at the same time, gradually reduce allowances for some inappropriate industries...
Appreciating the Government's efforts, however, delegate Nguyen Thi Lan said that for public service units in the health and education sectors implementing autonomy, a 30% increase in basic salary is very large.
“For agricultural schools, autonomy is already a great effort. When salaries increase, educational institutions will increase tuition fees, affecting students. Therefore, if we start implementing it from July 1, whichever unit is ready, we will implement it. The rest will have to do propaganda…” - delegate Nguyen Thi Lan expressed her opinion.
Concluding the working session, Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai said that through discussion, opinions expressed agreement with the Government's proposed plan, highly appreciating the Government and the Ministry of Home Affairs for frankly identifying difficulties and problems.
At the same time, the Government is requested to continue reporting to the National Assembly to assess the technical impact of the implementation source plan on public service units; it is recommended that units that are ready should implement it immediately, and those that are still facing difficulties must have a feasible plan.
In addition, it is recommended to consider family deductions when implementing personal income tax; have measures to control consumer prices, avoid the situation where wages have not increased but prices have increased...
