Delegate Lo Thi Luyen proposed to add to the draft revised Land Law that the act of stimulating earthworms to degrade the ecosystem and microorganisms in the soil is soil destruction.
Discussing the revised Land Law project on the afternoon of November 3, Deputy Head of Dien Bien delegation Lo Thi Luyen expressed concern that recently in many provinces and cities, there has been an increase in the use of electric shock to catch worms to sell to China.
"This behavior reduces the ecosystem and microorganisms in the soil, reduces soil quality, destroys the ecological environment, and causes resentment among the people. Because many people go into people's fields, gardens, and farms to stimulate worms," Ms. Luyen said.
Faced with this problem, some localities have applied penalties, but they have not been applied uniformly.
Therefore, Ms. Luyen suggested that it is necessary to strengthen the clear legal basis for this behavior, so that localities have a basis to prevent it.
The draft revised Land Law stipulates that land destruction is an act of deforming terrain, reducing soil quality, polluting soil, and losing or reducing the ability to use land for a defined purpose. The female delegate from Dien Bien proposed adding the act of "reducing the ecosystem and microorganisms in the soil" as land destruction, to strengthen the clear legal basis, helping localities have a basis to prevent the practice of electric shock to earthworms.
According to current government regulations, people who destroy land can be fined up to 150 million VND.
Earthworms include many species, belonging to the Oligochaeta subclass (genital-belted worms), Annelida phylum (annelid worms). In many countries, worms are also raised for waste treatment purposes. Thanks to earthworms, Australia has recycled about 20% of organic waste, contributing to solving ecological and waste problems, protecting the environment. Research shows that 100-200 grams of worms can process up to 300 kg of waste.
According to many scientific studies, each gram of soil has up to 6 million microorganisms living. Whether the soil is good or not depends on the number of microorganisms present in it. Earthworms are considered the "biological plows" of farmers, helping to loosen the soil; they are an important link in transforming soil nutrients, creating conditions for the production of beneficial organic substances, helping plants grow well.
The problem of electric shock to earthworms appeared a lot since 2019, then subsided. Recently, this situation has been rampant in Hoa Binh, Bac Giang, Son La, Tuyen Quang, Bac Giang... The worm shocker consists of two sharp rods connected to a large capacity electric battery, or uses batteries. When the iron rod is inserted into the ground, after only one minute, worms within about one square meter will crawl out.
The worms are caught, their internal organs are removed, dried and sold to agents who send them to China. About 13 kg of live worms will yield one kg of dried worms, which are sold for about 600,000 VND. Decree 91/2019 on administrative sanctions for violations in the land sector has identified acts of land destruction, but electric shock to earthworms has not been clearly regulated and there are no sanctions.
Many experts have proposed that the act of electrocuting earthworms to destroy the environment should be considered a crime.
