On March 17, the Hai Phong Economic Zone Management Board in collaboration with Vietnam Maritime University organized the Workshop "Southern Coastal Economic Zone - New driving force for Hai Phong's economic development".
According to the plan, the Southern Hai Phong Coastal Economic Zone has a total area of 20,000 hectares, along the coastal highway, the Van Uc River area, the Nam Do Son port and logistics area, the Tien Lang airport area, stretching from Do Son district to Kien Thuy, Tien Lang and Vinh Bao districts.
The Southern Hai Phong Coastal Economic Zone is a 3.0 generation, multi-industry eco-economic zone; focusing on high-tech industry, modern logistics; the hub of Hai Phong participating in the regional and global value and supply chain; paying attention to preserving cultural values and strengthening national defense and security. The Southern Hai Phong Coastal Economic Zone will be oriented to develop a free trade zone, prioritized to develop industrial park projects, industrial clusters, international logistics centers, urban areas along the coastal road, taking advantage of the Nam Do Son port planning area and the international airport in Tien Lang district.
By 2030, the Southern Hai Phong Coastal Economic Zone will become a key driving force of the Hai Phong city economy, equivalent to 80% of the capacity of Dinh Vu - Cat Hai Economic Zone in 2023. The economic zone plays a particularly important role in connecting with neighboring economic zones, forming a chain of coastal economic zones, serving as a driving force for the development of the whole region.

At the workshop, delegates emphasized that the establishment of the new economic zone is to take advantage of the development space of Dinh Vu - Cat Hai Economic Zone, especially in the context of a strong wave of investment from other countries into Vietnam. With an important position in the dynamic region of the Red River Delta, located in 3 important economic corridors, the South Hai Phong Coastal Economic Zone plays a particularly important role in connecting with neighboring economic zones, forming a chain of coastal economic zones, acting as a driving force for the development of the whole region.
Delegates also discussed and proposed development plans for the Southern Hai Phong Coastal Economic Zone on: industrial park development; urban development; traffic connection; green space, Nam Do Son port, the Northern Van Uc River Industrial Park, Tien Lang airport and forest ecosystem; at the same time, proposed a development roadmap, estimates and implementation solutions for each stage...

According to Mr. Le Trung Kien, Head of Hai Phong Economic Zone Management Board, in 2023, Hai Phong city will also sign a memorandum of understanding with the Port of Los Angeles and the Port of New York & New Jersey (USA) on developing a complex of seaports, airports, urban areas, industry, energy, and logistics with a scale of 5-10 billion USD.
According to the investment phase plan, in 2024-2025, the city will promote the proposal to establish this economic zone; in the 2026-2030 period, it will establish and submit for approval the general construction plan, invest in infrastructure construction, build functional areas and start attracting investment in secondary projects; after 2030, it will continue to complete the infrastructure, continue to attract investment...
Hai Phong currently has 14 industrial parks in operation, with synchronous investment in technical infrastructure with an area of over 6,000 hectares, an industrial production land fund of over 4,000 hectares, and an average occupancy rate of about 60.5%. These industrial parks play an increasingly important role in the economic restructuring towards industrialization and modernization, contributing to improving the business environment and enhancing competitiveness, promoting local development.
Hai Phong also has a plan to prepare for a new industrial development phase with a vision to 2050. According to the construction plan, in addition to economic zones, Hai Phong plans 25 industrial parks with a total maximum area of 15,777 hectares.
In 2023, Hai Phong was approved by the Prime Minister to invest in Xuan Cau Industrial Park and Duty Free Zone (752 ha) and Tien Thanh Industrial Park (410 ha). Up to now, the infrastructure construction progress of these two industrial parks is being accelerated; expected to be operational in 2024-2025.
In addition, Hai Phong will develop 13 new industrial parks with a total area of nearly 5,000 hectares, including Nam Trang Cat, Thuy Nguyen, Trang Due 3 and Giang Bien Industrial Parks with a total area of over 1,383 hectares, which have submitted applications for investment approval.

In 2023, although the world and domestic economic situation was affected and faced many difficulties, Hai Phong's economy was still in the top with the growth rate of gross regional domestic product (GRDP) ranking 5th in the country and 2nd in the Red River Delta, attracting a record of 3.4 billion USD in foreign direct investment (FDI), ranking 2nd in the country.
In 2024, Hai Phong expects to attract 2-2.5 billion USD in foreign direct investment (FDI). In the first two months of 2024, the total foreign investment capital attracted in Hai Phong reached 165.24 million USD, an increase of 26% over the same period; of which 11 new projects were granted in economic zones and industrial parks, reaching 149.18 million USD, (accounting for 99.27%);... To date, the city has 933 valid FDI projects with a total investment capital of 28.9 billion USD.
