TPO – Quang Ninh General Hospital, branch 2, with a total investment of 4,200 billion VND and a scale of 1,000 beds, will be built on prime land along the shore of Ha Long Bay, but the site has not yet been cleared due to some problems.
This is a modern, synchronous complex of buildings including examination, outpatient treatment, technical services, inpatient treatment, administrative management - comprehensive services and auxiliary infrastructure. |
The project has a total estimated investment of nearly 4,200 billion VND from the provincial budget, to be implemented from 2024 to 2028. |
However, until now, the site has not been cleared to be able to proceed with the next steps. |
There are many reasons leading to the above situation, including difficulties in determining the value of assets for compensation and the handling plan for this part of the assets. |
Because the factory was invested for many years and went through many different stages; the supporting documents are not fully demonstrated. |
In particular, through the inventory of assets within the project implementation boundary, there are many specific asset items that are not included in the unit price set prescribed by the Provincial People's Committee in Decision No. 45/2019/QD-UBND dated December 31, 2019 on promulgating the Regulation on the unit price set for compensation for assets attached to land when the State acquires land in Quang Ninh province and Decision No. 32/2020/QD-UBND dated September 18, 2020 on amending and supplementing a number of contents of the regulation on the unit price set for compensation for assets attached to land when the State acquires land in Quang Ninh province issued together with Decision No. 45/2019/QD-UBND dated December 3, 2019 of the Provincial People's Committee. |
Because this is a 'golden' land located on the shore of the heritage bay, before the Coal Screening Plant was relocated elsewhere, many real estate investors were interested. |
Initially, this area was planned to build an urban area of more than 60 hectares, of which more than 33 hectares was land of the Nam Cau Trang Coal Screening Plant. |
The rest is recovered from some households and neighboring agencies and units. The project has been approved for detailed planning at a scale of 1/500. There will be townhouses, villas, apartments, social housing... |
Later, this plan was canceled, instead, the detailed plan was adjusted in the direction of forming a land fund for tourism development, high-end commercial services connected with tourism products. |
The final option is to build a new Quang Ninh Provincial General Hospital. |
Currently, the basic facilities, equipment, and machinery serving the coal screening work of the factory are still intact, even though the factory has stopped operating since 2019. |
Once completed, the hospital will also be a research and practice facility for training, international cooperation and development of the Provincial General Hospital, gradually becoming a green, smart hospital model according to international standards. |
