No requirement to present household registration book or temporary residence book when carrying out social insurance procedures

On December 7, Vietnam Social Security issued Official Dispatch 4144/BHXH-VP on not requiring submission or presentation of household registration books and temporary residence books when carrying out administrative procedures of the Social Security Industry.

No requirement to present household registration book or temporary residence book when carrying out social insurance procedures.

Accordingly, implementing Decree 104/2022/ND-CP, Vietnam Social Security (VSS) has reviewed administrative procedures and public services under the authority of the sector and abolished the document component of "household registration book, temporary residence book" in administrative procedures in the fields of social insurance collection, health insurance, unemployment insurance, occupational accident and disease insurance, issuance of social insurance books and health insurance cards.

Currently, the administrative procedures under the jurisdiction of Vietnam Social Security no longer have any administrative procedures regulating the provision and presentation of household registration books and temporary residence books (Decision 490/QD-BHXH dated March 28, 2023; Decision 948/QD-BHXH dated June 5, 2023; Decision 1318/QD-BHXH dated September 19, 2023 of Vietnam Social Security). At the same time, Vietnam Social Security has completed the connection with the national population database, ensuring the service of looking up and verifying citizens' information and issued Official Dispatch 1796/CNTT-PM dated August 25, 2023 guiding the implementation.

Vietnam Social Security requires provincial Social Security agencies not to request the provision or presentation of household registration books during the process of receiving, processing, and returning administrative procedure results, and to note the following:

(1) Strictly implement Decision 475/QD-BHXH dated March 27, 2023 of Vietnam Social Security on promulgating the Regulation on organization and operation of the Department of Receiving and Returning Results of Handling Administrative Procedures under the one-stop and one-stop mechanism in the Vietnam Social Security sector. Ensure that the components of the dossier are in accordance with the regulations in the Decisions promulgating administrative procedures of Vietnam Social Security: Decision 222/QD-BHXH dated February 25, 2021; Decision 538/QD-BHXH dated April 4, 2023 and Decision 1318/QD-BHXH dated September 19, 2023; additional documents not required are not required.

(2) Personal identity authentication applies to all cases of submitting administrative procedure settlement dossiers to resolve the right person and in accordance with regulations. Authentication information is looked up and exploited through one of the following forms:

- Through the function of looking up citizen information from the National Population Database on the software for collecting and managing books and cards according to the instructions in Official Dispatch 1796/CNTT-PM of Vietnam Social Security.

- Through the citizen's electronic identification account displayed in the VneID application (in case people provide information via the VNeID application) according to the instructions in Official Dispatch 2048/BHXH-VP dated July 5, 2023 of Vietnam Social Security on the use of information and documents integrated on VNeID in receiving records and returning results of administrative procedure settlement.

- Use a reader device that has been connected online to the National Population Database, including a QRCode reader or a chip reader on a chip-embedded Citizen Identification card (In case the Vietnam Social Security has equipped a QRCode reader or a chip reader on a chip-embedded Citizen Identification card).

(3) In cases where information has been looked up using the above methods but there is no data for verification, the officer receiving the administrative procedure settlement file is required to request the citizen to submit a copy or present valuable documents proving information about residence: Certificate of residence information, Notice of personal identification number and citizen information in the National Population Database.

(4) For administrative procedures requiring submission of documents at the place of residence but the citizen submits the documents at a place other than the place of residence stated on the Citizen Identification Card or Identity Card (still valid), follow the instructions in (2), (3).
