The Ho Chi Minh City People's Committee has just issued a plan to strengthen road traffic order and safety in the new situation to effectively implement Prime Minister's Directive 10/2023.
One of the key tasks in the coming time of Ho Chi Minh City is to tighten discipline, strengthen inspection, examination, investigation, and strictly handle violations of the law, wrongdoings, and negative acts of state management agencies and law enforcement forces on traffic. All cadres and party members who violate traffic laws must be reported to their agencies and units.
The Ho Chi Minh City People's Committee requested to focus on detecting and strictly handling violations that are the main causes of serious traffic accidents such as speeding, alcohol and drug violations, vehicle extensions, and overloading.
Regarding violations of alcohol concentration, the Ho Chi Minh City People's Committee noted that it must be dealt with resolutely, not to relax management and control of alcohol concentration for the sake of economic and tourism development. Ho Chi Minh City Police must strengthen control of transportation activities, thoroughly eliminating the mentality of a part of the population of "waiting for the peak to end" and then reoffending.
In addition, coordinate with research departments to contribute ideas to amend and supplement regulations in the direction of increasing fines and forms of punishment, especially for drivers with alcohol concentration and intentional violations, repeated violations; propose to add compulsory forms of punishment such as community service, deduction of driving license points, etc.
The Ho Chi Minh City People's Committee also assigned the Department of Transport to conduct a comprehensive review of "black spots" and potential traffic accident risk points to propose solutions and roadmaps to overcome them, to be completed in the third quarter of 2023.
