On the afternoon of November 29th, the Ho Chi Minh City Department of Education and Training (GD-ĐT) held a conference to review the first 10 years of implementing Project 5695 "Teaching and learning science and English subjects integrated with the English and Vietnamese curricula" (also known as the integrated English program).

According to the Ho Chi Minh City Department of Education and Training, on November 20, 2014, the Ho Chi Minh City People's Committee issued Decision No. 5695 approving the "Project on teaching and learning mathematics, science , and English integrated with the English and Vietnamese curricula in Ho Chi Minh City".

Initially, Project 5695 was implemented in a number of schools under the Department of Education and Training and in some central districts of the city. Based on the positive results achieved in the first implementation units and the high demand from parents, the Department of Education and Training and the People's Committees of the districts and counties expanded the program to many other schools. From 2014 to 2024, the number of students participating in the program gradually increased each year.

Specifically, in 2014, only 18 schools in 3 districts with 600 students participated in the integrated English program. After 10 years of implementation, over 160 schools in 20 districts with more than 30,000 students have participated in the program.

The human resources for teaching the integrated English program are a team that receives regular training and proficiency assessments. Teachers hold international English teaching certificates such as TESOL, CELTA, or TEFL. This team regularly participates in intensive training courses on teaching mathematics and science in English.

When implementing integrated English programs in schools, classrooms are equipped with projectors, interactive whiteboards, and modern learning aids to facilitate the teaching of subjects in English. In addition, schools deploy learning software and advanced technological applications to support students in their studies.

The results of implementing the integrated English program over the past 10 years are clearly demonstrated through the quality of education. Specifically, at the primary level, over 93% of students achieved a good or excellent grade, and at the secondary and high school levels, over 80% of students achieved a good or excellent grade.

The pass rate for the Pearson Edexcel certificate (the output standard of the Integrated English program) is 86% in primary school, 92% in lower secondary school, and 96% in upper secondary school. Most students achieve the corresponding level according to the Ministry of Education and Training's 6-level foreign language proficiency framework and the European Common Framework of Reference for Languages ​​(CEFR). In particular, students excel in the English program, especially in situations related to academics and science.

According to Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, in implementing Conclusion No. 91 of the Politburo with the orientation of gradually making English the second language, Ho Chi Minh City intends to continue implementing Project 5695 with the following contents and requirements:

The implementation of the integrated English program requires additional solutions aligned with Conclusion No. 91 to contribute to promoting English as a second language and readiness for integration. Ho Chi Minh City will cooperate with international educational organizations to update the curriculum and access advanced educational methods, creating opportunities for students to participate in international exams, seminars, and academic exchanges.

As a partner in implementing the city's Project 5695, Ms. Nguyen Phuong Lan, General Director of EMG Education Group, stated that the success of Project 5695 is a prerequisite for continuing to make English the second language in schools.

According to Ms. Lan, the success of this pioneering model will provide a favorable foundation for Ho Chi Minh City to make English the second language in schools, as required by Conclusion No. 91 of the Politburo dated August 12, 2024.

From the perspective of EMG Education, a partner in implementing the Integrated English program, four key conditions must be met for the program's success: a consistent, effective, and successful "four-party" cooperation model; a team of excellent teachers; a high-quality curriculum framework utilizing advanced technology and meeting international standards; and the creation of a practical English learning environment, allowing students to learn anytime, anywhere, not just during classroom hours.

Ms. Tran Thi Dieu Thuy, Vice Chairwoman of the Ho Chi Minh City People's Committee, said that over the past 10 years, the education sector needs to reassess its difficulties and limitations in order to learn from experience.

On behalf of the city's leadership, I affirm our determination to persevere and implement this program,” Ms. Thuy emphasized.

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, stated that after 10 years of implementation, Project 5695 has proven to be effective and sustainable. Students have improved their skills and qualities in subjects taught in English. Deputy Minister Pham Ngoc Thuong emphasized that the gradual transition to English as a second language in schools should not be implemented indiscriminately, but only in areas where conditions permit. He also expressed his hope that Ho Chi Minh City and Hanoi would lead the way in promoting English as a second language in education.
