On the afternoon of November 29, the Department of Education and Training (GD-DT) of Ho Chi Minh City held a conference to review 10 years of implementing project 5695 "Teaching and learning science subjects and English integrating English and Vietnamese programs" (also known as the integrated English program).

According to the Department of Education and Training of Ho Chi Minh City, on November 20, 2014, the People's Committee of Ho Chi Minh City issued Decision No. 5695 approving the "Project on teaching and learning math, science and English integrating the British and Vietnamese programs in Ho Chi Minh City".

Initially, Project 5695 was implemented in a number of schools under the Department of Education and Training and in a number of central districts of the city. From the positive results achieved in the first implemented units, the demand of parents increased, the Department of Education and Training and the People's Committees of districts and towns expanded to many other schools. From 2014 to 2024, the number of students participating in the program increased gradually over the years.

Specifically, in 2014, only 18 schools in 3 districts with 600 students participated in the integrated English program. After 10 years of implementation, there have been over 160 schools in 20 districts with more than 30,000 students participating in the program.

The human resources for teaching the integrated English program are trained and periodically tested. Teachers have international English teaching certificates such as TESOL, CELTA or TEFL. This team regularly participates in intensive training courses on teaching math and science in English.

When implementing the integrated English program in schools, classrooms are equipped with projectors, interactive boards and modern learning aids to serve the teaching of subjects in English. In addition, schools also deploy learning software and advanced technology applications to support students in their studies.

The results of implementing the integrated English program over the past 10 years are clearly demonstrated through the quality of education. Specifically, at the primary level, over 93% of students achieved good - excellent results, and at the secondary - high school level, over 80% of students achieved good - excellent results.

The rate of achieving the Pearson Edexcel certificate (output standard of the Integrated English program) in primary school is 86%, secondary school is 92%, high school is 96%. Most students achieve the corresponding level according to the 6-level foreign language proficiency framework of the Ministry of Education and Training and according to the European reference framework (CEFR). In particular, students participating in the English program, especially in situations related to academics and science.

According to Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, implementing Conclusion No. 91 of the Politburo with the orientation of gradually making English a second language, Ho Chi Minh City is oriented to continue implementing Project 5695 with some contents and requirements as follows:

The implementation of the integrated English program needs some additional solutions according to Conclusion No. 91 to contribute to promoting English as a second language and being ready for integration. Ho Chi Minh City will cooperate with international educational organizations to update the curriculum and access advanced educational methods, creating opportunities for students to participate in international exams, seminars, and study exchanges...

As a partner in implementing the city's project 5695, Ms. Nguyen Phuong Lan - General Director of EMG Education Group, said that the success of project 5695 is the premise for continuing to make English the second language in schools.

According to Ms. Lan, the success of this pioneering model will be a favorable foundation for Ho Chi Minh City to make English the second language in schools as required in Conclusion No. 91 of the Politburo dated August 12, 2024.

From the perspective of the unit accompanying the implementation of the Integrated English program, the representative of EMG Education proposed that to successfully implement the program, it is necessary to ensure 4 key conditions: A consistent, effective and successful "four-house" cooperation model, a team of good teachers; Building a high-quality, advanced technology application program framework that meets international standards; Building an environment for practical English application, learning anytime, anywhere, not just limited to classroom hours.

Students have improved their capacity and qualities in English subjects. Deputy Minister Pham Ngoc Thuong said that gradually making English a second language in schools is not done horizontally, but only in places with conditions; at the same time, he hopes that Ho Chi Minh City and Hanoi will be the leading locomotives of education in gradually making English a second language.
