Caring for people's lives
In his Testament, President Ho Chi Minh advised: "The Party must have a good plan to develop the economy and culture, in order to constantly improve the people's lives". A short sentence, but it clearly summarizes the highest goal of the revolutionary cause is to bring a prosperous and happy life to the people. At the same time, it is also his heartfelt advice to the entire Party and is also one of the most important contents. From Uncle Ho's teachings, the province's socio-economic development policies and strategies in recent years have always aimed at the goal of constantly improving the people's material and spiritual lives. Resolutions that are suitable to reality and in line with people's aspirations have quickly come into life, received the people's approval, response and implementation. From the Party's resolutions, the people have truly benefited.

The rural road concreting program originated from the Resolution of the 15th Provincial Party Congress, term 2010 - 2015, and now Resolution 55 of the Provincial People's Council approving the Project on concreting rural roads and building bridges on rural roads, period 2021-2025. With the motto "The State and the people work together", all levels and sectors in the province have done a good job of mass mobilization and propaganda so that people clearly understand the benefits of building rural roads and actively participate in the implementation. Nearly 4,000 km of rural concrete roads, intra-field concrete roads, and hundreds of bridges have been built. New roads and bridges have created an important driving force for rural development. Many highland villages that were previously almost isolated from the outside world now have wide roads, and cars can reach the village.
To improve the lives of farmers, the province has proposed many policies for rural agriculture to develop commodity agriculture. To concretize the resolution, the province has many support policies, typically Resolution 03 of the Provincial People's Council on policies to support the development of agricultural, forestry and fishery production; OCOP products and new rural construction. The resolution has helped people change from small-scale, fragmented production thinking to production thinking according to linked, multi-value commodity chains, improving product competitiveness. People actively implement support mechanisms and policies; apply science and technology to production, the value of cultivated land is increased, production organization is gradually innovated, developed and improved in efficiency. The whole province has 69 communes recognized as meeting NTM standards, of which 10 communes meet advanced NTM standards, 1 commune meets model NTM standards; There are 191 OCOP products in 94 communes, wards and towns of 134 entities.

The people here are very excited. The achievements today satisfy the people's dreams. The people are grateful to the Party and the State for supporting money, technology, and guiding people to do business and build a prosperous life.”
Determination to reduce poverty
Implementing Uncle Ho's Testament, constantly improving people's lives in recent years, Tuyen Quang province has become a typical example in poverty reduction in the northern mountainous region. Party committees and local authorities at all levels have identified poverty reduction as an important, regular, and long-term political task of the entire political system and society. The province has implemented many diverse support programs, from financial support, preferential loans to vocational training and transfer of production techniques to the people. These flexible policies are designed to suit the specific conditions of each region and each household.
Thanks to the continuous efforts of the local government and the consensus of the people, the province has achieved many encouraging results in improving living standards, reducing the poverty rate, and promoting sustainable socio-economic development. Poverty reduction efforts do not stop at the economic sector but also cover the cultural and social sectors. The cultural values of ethnic minorities in the province are preserved and promoted to become one of the unique tourism products. Social security is given special attention with many policies such as: Support for funding to build houses for the poor, subsidies for the elderly, health insurance for poor households, near-poor households, ethnic minority areas...
In 2023, the poverty rate will decrease to 14.03%, and the near-poor rate will be 6.51%. It is expected that in 2024, the poverty rate in the whole province will decrease to 10.95%, the average decrease in the period of 2022 - 2024 will decrease by 4.17%/year, completing the target of the Resolution of the 17th Provincial Party Congress and the Plan for the period of 2021 - 2025 one year ahead of schedule. In 2023, the average income per capita will reach over 56 million VND/person/year, an increase of 4.4% compared to 2022, and is expected to reach over 60 million VND/person/year in 2024.
Ms. Trang Thi Den, Pac Cung village, Thuong Nong commune (Na Hang) shared: “In the past, our San Chi ethnic group was very poor, there was no road, no electricity. Every time there was a shortage of food, the whole village had to go hungry. Now it is different, there is electricity, roads, a cultural house, classrooms for children, and irrigation canals to develop production. People are taught farming techniques, doing business smoothly, and are no longer poor like before. Not only that, the village also has Shan Tuyet tea trees to help people get rich. The life of our village has changed a lot.”
The encouraging results from poverty reduction work are a testament to the determination of the entire political system and local people in improving their lives. The rural appearance in mountainous districts is increasingly improving. From a mountainous province with a small economic scale, poor facilities, backward infrastructure, and many difficulties in people's lives..., Tuyen Quang is now confidently striving to become a fairly developed, comprehensive, and sustainable province in the Northern mountainous region.
On the occasion of the 55th anniversary of the implementation of President Ho Chi Minh's Testament, the Party Committee and people of Tuyen Quang respectfully remember and express gratitude for the deep affection, kindness and immense contributions of Uncle Ho.
