Continuously improve the quality of Party's document and archive work.

Document and archive work is one of the important contents in management, direction and operation, directly affecting the settlement of daily work and the quality and efficiency of the activities of agencies and units. Because of that importance, based on the requirements and tasks set out, the agencies in the province have issued full documents to deploy and guide the professional work of documents, archives and protection of state secrets.

In the past 5 years (from 2018 to present), the Provincial Party Committee Office has organized inspections and professional guidance at 18 district-level units, fronts, unions and 11 commune-level Party Committees. 10/10 district Party Committees also organized inspections and professional guidance for subordinate Party Committees. Thereby, errors were promptly detected and corrected, and professional difficulties were resolved, especially the implementation of legal regulations on protecting state secrets in document and archive work. Statistics from the Provincial Party Committee show that from January 2018 to September 2023, the Provincial Party Committee archives served over 1,300 users with nearly 1,121,000 documents. The archives of district-level Party Committees served over 1,270 users with more than 2,737 documents.

The Provincial Party Committee Office also digitized incoming documents, issued and transferred 6,100 outgoing documents (100%). At the same time, it received and processed 28,000 incoming documents, of which 22,000 were received via the Party's wide area network; updated and added to the database of records and document categories of the Provincial Party Committee's archives 3,200 records and over 71,700 documents. The offices of district-level Party Committees, provincial Party Committee departments, and affiliated Party Committees issued 38,700 outgoing documents and received 92,100 incoming documents of all kinds, most of which were converted into electronic documents.

According to the assessment of the Provincial Party Committee, the work of documents and archives has increasingly had many remarkable changes. The system of documents directing and guiding professional work has been fully issued, creating a legal basis for the implementation of unified document and archive work from the province to the grassroots level. However, the collection of some documents for the archives has not met the requirements; the work of collecting and editing documents is not complete. The majority of staff doing document and archive work at all levels have not been properly trained in their majors; their professional qualifications are limited, they have to take on many jobs or change frequently, which significantly affects the quality of document and archive work...

At the conference to review 5 years of implementing the document and archive work of the Party, the Vietnam Fatherland Front Committee and socio-political organizations that just took place, comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee requested Party committees at all levels to strictly implement regulations in all stages of the document and archive work process. Leaders at all levels need to tighten discipline, avoid abuse of power; seriously, synchronously, scientifically and strictly implement document and archive work. Document work must comply with regulations, within authority, ensuring scientific, strict and confidential information and documents. Promote reform of processes and procedures, reduce documents and papers; apply information technology, digital transformation. For archival work, it is necessary to safely preserve documents; organize exploitation, effectively promote the value of archived documents, focusing on fire and explosion prevention.
