Speaking at the 13th Party Central Committee Conference on November 25, 2024, General Secretary To Lam emphasized that the streamlining of the political system is closely related to the new era - the era of national development. According to the General Secretary, the new era will begin at the 14th Party Congress (scheduled to take place in January 2026).
The top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income.
Time does not wait. That is because up to now, the innovation and arrangement of the organizational apparatus has not been synchronized; the organizational apparatus of the political system is still cumbersome and multi-layered; the functions, tasks, and powers among many agencies are still overlapping, decentralization and delegation of power are not synchronized, and the effectiveness and efficiency of operations are not high.
The low efficiency of the state apparatus is one of many reasons why labor productivity in our country is very low.
The General Statistics Office (Ministry of Planning and Investment) said that the labor productivity of the entire Vietnamese economy in 2023 at current prices will only reach 199.3 million VND/person (equivalent to 8,380 USD, an increase of 274 USD compared to 2022).
At constant prices, labor productivity increased by 3.65%. According to the World Bank (WB), in terms of purchasing power parity (PPP), Vietnam's labor productivity increased by an average of 4% per year in the 2021-2022 period, ranking second in Southeast Asia (the world's average increase is 2%).
However, in absolute terms, Vietnam's labor productivity in 2022, calculated in USD at purchasing power parity of 2,400 USD, is only 11.4% of Singapore, 24.7% of South Korea, 26.3% of Japan, 35.4% of Malaysia, 64.8% of Thailand, 79% of Indonesia and 94.5% of the Philippines.
Labor productivity is one of the main measures to assess the level of development of a country.
The 13th National Party Congress set the target of increasing average social labor productivity in the 2021-2025 period by more than 6.5% per year.
Then, on November 8, 2023, the Prime Minister signed Decision No. 1305/QD-TTg approving the "National Program on Labor Productivity Growth to 2030" with the goal that by 2030, labor productivity will become an important driving force for rapid and sustainable growth, striving for Vietnam to be among the top three ASEAN countries in terms of labor productivity growth rate by 2030.
To achieve this goal, the National Program on increasing labor productivity by 2030 sets out 6 main groups of tasks and solutions, including promoting economic restructuring associated with renewing the growth model based on science, technology, knowledge, innovation and high-quality human resources; perfecting the legal framework, creating a favorable environment to promote business development, start-ups and innovation; mobilizing and effectively using all internal and external resources to improve labor productivity; promoting economic space restructuring, enhancing the competitiveness of industries.
At the Forum "Improving national labor productivity by 2024" (May 2024), Prime Minister Pham Minh Chinh emphasized that improving labor productivity is an important, urgent, strategic and long-term task of the entire political system - the shortest way for our country to catch up with developed countries in the world, progress together and surpass in building and developing the country quickly and sustainably.
Since the 11th Congress (January 2011), our Party has identified human resource development, along with institutions and infrastructure systems, as three strategic breakthroughs for national development in the new period.
The revolution in state apparatus organization that General Secretary To Lam has just launched is closely related to the strategic breakthrough in institutions and also related to the strategic breakthrough in human resource development.
Regarding the removal of institutional bottlenecks, in the article dated November 5 titled: "Refined - Lean - Strong - Effective - Efficient - Effective" General Secretary To Lam clearly stated that the first key task is to build and organize the implementation throughout the political system of the overall model of the organization of the Vietnamese political system to meet the requirements and tasks in the new revolutionary stage.
Focus on summarizing 7 years of implementing Resolution No. 18 at the 6th Conference of the 12th Central Executive Committee - "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" - seriously and comprehensively assess the situation and results achieved, advantages and disadvantages; propose and recommend to the Politburo and the Central Executive Committee on innovation and reorganization of the apparatus of the political system.
The second key task is to focus on perfecting the institutions in the spirit of “running and lining up at the same time” to quickly put the Party’s policies into practice. Review relevant legal regulations to proactively prepare for amendments, supplements or new issuances in accordance with regulations, ensuring that the Party’s policies are implemented as quickly as possible after being unanimously approved by the Central Committee.
Focus on perfecting the law on the organization and operation of agencies in the political system, associated with the spirit of promoting decentralization and delegation of power to localities; the Central Government, the Government and the National Assembly strengthen institutional perfection, play a constructive role and strengthen inspection, supervision and maximum reform of administrative procedures, reduce costs, and create the greatest convenience for people and businesses.
The third key task is to combine streamlining the organizational apparatus with restructuring the staff with sufficient qualities and abilities to match the tasks, reasonable staffing, and standardization of positions. Issue regulations on the framework of standards and criteria for arranging staff at each level, from the central to the grassroots level, for each type to proactively review and determine if they can be arranged immediately.
Strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in a practical direction, because finding people, on the basis of specific measurable products, has no forbidden areas, no exceptions in evaluating cadres. Have an effective mechanism to screen and remove from work those who do not have enough qualities, capacity, prestige and to use those with outstanding capacity.
Time does not wait. That is because the time to celebrate 100 years of Vietnam under the leadership of the Party and 100 years of the founding of the country is not far away.
The General Secretary requested that in order to achieve strategic goals, we must not only make extraordinary efforts but also not be allowed to delay or slacken; urgently carry out a revolution in streamlining the organizational apparatus of the political system.
