On April 10, Secretary General of the National Assembly Bui Van Cuong announced Resolution No. 1035/NQ-UBTVQH15 on questioning activities at the 31st Session of the Standing Committee of the 15th National Assembly.
In the Resolution, the National Assembly Standing Committee requested the Government, Prime Minister, Ministers, and Heads of ministerial-level agencies to focus on implementing a number of key tasks and solutions, creating strong changes in state management in the questioned fields.
For the financial sector , the requirement stated in the resolution is to comprehensively develop the insurance market to meet the needs of individuals and organizations in the economy. Diversify and professionalize insurance distribution channels to facilitate customers' access to insurance services, especially low-income customers; publicize and make transparent information about insurance products and companies; improve the quality of insurance consulting.
Strictly implement the provisions of the Law on Insurance Business and the Law on Credit Institutions on not forcing organizations and individuals to buy insurance in any form, especially selling insurance with banking products. Continue to strengthen inspection and supervision of the activities of insurance companies and strictly handle violations, the resolution stated.
The National Assembly Standing Committee also requested the completion of the legal framework for the fields of lotteries, betting, casinos and prize games. By 2025 at the latest, complete the amendment of Decree No. 06/2017/ND-CP dated January 24, 2017 of the Government on betting business on horse racing, dog racing and international football.
Gradually restructure the lottery market towards modernity, openness, transparency, in line with international practices; promote the application of information technology in lottery management and business activities; use revenue from lottery and prize-winning games for investment and development, focusing on investment in the fields of health, education, social security and key inter-regional programs and projects, important national projects serving socio-economic development; at the same time, strengthen management, inspection, examination and handling of violations, ensuring security and social order.
The post-questioning requirement is to continue building a standardized, modern Vietnam Customs, on par with the customs of developed countries in the world. By 2025, basically complete Digital Customs with 100% of administrative procedures in the field of licensing, specialized inspection for export, import, and transit goods carried out through the National Single Window; 100% of administrative procedures with high demand for use are provided with full-process online public services; build and develop a modern electronic customs data processing system, and a team of qualified customs officers at all levels, meeting the requirements of implementing Digital Customs.
Proactively and promptly analyze and forecast market prices to develop and update operational scenarios to control inflation according to the targets set by the National Assembly. Continue to adjust public service prices according to the roadmap for goods managed by the State according to market principles, on the basis of assessing and carefully calculating impacts to avoid causing major disruptions to price levels. By 2025, complete the national price database system, ensuring the ability to connect data to ministries, branches and localities. Proactively forecast and have plans to ensure supply and demand balance for essential goods such as gasoline, construction materials, food, pork, fresh food products, agricultural supplies, transportation services, etc., to avoid shortages and disruptions in goods sources that cause sudden price increases, the Resolution stated.
Strengthening the work of preventing and combating corruption and negativity, practicing thrift and combating waste in the entire industry, especially in the fields of customs and prices; at the same time, inspecting and examining the compliance with the law, implementation of administrative procedures and performance of public duties by officials and civil servants, promptly and strictly handling violations, the National Assembly Standing Committee noted.
Regarding the field of diplomacy , the Resolution states to promote economic diplomacy to serve national development until 2030. Strengthen the review and supervision of the implementation of international treaties and agreements; in which, focus on important treaties and agreements.
Strengthen and improve the operational efficiency of Intergovernmental Committees and Bilateral Joint Committees. Timely warn of risks, technical barriers, and risks of trade disputes to propose appropriate policy adjustments; support the verification of foreign partners, and protect the legitimate interests of businesses. Promote the export of Vietnamese goods to large markets with great potential. Strengthen coordination in negotiating the opening and upgrading of border gates to develop the economy, especially the trade economy in border areas and border gates. Develop standards and implement solutions to effectively develop the industry providing products and services that meet the standards for Muslims (Halal) in Vietnam, and expand access to the Halal market with great potential.
After the questioning, the diplomatic sector was also asked to promote the role of the network of Vietnamese representative agencies abroad, as a bridge to support all levels, sectors, businesses and localities to access and seize opportunities in science - technology, education and training, digital development trends, digital transformation, green transformation, etc. Continue to advise and promote the signing, amendment and supplementation of agreements and arrangements; negotiate and sign new Free Trade Agreements (FTAs) in a selective direction, prioritizing new-generation FTAs on the principle of ensuring the highest national interests and promoting international trade relations in depth, efficiency and substance.
Continue to improve the effectiveness, innovate the content, form and methods of cultural diplomacy, foreign information and propaganda; actively and proactively cooperate bilaterally and multilaterally on tourism. Closely link cultural diplomacy with economic diplomacy, contributing to promoting exports, attracting investment, tourism, scientific and technological cooperation, innovation, creating favorable conditions for the country to develop rapidly and sustainably. Continue to promote the advantages of representative agencies and overseas Vietnamese communities in promoting and advertising tourism. Promote and diversify forms of teaching Vietnamese to overseas Vietnamese and foreigners in Vietnam.
Promote cooperation between Vietnam and UNESCO in preserving and promoting cultural heritages. Make good use of digital platforms to promote the image of Vietnam and its people more effectively and creatively; strengthen coordination in developing plans and programs to promote tourism, combined with trade and investment promotion activities. Proactively propose expanding the list of unilateral visa exemptions; promote negotiations and signing of international treaties on visa exemption for ordinary passport holders with a number of countries on the basis of reciprocity.
The task of the diplomatic sector is also to research, develop and perfect institutions and policies on the protection of citizens and Vietnamese people abroad. Comprehensively and effectively implement citizen protection work and work for Vietnamese people abroad. Review and perfect regulations, financial mechanisms, and procedures for handling citizen protection work, have plans to be ready to evacuate citizens, especially in areas at risk of conflict; build an inter-sectoral coordination mechanism to protect citizens in crisis situations; closely cooperate with host countries to rescue citizens subject to forced labor and victims of human trafficking. Strengthen inspection and supervision work, prevent corruption and negativity in the implementation of citizen protection.
The resolution also requires the improvement of the organizational structure and the quality of the diplomatic staff. Researching the regime and policies related to diplomatic ranks and ranks for domestic diplomatic staff; policies for members of Vietnamese representative agencies abroad to meet foreign affairs requirements, in balance with the common level of the ASEAN region. Focusing on training and fostering staff, promoting and attracting talents.
Strengthen research, consulting, and strategic forecasting on foreign affairs; be sensitive to detecting new issues, accurately identifying opportunities, correctly positioning the country's strategic position, and taking advantage of international trends to proactively have appropriate foreign policies, decisions, and steps. Urgently issue the Project on Strategy for Building and Developing the Diplomatic Sector to 2030, with a vision to 2045.
