Do not close the opportunities for schools.

Deputy Minister of Education and Training Hoang Minh Son affirmed that the most important purpose of planning the network of higher education institutions is to focus investment on key areas for development, but this should not close off opportunities for universities.

On March 7th, the Ministry of Education and Training (MOET) held a press conference to announce the plan for the network of higher education and teacher training institutions.

The Ministry of Education and Training announced that on February 27, 2025, the Prime Minister issued Decision No. 452/QD-TTg approving the Planning of the Network of Higher Education and Teacher Training Institutions for the period 2021-2030, with a vision to 2050.

Speaking at the press conference, Deputy Minister of Education and Training Hoang Minh Son said that the Ministry of Education and Training was tasked with developing the two aforementioned plans. After completing all procedures, the Prime Minister signed the approval for the Plan on the network of higher education and teacher training institutions and the Plan on the system of specialized education institutions for people with disabilities and the system of centers supporting the development of inclusive education for the period 2021-2030, with a vision to 2050.

Regarding the planning of the network of higher education and teacher training institutions, Associate Professor Dr. Nguyen Anh Dung – Deputy Director of the Department of Higher Education (Ministry of Education and Training) said that the planning subjects are higher education institutions as stipulated in the Law amending and supplementing a number of articles of the Law on Higher Education (Law No. 34/2018/QH14) and teacher training colleges, excluding higher education institutions under the Ministry of Public Security and the Ministry of National Defense.

The goal is to develop a synchronized and modern network of higher education and teacher training institutions with a rational scale, structure, and distribution. This includes establishing large centers of higher education, providing high-quality, advanced training linked to scientific research, technological development, and innovation in four urban areas: Hanoi, Da Nang, Ho Chi Minh City, and Can Tho, creating momentum for the development of key economic regions and the entire country.

Regarding the arrangement and development of higher education institutions, the plan outlines development directions for the network until 2030, which will consolidate, reorganize, and enhance the capacity of existing higher education institutions; reorganize and reduce the number of public higher education institutions; and reorganize and consolidate the operations of branch campuses of higher education institutions.

Arrange and develop higher education institutions under ministries, central agencies (excluding the Ministry of Education and Training) and higher education institutions under provincial People's Committees.

Encourage the establishment of new and the expansion of the network of private higher education institutions, branches of private higher education institutions, and branches of prestigious foreign higher education institutions, especially those specializing in training in science, engineering, and technology.

In addition, focus on investing in upgrading and developing national and regional universities to achieve quality and prestige on par with the region and the world.

Deputy Minister of Education and Training Hoang Minh Son stated: "The purpose of planning the network of higher education and teacher training institutions is not only to reorganize but, more importantly, to focus investment on key areas for development, without closing off opportunities for universities."
