In Nam Hai village, Son Hai commune, Ms. Dang Thi Hang’s family once built a three-room wooden house along with some auxiliary items on agricultural land. After inspection, local authorities determined that the construction had not been granted a construction permit. After being persuaded, Ms. Hang’s family took the initiative to dismantle it, pledging not to repeat the offense.

Ms. Dang Thi Hang shared: “During the construction of the Noi Bai - Lao Cai high-speed railway, my family did not know that it was built. At the request of the village and commune, the house was demolished, and my family agreed to dismantle it, which was costly and took a lot of effort.”

In recent times, Son Hai commune has been a “hot spot” for illegal construction on agricultural and forestry land. Many households have taken advantage of the absence of authorities to gather materials and quickly erect illegal structures.

Faced with this reality, local authorities, especially the commune police, have increased their surveillance and control of the area to promptly detect violations. From propaganda and mobilization work, to even developing enforcement plans for those who deliberately resist, to date, violators have proactively dismantled and restored the status quo of agricultural land.

Lieutenant Colonel Dao Nguyen Duy, Chief of Son Hai Commune Police, said: "I came to talk to the people, clearly analyzing what is gained, what is lost, what is affected... Up to this point, we have not allowed the people to have any acts of resistance."

Son Hai commune strengthens handling of illegal construction violations on agricultural and forestry land.

Standing Deputy Secretary of Bao Thang District Party Committee - Mr. Nguyen Quang Uy affirmed: "The district directs 5 localities not to let households accidentally or intentionally reoccupy planned land, affecting the land and the State budget. The district regularly directs, with determination, the high-speed railway line passing through Bao Thang district ensures the right progress".

At a recent internal affairs review meeting, Provincial Party Secretary and Provincial People's Committee Chairman Trinh Xuan Truong emphasized: The situation of people arbitrarily constructing illegal constructions shows signs of taking advantage of policies. Therefore, functional sectors and localities, especially at the grassroots level, need to strengthen preventive measures, promptly detect and handle violations.

“There are rumors among the people that if you build a house, you will be fined, no one can enforce it; if you build a house illegally, you will exploit the land for the wrong purpose, and you will make illegal profits. We must step up propaganda so that people understand that even if the district level does not handle it, they will still handle it resolutely,” the Provincial Party Secretary emphasized.

Tighten construction management, facilitate site clearance for large projects.

The entire political system in the province is urgently implementing statistics, compensation, and site clearance to serve many large projects. According to statistics, thousands of households will be affected, losing production land, residential land, and having to move to new places. Therefore, tightening the management of construction order will help the site clearance work go smoothly, ensuring the progress of the project.
