No negativity or corruption at Tan Phu – Bao Loc Expressway Project

The Prime Minister requested that there be no negativity, corruption, profiteering, or violations of the law during the implementation of the Tan Phu – Bao Loc Expressway Project.

Once completed, the expressway projects through Lam Dong province will be synchronously connected, creating favorable conditions not only in terms of traffic but also "stimulating" socio-economic development. In the photo is the Lien Khuong - Prenn expressway.

On June 18, Lam Dong Provincial People's Committee assigned the Department of Planning and Investment, Department of Finance, Department of Transport and the Provincial Transport Project Management Board to proactively contact and register to work with the Ministry of Planning and Investment, Ministry of Finance, Ministry of Justice, Ministry of Transport, State Bank of Vietnam and Vietnam Development Bank to promptly give opinions on the content of the Provincial People's Committee's proposal in Official Dispatch No. 3814/UBND-GT dated May 14, 2024 as directed by the Prime Minister in Official Dispatch No. 4160/VPCP-KTTH dated June 14, 2024 of the Government Office on supporting mechanisms for the Tan Phu - Bao Loc Expressway Project under the PPP method.

Previously, in Official Dispatch No. 4160/VPCP-KTTH dated June 14, 2024 of the Government Office on supporting the mechanism for the Tan Phu - Bao Loc Expressway Project under the PPP method, the Prime Minister commented: "The appraisal and decision on lending, debt collection of principal and interest of projects borrowing State investment credit capital is under the authority of the Vietnam Development Bank and must be implemented in accordance with the order, procedures and regulations of Decree No. 32/2017/ND-CP dated March 31, 2017 (amending and supplementing a number of articles of Decree No. 78/2023/ND-CP dated November 7, 2023) and regulations of current laws, ensuring strictness, efficiency, feasibility, preventing negativity, corruption, profiteering, and violations of the law".

The Prime Minister assigned the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Transport, the State Bank of Vietnam, and the Vietnam Development Bank to study the content of the report and recommendations of the Lam Dong Provincial People's Committee in Official Dispatch No. 3814/UBND - GT for consideration and handling according to authority and legal regulations and proactively coordinate closely, have a written response to the Lam Dong Provincial People's Committee according to regulations; promptly propose and report to competent authorities on arising contents beyond their authority.

Recently, the representative of the Investor Consortium - Deo Ca Group Joint Stock Company (abbreviated as Deo Ca Group) proposed that Lam Dong Provincial Party Committee direct the Provincial People's Committee to consider reporting to the Prime Minister to agree to supplement the central budget or propose the Provincial People's Council to balance the local budget to increase about 2,410 billion VND for the Tan Phu - Bao Loc Expressway Project to ensure compliance with the provisions of the PPP Law, reduce the payback period for the Project, thereby attracting capital sources to participate, increasing the feasibility of the financial plan for the Project; supplement the mechanism of sharing reduced revenue for the Tan Phu - Bao Loc Expressway Project according to the provisions of Article 82 of the PPP Law to harmonize the benefits and risks between the State and investors...
