In the telegram sent to the Traffic Police Department and the Police of units and localities, the Ministry of Public Security requested to ensure absolute safety for students going to school, especially on the first days of school, and to prevent traffic accidents involving students on the first day of school.
Develop a plan to organize safe and smooth traffic
To enhance traffic order and safety during the National Day holiday on September 2, the Ministry of Public Security requires the Traffic Police Department and the Public Security of units and localities to proactively develop plans to organize safe and smooth traffic, especially on routes and areas with high risks of traffic accidents and traffic jams, main routes in and out of Hanoi and Ho Chi Minh City, national highways, key traffic hubs, tourist destinations, entertainment areas, wharves, stations, and construction sites; promptly handle incidents and accidents, especially on traffic routes.
The traffic police force coordinates with functional units of the transport sector to inspect the safety conditions of works and traffic infrastructure; review the system of painted lines, traffic signs, guardrails, signal lights, reflective warning devices, speed bumps at intersections, road sections with steep slopes, narrow curves, limited visibility, locations where residential roads are opened...
The traffic police force organizes assessments and surveys to identify "black spots" of traffic accidents; locations where people often gather along traffic routes with potential traffic safety risks in order to have timely solutions, contributing to curbing traffic accidents and ensuring traffic order and safety.
The Traffic Police Department and the Public Security of units and localities focus on patrolling, controlling and strictly handling violations of traffic safety and order; pay attention to serious violations that are direct causes of traffic accidents and traffic jams, such as: violating regulations on alcohol concentration, drugs, speed, carrying more people than prescribed, violating load capacity, not wearing seat belts when sitting in cars, driving in the wrong part of the road, lane, driving in the wrong direction, vehicles that have expired, vehicles that have expired inspection...
At the same time, the authorities have stepped up propaganda and dissemination of traffic safety laws; supported and helped people traveling during the holidays with practical actions, contributing to helping people reduce hardships and difficulties in the process of traveling. Persistently mobilize people to implement "If you drink alcohol or beer - do not drive"; "Do not use the phone while driving"; "Wear a standard helmet when riding a motorbike, motorbike, electric bicycle"; "Fasten seat belt when sitting in a car"; comply with traffic rules; prevent accidents on steep mountain passes, on mountainous roads with high risk of road traffic accidents, on railway crossings, inland waterways, etc.
Ensure absolute safety for students going to school
The Ministry of Public Security also requested the Traffic Police Department and the Public Security of units and localities to increase forces, means, and technical equipment, and synchronously deploy measures to ensure traffic order and safety to implement the "Peak month of traffic safety for students going to school - September" under the direction of the Prime Minister; ensure absolute safety for students going to school, especially in the first days of school, and prevent traffic accidents involving students on the first day of school.
Traffic police force grasps the situation at school gates, the compliance of students, especially the handover of vehicles by parents to students who are not qualified to drive.
The Traffic Police force actively coordinates with the education and training sector to strengthen propaganda at educational institutions and schools, with appropriate forms; instructing students and parents on safe traffic skills such as: walking, crossing the street; taking ferries, boats; driving motorbikes, electric bicycles, bicycles; sitting in cars to go to school, sightseeing, picnics safely and escaping when encountering dangerous traffic situations...
The authorities have assigned forces to increase patrols and control in school areas to strictly handle students using motorbikes, electric motorbikes, and electric bicycles in violation of the Road Traffic Law; and strictly control and handle road and waterway vehicles transporting students that do not ensure technical safety and do not have enough necessary safety equipment.
Previously, on August 18, the Prime Minister issued Official Dispatch No. 750/CD-TTg on ensuring traffic order and safety during the National Day holiday on September 2 and the peak month of traffic safety for students going to school.
In the telegram, the Prime Minister requested the Ministry of Public Security to direct local police to continue to effectively implement Plan No. 382/KH-BCA-C08 of the Ministry of Public Security on general control of passenger transport vehicles and container freight vehicles; strengthen patrols, control, and strictly handle violations of traffic safety and order that are direct causes of traffic accidents and traffic congestion such as violations of regulations on alcohol concentration, drugs, speed; overloading, exceeding the prescribed number of people; violating regulations on technical safety and environmental protection of vehicles, driving in the wrong part of the road or lane; violations when crossing level crossings.
The Ministry of Public Security coordinates with the Ministry of Education and Training to strengthen propaganda and guidance for students on safe traffic skills; handle violations of traffic safety laws for high school students, and handle acts of handing over vehicles or allowing unqualified people to drive vehicles./.
