Attending the meeting were leaders of provincial departments and branches; representatives of districts, towns and cities; Provincial and district New Rural Area Coordination Offices.

According to a report from the Provincial New Rural Area Coordination Office, in 2024, the whole province has 11 communes registered to complete new rural areas, with an average of 4.82 criteria/commune; 7 communes registered to complete advanced new rural areas, with an average of 12.14 criteria/commune.
Particularly for the 62 communes that have been recognized as “New Rural Communes”, on average each commune maintains 15.03/19 new rural criteria. Of which, it is expected that 16 communes will have their decisions revoked in the districts of Muong Khuong, Bat Xat, Bac Ha, Van Ban and Lao Cai city.

Regarding maintaining district and commune-level units meeting new rural standards: Lao Cai City has completed the new rural task, currently maintaining 4/5 targets, with 1 target not yet achieved (at least 1 commune in the area meeting advanced new rural standards in the period 2021 - 2025). Bao Thang District has met the new rural district standards, currently maintaining 2/5 targets, with 3 targets not yet achieved (100% of communes in the area meeting new rural standards; 100% of towns in the area meeting civilized urban standards; at least 50% of communes in the area meeting advanced new rural standards).
At the meeting, delegates pointed out a number of indicators and criteria that are currently difficult to implement, such as: School, Multidimensional Poverty, Labor criteria; indicator of the rate of children under 5 years old with stunting malnutrition (Health criteria); indicator of implementing traceability of key products of the commune associated with building raw material areas and being certified by VietGAP or equivalent (criterion of Production Organization and Rural Economic Development).
The reason is that the 2021 - 2025 period will be implemented according to a new set of criteria with higher standards, so maintaining the standards of 19 criteria in communes will face many difficulties and challenges; a part of the community and people still expect and rely on the support of the State; direct capital from the National Target Program on New Rural Construction is prioritized to support communes but is still limited; decentralization to the People's Committee of the commune to be the investor of a number of project and construction lists will face many difficulties due to the limited capacity of commune-level officials and slow implementation progress...

At the meeting, delegates discussed and assessed the current situation and level of achievement of each criterion, and pointed out limitations and difficulties in order to discuss solutions to overcome and complete the unachieved criteria. Representatives of districts, towns and cities proposed that the province pay attention to allocating funds to communes to implement some criteria that lack capital sources...

Concluding the meeting, Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee emphasized: In the coming time, agencies, units and localities need to proactively find solutions to resolve difficulties and limitations in order to maintain 62 communes meeting new rural standards, 5 communes meeting advanced new rural standards; determined not to let any commune have its recognition decision revoked. Some new rural criteria need to be flexible in the implementation process. Departments, branches and organizations from district to grassroots level actively promote propaganda work on the purpose, meaning, importance as well as the rights, responsibilities and roles of the people in participating in building new rural areas and advanced new rural areas.
