Ensure the security of personal information

At the program, voters asked many questions related to the process of data synchronization, information security, application of digital signatures and the use of VNeID in handling administrative procedures, improving the quality of staff...

Speaking to voters, Director of the Ho Chi Minh City Digital Transformation Center Vo Thi Trung Trinh affirmed that personal information of citizens when performing administrative procedures on the system of Ho Chi Minh City, departments, branches and localities is kept confidential. Citizen information is stored on the server system at the Ho Chi Minh City data center. This center is equipped with technical solutions to ensure data is safe, secure and operates smoothly...

The Director of the Ho Chi Minh City Digital Transformation Center said that our country currently has about 70 million internet users (equivalent to 80% of the population), the problem of personal information disclosure is very high risk. Therefore, the Ministry of Public Security is submitting to the Government to develop a Law on Personal Data Protection, expected to be submitted to the National Assembly in 2025. When the legal system is completed along with technical solutions, people will be fully equipped with measures to protect personal information when transacting with the systems of authorities as well as businesses.

Regarding the information declaration form on the online public service portal, Deputy Chief of Office of the Ho Chi Minh City People's Committee Dinh Thi Thanh Thuy said that the regulations on forms are under the authority of the Central Government, issued with legal documents and regulations, so Ho Chi Minh City cannot simplify the information on the form.

Ho Chi Minh City will focus on promoting the exploitation of population data and specialized data of ministries and branches to share, connect, and communicate to gradually complete the shared data warehouse. When this data warehouse is connected, people will not need to declare information that is already available or has been declared, thereby reducing people's operations and errors... The city will also propose that the Central Government amend the forms to make it easier for people to access.

Regarding the issue of whether voters should collect fees for using public services, Ms. Thuy said that the State's policy is to not encourage collecting additional fees because it will cause more difficulties for the poor and vulnerable groups, gradually moving towards equality in using public services.

Ms. Thuy suggested that people inform the Office of the Ho Chi Minh City People's Committee or the online public service portal if there are any units that do not implement the policy properly so that Ho Chi Minh City can handle and adjust.

Put on the network environment

In addition to technical issues, voters also raised issues related to improving the quality of officials, especially those who receive citizens and handle administrative procedures online. Responding to voters, Mr. Nguyen Duy Tan, Deputy Director of the Ho Chi Minh City Department of Home Affairs, said that it is necessary to strengthen professional knowledge training, promote the role of the one-stop department, and increase experience exchange with localities as well as internationally. In the following years, the Department of Home Affairs will continue to advise the Ho Chi Minh City People's Committee to organize delegations to learn from the experiences of advanced public services in the world to apply to the practice of Ho Chi Minh City.

In further discussion, Deputy Director of the Department of Information and Communications Vo Minh Thanh affirmed that Ho Chi Minh City always creates the most favorable conditions for officials and civil servants to receive and handle procedures for people. Therefore, in addition to equipping equipment and machinery, Ho Chi Minh City also focuses on improving digital skills for officials. In addition, when deploying information systems, Ho Chi Minh City not only has a support team for people and businesses but also a support team for officials in localities.

Director of the Department of Information and Communications Lam Dinh Thang emphasized that in recent times, the Ho Chi Minh City government has been very determined and made great efforts in digital transformation and administrative reform to improve the investment environment and serve people and businesses better and better. In particular, digital transformation is one of the key solutions. After nearly 5 years of implementing the National Digital Transformation Program, Ho Chi Minh City has implemented it comprehensively and synchronously in all areas.

Up to now, the administrative system of Ho Chi Minh City has achieved positive results. Administrative agencies have almost processed work online; people can submit documents, track processing results, and receive results online; city leaders also manage work online through the implementation management system.

However, the administrative reform and digital transformation program in the city still has difficulties and problems.

However, Ho Chi Minh City continues to persevere and make efforts with the goal of bringing the public service to a digital platform and handling administrative procedures online by 2025.

In particular, completing the information system for handling administrative procedures in Ho Chi Minh City; developing digital platforms in important areas to better serve people; quickly deploying the city's citizen mobile application to help people interact, grasp information about Ho Chi Minh City and handle administrative procedures more conveniently.

Running the program, Head of the Legal Committee of the Ho Chi Minh City People's Council Pham Quynh Anh requested the Ho Chi Minh City People's Committee to direct and urge the implementation of essential public services according to Project 06 at departments, branches, sectors, district People's Committees and Thu Duc City. Continue to upgrade the synchronous information technology infrastructure system from the city to the locality in accordance with the requirements of national digital transformation, ensure information security and safety, promote connection, integration, and data sharing to serve the direction, operation and settlement of administrative procedures, and provision of public services.

At the same time, organize training courses for officials, civil servants and public employees on digital transformation to perform assigned tasks; skills in applying digital technology and information security. In particular, focus on training and fostering skills in analyzing and exploiting data for decision making.

In addition, the implementation of responsibilities in accountability and participation in the System for receiving and handling feedback and recommendations is still slow, contributing to increasing the satisfaction level of people and businesses in handling administrative procedures.
