Emphasizing that the Can Tho - Ca Mau expressway must be completed in 2025, Prime Minister Pham Minh Chinh requested units and localities to participate in the project with the spirit of not leaving workers and contractors alone on the construction site.
On the afternoon of December 15, during his working program in the Mekong Delta, Prime Minister Pham Minh Chinh inspected the construction status of the North-South Expressway in the East phase 2021-2025, the Can Tho - Ca Mau section (Can Tho - Ca Mau Expressway) at the IC3, IC4 and IC5 intersections in Hau Giang province.
Accompanying the Prime Minister were Minister of Transport Tran Hong Minh and leaders of many ministries, branches and localities.
Resolutely promote project construction
Through on-site inspection and listening to reports from units, the Prime Minister assessed that after the inspection in October 2024, the project had many positive changes. The source of basic materials was resolved, and progress at the construction site had changed. Localities made efforts to resolve difficulties related to material sources. However, the project's progress has not met requirements and is still behind schedule.
With the goal of completing the project in 2025, the Prime Minister directed the My Thuan Project Management Board and the contractor to implement many solutions to shorten the progress, work day and night, only discuss work, no backtracking, and resolutely speed up project construction.
Can Tho - Ca Mau Expressway is more than 110km long, with a total investment of more than 27,500 billion VND, starting construction in January 2023 and expected to be completed in 2025.
This expressway section consists of two component projects: The Can Tho - Hau Giang component project is over 37km long. The total investment is over 10,370 billion VND.
The Hau Giang - Ca Mau component project is more than 73km long, with a total investment of more than 17,152 billion VND.
The project progress to date has reached 55% of the volume, of which the main route has reached 44% and the bridge section has reached 75%.
In particular, further research is needed to increase the load to shorten the loading time for treating weak soil.
The Prime Minister directed that the construction method must be changed to be faster. Investors and contractors cannot sit and wait. Contractors increase "3 shifts, 4 shifts", working during the day is not enough, working at night, eating and sleeping quickly, working through Tet and holidays.
The project must be completed by December 31, 2025. The goal is to open the expressway from Cao Bang through Lang Son to Hanoi, to the Central region, Can Tho to Ca Mau in 2025.
For contractors behind schedule such as Hai Dang and VNCN, the Prime Minister requested the Ministry of Transport to direct units to take drastic measures to compensate for the volume of work. In case there is still no progress, the Ministry of Transport will direct investors to take measures, and if necessary, reduce the volume of work and transfer it to other units for construction.
On the local side, the Prime Minister requested that the entire system be mobilized. Party committees, authorities, and the entire population participate in the project with the spirit of not leaving workers and contractors alone on the construction site.
Regarding material sources, the Prime Minister requested the Ministry of Natural Resources and Environment to urgently review the new Mineral Law. From there, guide An Giang to carry out related procedures to grant a license to exploit Antraco stone mine, supplying for the Can Tho - Ca Mau expressway project.
"Based on the functions and tasks of ministries, branches and localities, it is necessary to clearly identify people, tasks, progress, time, responsibilities and time to resolve related difficulties and problems. In case of exceeding authority, report to competent authorities... For An Giang, by the end of December 2024, the province must completely handle and grant mining licenses for this quarry," the Prime Minister directed.
In addition, the head of the Government also requested the Ministry of Transport to preside over and coordinate with Ca Mau province to research, design, and survey the implementation of the remaining 80km of expressway from Ca Mau to Dat Mui.
Speed up licensing procedures, increase mining capacity
Previously, Minister of Transport Tran Hong Minh reported to the Prime Minister that the Mekong Delta is implementing expressway projects including: Component projects of Can Tho - Hau Giang, Hau Giang - Ca Mau sections (part of Can Tho - Ca Mau expressway; Cao Lanh - Lo Te; Lo Te - Rach Soi; Cao Lanh - An Huu; Chau Doc - Can Tho - Soc Trang; in the 2026-2030 period, Ha Tien - Rach Gia - Bac Lieu expressway will be implemented. The total length of the projects is about 1,200km.
According to Minister Tran Hong Minh, of the 1,200km mentioned above, 325km will be completed by 2025, another 550km by 2027, and the remaining part will be completed by 2030. Particularly, the 80km section from Ca Mau to Dat Mui has been proposed by Ca Mau province to be invested in to develop Hon Khoai deep-water port.
The Can Tho - Ca Mau Expressway, one of the national key projects, must be completed in 2025. However, according to the investor's report, the project's progress is still slow, mainly due to difficulties in material sources.
Recently, the Prime Minister and Deputy Prime Minister Tran Hong Ha have inspected and met with ministries, branches and localities to remove difficulties in material sources and meet construction progress. However, there are still problems in the procedures for granting material mines. The Minister of Transport proposed that Can Tho city speed up the relocation of 200m of the remaining land on the connecting route and hand over the land to the project in December 2024.
Regarding material sources, the project lacks 3.39 million m3 to complete the roadbed loading work. The Minister of Transport requested An Giang, Dong Thap, Tien Giang, and Vinh Long provinces to urgently speed up licensing procedures, increase the mining capacity of mines to supply the project according to the assigned targets, and complete in December 2024.
The Ministry of Transport also recommended that the Ministry of Natural Resources and Environment guide An Giang province to soon complete procedures to resume exploitation of Antraco stone mine, prioritizing supply for the project.
"We request that investors, consultants, and contractors study appropriate solutions to increase loads to shorten the waiting time for subsidence. At the same time, units proactively provide adequate machinery, equipment, human resources, and construction organization to compensate for the delayed progress," the Minister of Transport requested.
There are still difficulties in material sources.
Reporting further to the Prime Minister, Mr. Tran Van Thi, Director of My Thuan Project Management Board, said that the demand for materials to build the Can Tho - Ca Mau expressway is about 18.6 million m3. Of which, in 2024 it is 15.2 million m3, to date 11.73 million m3 have been mobilized. Of which, river sand is 10.93 million m3, sea sand is 0.8 million m3. The remaining volume to be mobilized is 6.87 million m3.
Although the sand reserves allocated to the project are relatively large, due to capacity limitations according to the environmental impact assessment, the daily exploitation capacity has not met the progress requirements. Regarding stone materials, the demand is about 2.2 million m3, of which about 0.4 million m3 has been mobilized for the project.
In order for the project to be completed by the end of 2025, the My Thuan Project Management Board proposed that the Prime Minister direct An Giang province to resume the Vam Nao River dredging project in December 2024 and consider carrying out procedures to resume exploitation in January 2025.
In addition, Dong Thap province will review and supplement other sources to compensate for the missing volume. Before December 20, 2024, Vinh Long province will approve increasing the exploitation capacity from 1,250m3/day to 1,666m3/day. Tien Giang province will soon approve a sand mine with a reserve of 0.6 million m3...
