On August 26, Binh Dinh Department of Health announced that Mr. Le Quang Hung, Director of the Department, had just signed and issued a notice of the results of handling a citizen's complaint about the Mega Kangnam Cosmetic Institute (on Phan Boi Chau Street, Quy Nhon City, Binh Dinh) not being granted a license to operate medical examination and treatment, not having a cosmetic surgeon but performing cosmetic surgery procedures, violating the law, affecting the health of citizens and the community.

Previously, on July 26, Binh Dinh Department of Health issued a decision to accept a citizen's complaint against Mega Kangnam Cosmetic Institute.
During the process of the authorities verifying the content of the complaint, the owner of Mega Kangnam Cosmetic Institute admitted that Mega Kangnam Cosmetic Institute had not been granted a license by the competent authority to operate in the field of cosmetic examination and treatment. During its operation, Mega Kangnam Cosmetic Institute performed cosmetic procedures and surgeries such as eyebrow lifts, skin tightening, facial muscle adhesions, etc., as reported by the citizen.
Thus, according to regulations, Mega Kangnam Cosmetic Institute has committed an administrative violation of "Providing medical examination and treatment services without a license to operate medical examination and treatment".
On August 7, the Inspectorate of Binh Dinh Department of Health made a record of administrative violations and issued a decision to impose an administrative fine of 50 million VND on the act of "Providing medical examination and treatment services without a license to operate medical examination and treatment" of Mega Kangnam Cosmetic Institute. At the same time, the additional fine was to suspend the provision of cosmetic services of this facility for a period of 24 months.
