On the morning of April 16, in Hanoi, the Politburo and the Secretariat held a national conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee.
The conference was organized in a live format from the Central bridge at Dien Hong Hall, National Assembly House; combined online to 21,000 bridges at provincial, municipal, and central party committees; ministries, branches, central public service units, and bridge points at district, commune, military region, army corps, and military branches nationwide; and broadcast live on VTV1 channel of Vietnam Television, and live on the Voice of Vietnam News channel to strongly spread the content to a large number of cadres, party members, and people of all walks of life.

Implement work in the spirit of "running and queuing at the same time"
Speaking at the conference, General Secretary To Lam stated that the policy is basically clear, the plan, schedule and implementation roadmap are specific. This is a new point in the organization of disseminating and implementing the Party's Resolutions in the direction of clearly defining the people, the work, the way of doing, the responsibilities and the completion time, so that after the conference, implementation can be started immediately.
The General Secretary emphasized that after the conference, agencies, units and localities identified the tasks that need to be done in the coming time. Each cadre and party member also envisioned their personal responsibilities in the common "revolution" of the country. Party committees and organizations at all levels have the responsibility to continue to study, fully, thoroughly and thoroughly grasp the contents of the resolution and develop specific action plans and programs for implementation.
Faced with the requirement to simultaneously carry out a very large amount of work, with a wide scope, in a short time, of high quality, many of which are unprecedented, and to unify leadership, direction and implementation, the General Secretary requested that the highest political determination must be determined in leading and directing the implementation of the Resolution of the 11th Central Conference, identifying this as a "revolution" in the arrangement of the organizational apparatus, arrangement of administrative units and reform and innovation for national development.
Party committees, party organizations, and leaders at all levels must be closely and resolutely in leading, directing, and thoroughly informing cadres and party members to fully and deeply understand the special importance of this policy, creating unity of perception and ideology within the entire Party and spreading it to the whole society, determined to successfully implement the goals and orientations set forth by the Central Committee.
Focus on leading and directing agencies to resolutely implement tasks in the spirit of "playing the right role, knowing the job", coordinating synchronously, rhythmically, and closely from the Central to the localities and between localities, without the idea of "your rights, my rights", this locality, that locality, all for the common interests of the country and the people.
Party committees and organizations at all levels carry out work in the spirit of "running while lining up", but must be careful, certain, methodical, not hasty or subjective; have an order of priority, do each job firmly, do this job must take into account other related work and must properly carry out procedures according to regulations, not do shortcuts, do it carelessly, do it perfunctorily, or roughly do any job.
Stick to the timelines in the plan, ensure that work is completed on schedule, especially important milestones. Encourage localities, agencies and units to complete work early before the deadline in the spirit of "early stabilization for development".
Strengthening information and propaganda to create consensus in society, fully promoting people's mastery, respecting and listening to people's opinions, processes and procedures for collecting people's opinions must be carried out in accordance with regulations, especially those related to amending and supplementing the Constitution, merging provinces and merging communes.
Preparing a solid foundation towards the 14th National Party Congress
Regarding the implementation of the policy of rearranging and reorganizing administrative units and building a two-level local government, the General Secretary emphasized that the implementation of this policy will have a certain impact on the thoughts and feelings of cadres, party members and people - this is understandable because each of us Vietnamese people has deeply engraved in our memories images of our hometown, the place where we were born and raised.
However, in response to the country's new development requirements, we must change our thinking and vision; unify our perceptions and thoughts; surpass ourselves, sacrifice personal interests for the common interests of the country; overcome our worries, concerns, psychology, and normal habits; overcome regional psychology and moods to move towards a broader mindset and vision - "the country is the homeland".
The General Secretary suggested that it is necessary to continue to thoroughly grasp and streamline the apparatus of the political system, merge provinces, not organize district levels, and merge communes. This is not simply a matter of adjusting the organizational apparatus and administrative boundaries, but also a matter of adjusting economic space, adjusting the division of labor, decentralization, and allocation of resources for development.
The General Secretary noted that both trends need to be overcome: Merging communes and wards that are too large like a "miniature district level" leads to not being able to manage the area, not being able to proactively serve the people, leading to turning the policy of not organizing at the district level into not organizing at the commune level. Merging communes and wards that are too small leads to limitations in space, room for development, and more focal points, leading to cumbersomeness and inefficiency. The Standing Committees of the provinces must discuss and calculate very carefully, in the spirit of a long-term vision, for the country and the people, to have the most reasonable arrangement and planning plan.
Regarding personnel work, the General Secretary requested that Party committees and organizations at all levels strictly implement the principle of the Party's unified leadership in building the organizational apparatus, personnel work, and management of the staff and payroll of the political system; must be extremely impartial and objective in arranging personnel; fully implement regulations and guidelines on personnel work to ensure publicity and transparency, strengthen control of power, and link power with personal responsibility.
Do not allow disunity, group interests, power and position seeking, localism, factionalism, corruption, and waste in the work of arranging and assigning cadres, organizing the apparatus and administrative units at all levels.
The General Secretary paid special attention to doing a good job in selecting and arranging leaders, especially heads of provincial and communal agencies after the merger; it is necessary to calculate synchronously and interconnectively between all four stages: Arranging cadres after the merger - Personnel for the Party Congresses at provincial and communal levels - Personnel for the 14th Party Congress - Personnel for the election of the National Assembly and People's Councils at all levels.
Personnel work is already very important, and now it is even more important in the face of new requirements. The first criterion for arranging cadres is based on job requirements, followed by other criteria. Leadership personnel at all levels and personnel for the 14th Congress must possess “enough virtue - enough talent - enough heart - enough scope - enough strength - enough revolutionary enthusiasm” to shoulder the historical responsibility of the country.
In the current situation, there is no room for opportunistic, competitive, mediocre, hesitant, afraid of innovation, or self-serving cadres. Those who feel they do not meet the requirements should voluntarily withdraw and make way for more deserving people - voluntarily standing behind for development is also an act of courage, bravery, pride, and praise.
The selection and arrangement of leaders of local agencies after mergers and consolidations is the responsibility of the Standing Committee of the Party Committee according to decentralization. It must be discussed and agreed to arrange "the right person, the right job" in accordance with the spirit of Conclusion No. 150-KL/TW of the Politburo on guidelines for building personnel for provincial Party Committees subject to mergers and consolidations and newly established communes.
Regarding the documents of the Party Congresses at all levels, the General Secretary requested that provincial and municipal Party Committees focus on leading and organizing thorough, in-depth, and effective discussions of the viewpoints, goals, policies, and major orientations stated in the draft documents of the 14th National Party Congress; urgently develop and complete the draft documents of their level, and must complete the draft before June 30, 2025 (including for provinces after the merger). Although the merger has not been officially completed, it is necessary to think and reflect to outline the development path of the newly established province and commune based on the new space, land, and resources.
Regarding the implementation of the Resolution of the 11th Central Conference at the same time as carrying out the country's major and important tasks, the General Secretary emphasized that all of these tasks are very important and must be carried out in accordance with the set goals and requirements, and that no task should be neglected because of organizational arrangements. Provincial and municipal Party Committees need to urgently overcome the shortcomings and limitations that the 19 inspection delegations of the Politburo and the Secretariat have pointed out, especially overcoming the situation where a number of leaders and cadres have a mentality of waiting and listening for organizational arrangements, thus limiting their decisiveness in implementing work...
In the immediate future, we will focus on organizing well the activities to celebrate the 50th anniversary of the liberation of the South and national reunification; the 80th anniversary of the August Revolution and National Day (September 2), rekindling the heroic spirit of the entire nation in the past, turning it into a driving force to well carry out the important, urgent, revolutionary tasks that our entire Party, people and army are striving to carry out today.
The work ahead is very busy and urgent. The General Secretary requested comrades from the Central to the grassroots levels to promote a high sense of responsibility towards the Party, the State and the people, focus on leadership and direction with the highest determination to complete the goals set out in the Resolution of the 11th Conference of the 13th Party Central Committee, prepare a solid foundation for the 14th Party Congress, and firmly bring the country into the era of rising up and developing the Vietnamese nation.
Receiving and absorbing the comprehensive, profound, thorough, specific and enthusiastic instructions of General Secretary To Lam as well as the contents conveyed by the Party and State leaders assigned by the Politburo to present at the conference, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia said that the Central Propaganda and Mass Mobilization Commission has chaired and coordinated with central departments, ministries and branches to develop and promulgate Guidelines for the propaganda work of resolutions and conclusions of the Central Committee, Politburo, Secretariat and Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, especially the 11th Central Conference and the guiding spirit of the General Secretary who delivered a speech at today's Conference.
Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia requested cadres and party members to quickly put the resolutions and conclusions of the Central Committee into practice; requested party committees, party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations to focus on leading, directing and implementing propaganda work, thoroughly and synchronously and effectively disseminating the resolutions of the Central Conference, closely linked to the political tasks of each locality, agency and unit; strengthen orientation, timely struggle, contribute to creating unity in perception and action in the entire political system and create consensus in society, light up the "flame of belief" to bring the Party's policies and guidelines into practice...
