Recently, due to extreme weather conditions, prolonged heavy rains have caused serious landslides in Yen Lap district. According to forecasts, the weather will continue to be complex, and coupled with the hilly and mountainous terrain, fragmented landscape, and dense network of rivers, lakes, and streams, the risk of landslides in the district remains high, posing unpredictable dangers to the lives and property of both citizens and the State.
In light of this situation, with the motto "not being complacent or negligent about the risk of landslides," Yen Lap district continues to implement solutions to further enhance proactive measures, forecasting capabilities, and the ability to respond to the risk of landslides.
Addressing landslides in Trung Son commune in 2024.
Comrade Phan Thanh Phuong, Head of the Agriculture and Rural Development Department of Yen Lap district, reported: From May to the present, Yen Lap district has experienced over 120 landslides on many roads and embankments, cutting off many residential areas in Trung Son and Xuan An communes. The impact of Typhoon No. 3 alone caused landslides of over 85,000 m³ of soil and rocks at 87 locations, mainly in Trung Son commune with 55 locations (over 52,000 m³ ); landslides on embankments directly affected 65 households, of which 34 had to be relocated. Landslides in the area have caused property damage to people and the State of approximately 25 billion VND, including remediation costs.
Immediately after the landslide occurred, the leaders of Yen Lap district directly inspected the landslide sites, allocated funds, and directed local authorities and relevant agencies to mobilize vehicles and personnel to clear, excavate, and remove the landslide debris that was obstructing traffic, and to assist people in moving through the dangerous section of road to ensure safety. At the same time, warning signs were placed, and officials were stationed at checkpoints 24/7 to remind people to stay away from the landslide area to avoid the risk of loss of life and property. Thanks to these efforts, the landslide situation in the area has been largely resolved, ensuring temporary traffic flow on the roads and stabilizing the lives, production, and daily activities of the local people.
Continuing to uphold the motto "proactive, not negligent or complacent," and effectively implementing the "four on-the-spot" principle, Yen Lap has promptly ensured the safety of lives and temporarily stabilized the lives of people in Trung Son commune and two areas of Xuan An commune affected by landslides on provincial road 321. However, in recent days, despite the absence of rain, the previous heavy and prolonged rainfall has caused the soil structure to become loose and unstable. Combined with topographical factors such as slope and geology, more cracks have appeared, potentially posing a high risk of landslides in several communes of the district.
Comrade Dinh Cong Toan - Vice Chairman of Luong Son Commune People's Committee, said: “At Lat Xoan hill, Phu Son area, a crack approximately 200m long and 20-40cm wide has appeared, about 150m from the nearest house at the foot of the hill. Four households with 16 people nearby are at direct risk if a landslide occurs. After discovering the crack, the commune organized a site inspection and reported to the district for guidance. Currently, the locality continues to proactively deploy forces to monitor and supervise the area at risk of landslides, reporting daily developments to higher levels. To avoid being caught off guard, the commune has developed plans and strengthened the disaster prevention and search and rescue task force in residential areas, ensuring the "four on-the-spot" principle to proactively evacuate according to the plans when a bad situation occurs.”
To proactively prevent and respond to the risk of landslides, ensuring safety and minimizing damage to people and property, the State and Yen Lap district require agencies, units, and commune-level People's Committees to closely monitor disaster warning and forecast bulletins; promptly disseminate warning information to organizations and people in the area to proactively prevent and mitigate risks, especially in areas at risk of landslides, flooding, and flash floods; and have forces, materials, and equipment ready on-site to address incidents and ensure smooth traffic flow on main transportation routes...
Local authorities are demarcating areas, posting warning signs to prevent accidents, assigning officials to be on duty 24/7 to monitor the situation, reviewing and compiling lists of households in landslide-prone areas, and implementing plans to relocate residents to safe places to ensure the safety of lives and property. For residents, especially in areas at high risk of landslides during heavy rains, it is necessary to proactively and strictly comply with the requirements and guidance of local authorities to evacuate to safe places, avoiding unfortunate losses that may occur.
