The Investigation Police Agency of the Ministry of Public Security has just prosecuted the case of "Receiving bribes, Violating bidding regulations causing serious consequences" occurring at the Ministry of Agriculture and Rural Development, Hoang Dan Company and related units and localities.

Regarding the case, the Investigation Police Agency prosecuted 12 defendants, of which 3 were prosecuted for the crime of "Receiving bribes", stipulated in Article 354 of the Penal Code, including: Hoang Van Thang, former Deputy Minister of Agriculture and Rural Development; Tran To Nghi, former Acting Director of the Department of Construction Management and Tran Van Lang, former Director of Department 2.

The Investigation Police Agency prosecuted 9 defendants for the crime of "Violating bidding regulations causing serious consequences", stipulated in Article 222 of the Penal Code, including: Nguyen Dac Diep, Deputy General Director of Song Da 5 Joint Stock Company; Tran Van Nhi, Head of Planning and Appraisal Department, Board 8; Pham Dong Phuong, former Deputy Director of Board 2; Nguyen Van Dan, Director of Hoang Dan Company; Vu Dinh Thinh, Deputy Director of Hoang Dan Company; Ta Van Thuyet, Director of Board 1; Nguyen Van Thuat, Head of Planning and Appraisal Department, Board 1; Le Van Hien, former Director of Board 8 and Mai Quang Vuong, former Deputy Director of Board 8.

After the Supreme People's Procuracy approved, the Ministry of Public Security's Investigation Police Agency coordinated to serve the above-mentioned legal proceedings in accordance with the provisions of law.

Previously, the Department of Police Investigation of Crimes of Corruption, Economy, and Smuggling clarified the actions of former Deputy Minister of Agriculture and Rural Development Hoang Van Thang and former Acting Director of the Department of Construction Management, Ministry of Agriculture and Rural Development Tran To Nghi.

Accordingly, the two above-mentioned people agreed to receive money from Hoang Dan Company and contractors in the Joint Venture, and then directed the leaders of the Departments under the Ministry of Agriculture and Rural Development to collude, collude, and violate bidding regulations, helping Hoang Dan Company and contractors in the Joint Venture win bids for projects that were behind schedule, requiring the total investment to be adjusted many times, causing great loss and waste to the state budget (initial determination of damage of more than 234 billion VND).

The projects include: Ban Mong Lake Project, Nghe An Province, invested by Irrigation Investment and Construction Management Board 4 (Board 4); Ban Lai Lake Project, Lang Son Province, invested by Irrigation Investment and Construction Management Board 2 (Board 2); Krong Pach Thuong Lake Project, Dak Lak Province, invested by Irrigation Investment and Construction Management Board 8 and Canh Tang Lake Project, Hoa Binh Province, invested by Irrigation Investment and Construction Management Board 1 (Board 1).

Currently, the Investigation Police Agency of the Ministry of Public Security is concentrating its forces, expanding the investigation, clarifying the violations of the accused, related subjects at the Ministry of Agriculture and Rural Development and its affiliated units, Hoang Dan Company as well as contractors, construction units to propose handling according to the provisions of law; at the same time, investigating and verifying to serve the thorough recovery of assets.
