Prosecution of Nguyen Thi Thanh Nhan and 8 defendants related to the case at Ho Chi Minh City Biotechnology Center

Expanding the investigation into violations related to the International Progress Joint Stock Company (AIC Company), on April 19, 2023, the Investigation Police Agency, Ministry of Public Security initiated a criminal case of Violating bidding regulations causing serious consequences, occurring at AIC Company, Ho Chi Minh City Biotechnology Center and related units, in the implementation of the Project to purchase equipment for 12 laboratories of the Biotechnology Center causing particularly serious consequences; at the same time, issued Decisions and Procedural Orders against 9 subjects for the crime of "Violating bidding regulations causing serious consequences", stipulated in Clause 3, Article 222, Penal Code, including:

1. Prosecute Nguyen Thi Thanh Nhan, Chairwoman of the Board of Directors and General Director and Tran Manh Ha, Deputy General Director of AIC Company (2 defendants are wanted in 2 cases of Dong Nai General Hospital and Quang Ninh Department of Health);

2. Prosecute, arrest and search 7 subjects: (1) Duong Hoa Xo, former Director; (2) Nguyen Dang Quan, Director; (3) Nguyen Viet Thach, former Head of the Board; (4) Nguyen Tran Long, former specialist of the Investment and Construction Management Board of the Biotechnology Center; (5) Tran Dang Tan, former Chief Representative of AIC Office in Ho Chi Minh City; (6) Nguyen Minh, Deputy General Director of Ho Chi Minh City Auditing and Informatics Services Limited Company; (7) Tran Vinh Vu, former Director of Hong Ha Investment Consulting and Construction Management Joint Stock Company.

On April 19, 2023, after the Supreme People's Procuracy (Department 3) approved the Decisions and Procedural Orders, the Investigation Police Agency, Ministry of Public Security organized the implementation in accordance with legal regulations.

Currently, the Investigation Police Agency, Ministry of Public Security is continuing to expand the investigation of the case, applying measures according to law to thoroughly recover assets for the state.
