On May 31, the Investigation Police Agency of Buon Ma Thuot City Police (Dak Lak Province) issued a decision to prosecute Tran Hoang Viet (18 years old, residing in Cu Ebur Commune, Buon Ma Thuot City) for the crime of Allowing an unqualified person to drive a vehicle to participate in road traffic.
Previously, on September 7, 2022, at the intersection of Phan Boi Chau - Doan Doan Dich, Buon Ma Thuot City, a serious traffic accident occurred between a motorbike and an electric bicycle.
The electric bicycle was driven by Pham Hung P. (13 years old), carrying his sister Pham Tran Nha U. (14 years old) to school. When arriving at the above location, it collided with a motorbike driven by Nguyen Anh T. (17 years old), carrying a female student Pham Ngoc Q. (also from Chu Van An High School).
The accident left 4 people injured. Of these, 3 people suffered minor injuries, while Nha U. suffered a severe traumatic brain injury, with a disability of 97%.

Buon Ma Thuot City Police determined that, despite knowing that Nguyen Anh T. was under 18 years old and did not have a driver's license, Tran Hoang Viet still let T. drive the motorbike. As a result, T. caused a traffic accident that left U. 97% injured. Therefore, Viet was criminally prosecuted for the crime of Allowing an unqualified person to drive a vehicle on the road.
Regarding T. (the motorbike driver) and P. (the electric bicycle driver), Buon Ma Thuot City Police determined that T. and P.’s actions both showed signs of violating road traffic regulations. However, because these two students were not old enough to bear criminal responsibility, they were not prosecuted.
Regarding Nha U., due to severe injuries after the accident, she is currently in a vegetative state. Currently, the monthly cost of medicine and physical therapy for her is up to 20 million VND. To have money for treatment, her family had to sell their house and borrow money everywhere.
