On the afternoon of April 22, the authorities of Quang Ninh province announced that the provincial police had expanded the investigation into the case of "Abusing position and power while performing official duties" related to violations of Viet A Technology Joint Stock Company that occurred at the Dong Trieu Town Medical Center (Quang Ninh).
Mr. Pham Van Thanh has just been prosecuted in connection with the Viet A case.
On April 20, the Investigation Police Agency of Quang Ninh Province issued a decision to prosecute Mr. Pham Van Thanh - former Secretary of the Town Party Committee, Chairman of the People's Committee of Dong Trieu Town and Mr. Nguyen Van Binh - former Vice Chairman of the People's Committee of Dong Trieu Town (Quang Ninh) for the crime of "Lack of responsibility causing serious consequences" as prescribed in Article 360 of the Penal Code.
The above decisions have been approved by the People's Procuracy of Quang Ninh province.
According to the investigation agency, in the process of directing the epidemic prevention work, Mr. Pham Van Thanh and Mr. Nguyen Van Binh, although not for personal gain, had given instructions that violated regulations and lacked responsibility, leading to serious consequences.
Previously, on June 13, 2022, the Investigation Police Agency of Quang Ninh Province prosecuted the case and prosecuted 4 officials of functional agencies of Dong Trieu town. This is a case under the supervision and direction of the Steering Committee for Anti-Corruption and Negativity of Quang Ninh Province.
Mr. Pham Van Thanh used to work at the Board of Investment and Construction Management of Key Projects, the Board of Management of Quang Ninh Economic Zone, the Office of Quang Ninh Provincial Party Committee... Mr. Thanh used to be the Chairman, then Secretary and Chairman of the People's Committee of Dong Trieu town (Quang Ninh).
In 2021, Mr. Thanh was elected Vice Chairman of the People's Committee of Quang Ninh province. At the end of August 2022, the Executive Committee of the Quang Ninh Provincial Party Committee issued a disciplinary warning to Mr. Pham Van Thanh due to violations and shortcomings and took responsibility as the head for violations in COVID-19 prevention and control, bidding and purchasing COVID-19 test kits of Viet A Technology Joint Stock Company in Dong Trieu town when he was the head of this locality.
On September 20, 2022, the Prime Minister decided to discipline Mr. Pham Van Thanh with a warning due to violations and shortcomings in his work, and the Quang Ninh Provincial Party Committee has disciplined him.
On November 25, 2022, the Executive Committee of the Quang Ninh Provincial Party Committee decided to allow Mr. Thanh to stop participating in the Executive Committee of the Provincial Party Committee, term XV, 2020 - 2025, according to his personal wishes.
The Standing Committee of Quang Ninh Provincial Party Committee then temporarily assigned Mr. Pham Van Thanh to the position of Deputy Head of the Provincial Organizing Committee.
