"Unlocking" resources from special mechanisms and policies

With the goal of soon turning the “City on the banks of the Ma River” into a smart, civilized, modern urban area, the province has given the city special priorities with specific mechanisms and policies. To be worthy of the province’s attention and the expectations of cadres, party members and people of all walks of life, the city is focusing on “unleashing” resources from specific mechanisms and policies to serve the development of a synchronous and modern infrastructure system.

Resolution 58-NQ/TW, dated August 5, 2020 of the Politburo on "Building and developing Thanh Hoa province to 2030, with a vision to 2045" identified Thanh Hoa city as one of the three growth poles in the delta and midland regions of the province. Along with that, the Resolution of the 19th Provincial Party Congress also identified Thanh Hoa city as one of the four dynamic economic centers of the province. Based on practical requirements, to promote the city's socio-economic development rapidly and sustainably, becoming a large, modern, civilized urban area, the "heart" of the whole province, an important driving force for Thanh Hoa province to become a new growth pole in the North of the country, on October 25, 2021, the Standing Committee of the Provincial Party Committee issued Resolution 05-NQ/TU on "Building and developing Thanh Hoa city to 2030, with a vision to 2045". Immediately afterwards, on July 13, 2022, the Provincial People's Council issued Resolution No. 303/NQ-HDND on "Implementing a number of special mechanisms and policies to develop Thanh Hoa City". According to the special mechanism and policy, Thanh Hoa City's budget is entitled to 100% of the land use fee (SDĐ) collected from 19 land fund exploitation projects in the area. Of which, 8 projects are organized by the city to auction land use rights; 11 projects are bidding for projects with SDĐ organized by the city and provincial-level sectors and units to select investors. To unlock resources from special mechanisms and policies, the Standing Committee of the Thanh Hoa City Party Committee has developed an action program, assigning specific tasks to departments and offices to organize implementation. At the same time, it directed the City People's Committee to review and develop a plan for auctioning and bidding for SDĐ projects, in order to create counterpart funding sources to implement key projects in the area. Up to Currently, there is 1 project that has been successfully auctioned and the investor has paid 100% of the land rent, equivalent to 451,455 billion VND; 3 projects have completed infrastructure investment, and are expected to complete the land auction in the second quarter of 2024; 1 project has basically completed infrastructure investment in the land auction area, but is stuck in legal procedures and cannot organize the auction; 3 projects are implementing infrastructure investment, and are expected to organize the land use rights auction in the third and fourth quarters of this year. The remaining 11 projects are in the process of implementing site clearance and completing legal procedures according to regulations.

According to the specific mechanism and policy, Thanh Hoa City has 10 projects prioritized for investment from land use fee revenue in the area. Of which, 3 projects are preparing investment proposal reports and 7 projects have been approved for investment policies. In recent times, the city has focused on accelerating the progress of major investment projects in the area. Specifically, the project to expand Le Loi Avenue, from Phu Son intersection to Dong bridge, the city has organized bidding and signed a contract with a consulting unit to establish a design to implement after the basic design of the project; it is expected to select a contractor to complete the construction before May 7, 2024, start the project before May 10, 2024 and complete the project before September 2, 2025. In addition, the city has organized a bidding and signed a contract with a consulting unit to design the construction drawings for the Thanh Hoa City Children's Cultural Palace, expected to start construction in April 2024 and complete by the end of May 2025. At the same time, it organized a bidding and signed a contract with a consulting unit to design the construction drawings for the upgrade and renovation of Hoi An Park. The city has also approved the feasibility study report for the investment project to build a number of additional items of the East-West Highway project from the intersection with National Highway 47 to National Highway 1; the North-South railway overpass project and the roads at both ends of the bridge on the East-West Highway route. Regarding the project to build Thanh Hoa City into a smart city by 2025, the feasibility study report is being prepared, expected to complete the selection of contractors before September 27, 2024; For the Nam Song Ma Avenue project phase 2, the City People's Council has approved the investment policy and is expected to complete the paperwork procedures to start construction before October 30, 2024.

Hoi An Park will be invested in renovation and upgrading from resources according to specific mechanisms and policies.

With the spirit of "The city for the whole province, the whole province for the city", Thanh Hoa City is coordinating with provincial departments, branches and sectors in the process of organizing the implementation of specific mechanisms and policies for development, as well as effectively resolving long-standing backlog projects in the area in the spirit of Resolution 05-NQ/TU of the Provincial Party Committee Standing Committee. On the other hand, the city proactively overcomes shortcomings and limitations to effectively organize the implementation of Resolution 05-NQ/TU of the Provincial Party Committee Standing Committee, Resolution No. 303/NQ-HDND of the Provincial People's Council with a spirit of political determination and high responsibility, creating specific products from now until the end of the 2020-2025 term.
